HomeMy WebLinkAbout1998-08-03 HPC MIN0 • Heritage Preservation Commission Aug. 3, 1998 Present: Roger Tomten, chairperson Katherine Francis, Jeff Johnson, Robert Kimbrel, Howard Lieberman and Brent Peterson Others: Planner Sue Fitzgerald; Diane Martinek, Stillwater Gazette Absent: Frank Langer and Jay Michels Mr. Tomten called the meeting to order at 7 p.m. Approval of minutes Mr. Peterson, seconded by Mr. Johnson, moved approval of the minutes of July 6, 1998; all in favor. Case No. DR/98 -24 Design review of replacement exterior signage for new identity of INCSTAR at 1990 Industrial Blvd. Laura Von Holtum, representing DiaSorin, applicant. Ms. Von Holtum explained the request is to reflect the company's new identity /image on existing external signs. The face plates on five existing signs would be changed; the new corporate colors are a deeper shade of blue than the existing colors. Mr. Peterson asked whether flags are considered to be signs. Ms. Fitzgerald said if the flags reflect the name of a company, they are considered to be signage. In the discussion, it was noted the applicant already exceeds the allowable signage by two signs; allowing flags with the company's name would add to the situation. Mr. Kimbrel, seconded by Ms. Francis, moved to approve the request as conditioned, substituting flags without the company name in recognition of the fact that flags with the name would be considered additional signage. Mr. Johnson suggested amending the motion to eliminate the larger flag and allow the smaller flag without the company name; a color banner flag or the Minnesota flag were given as possible suggestions for an alternative flag. Mr. Kimbrel and Ms. Francis accepted the amendment; amended motion passed unanimously. Case No. DR/98 -19 Design review of exterior modifications and sign face replacement at the Oasis Service Station, 103 N. Main St. Ray Roemmich of Suburban Lighting, representing Amoco Service Station, applicant. Mr. Roemmich said he had just received a proposal from Amoco the morning of the meeting. The proposal is to use a '56 era metal banjo with a new pole and externally illuminated black and white price sign. The height of the pole would be about 20 feet, he said. Both the canopies and building would be black with white striping. Standard Oil signage, white letters on black, would be on the north, south and east facing elevations of the canopy. 0 • Heritage Preservation Commission Aug. 3, 1998 Oasis Market signage, as proposed, is in white lettering, versus the corporate teal coloring, on the east and west building elevations. Mr. Johnson asked if there would be lighting under the canopy. Mr. Roemmich said there was a possibility the existing canopy lighting would be relamped. Mr. Tomten asked about the size of the canopy lettering; Mr. Roemmich said he though it would be about 18 inches in height. Members expressed their appreciation for the "good faith effort" exhibited by the applicants in coming up with alternatives in recognition of the location in an historic district. Mr. Johnson moved approval of the signage and lighting package as propose: a banjo Standard Oil sign, with 20 feet as the upper limit for the height of the pole; the price sign in black and white lettering, externally illuminated; black and white Standard Oil on the north, south and east elevations of the canopies; Oasis Market signage on the east and west elevations and within the perimeter banding on the building; that there no change in the lighting perimeter. Mr. Peterson seconded the motion; all in favor. Case No. DR/98 -20 Design review of exterior modifications and sign changes at the Oasis Service Station at 2289 Croixwood Blvd. Ray Roemmich of Suburban Lighting, representing Amoco Service Station, applicant. Mr. Roemmich explained the new Amoco sign will be 45.7 square feet on a 14 foot pole; the setback requirement will be met. There will be no changes on the building; the awnings will be striped with corporate colors. Mr. Peterson, seconded by Mr. Kimbrel, moved approval as conditioned. Mr. Johnson suggested clarifying that the signage will be 45.7 square feet on a 14 foot pole, and that there be no signage on the perimeter band or canopy. Mr. Peterson and Mr. Kimbrel accepted the amendment to the motion; amended motion passed unanimously. Case No. DR/98 -27 Design review of exterior signage at 220 N. Main St. Mark Balay, representing Lake Elmo Bank, applicant. Becky Billingsley of Lake Elmo Bank explained the colors are related to the bank logo. Existing lighting in the area will be used to light the sign. The bracket will match the bronze pole. Mr. Kimbrel, seconded by Ms. Francis, moved approval as conditioned; all in favor. Case No. DR/98 -28 Design review of exterior signage for Heritage Embroidery at 1400 Frontage Road West (River Heights Plaza) Deborah Pierre, applicant. Ms. Pierre explained the existing sign is at the south elevation. She is requesting signage on the east elevations of the same size and lettering style. 2 i • Heritage Preservation Commission Aug. 3, 1998 Mr. Johnson, seconded by Mr. Lieberman, moved approval as submitted; all in favor. Case No. SUP/DR/98 -53 Design review of a commercial building at 2510 Curve Crest Blvd. Chad Bouley, Kellison Company, representing St. Croix Bike and Skate and Kennedy Transmission, applicant. Mr. Bouley and Mr. Kellison were present. Mr. Kellison reviewed the architectural renderings and design elements. Mr. Johnson asked about Kennedy Transmission's parking of vehicles left for repairs. Mr. Kellison said there would not be more than two or three vehicles left at the business for any extended period of time; those would be parked in the rear of the building. Mr. Kellison said roof -top mechanicals would be screened and light fixture fully shielded. He said he had no problem with the recommended conditions of approval; however, he requested approval of the sign package at this point, rather than having to return at a future date. Mr. Kellison explained there would be two separate building signs, both 18" illuminated channel lettering; Kennedy Transmission's will be red, St. Croix Bike & Skate might be red or blue. Mr. Lieberman questioned the placement of the St. Croix Bike sign over the awning, while Kennedy's is placed over the bay instead of the awning. Mr. Johnson suggested the placement works because there are two different facades to the building. Mr. Johnson, seconded by Mr. Lieberman, moved approval as conditioned, with the colors of the channel letter building signs of both businesses to be reviewed by staff; motion passed unanimously. Case No. DR/98 -29 Design review of exterior modifications and signage at 208 S. Main St. Ed Hawksford, representing Chelsea Rose Antiques, applicant. Mr. Hawksford was present and provided color samples and graphic of the proposed sign. He said there would be no awning and few changes made to the exterior. Lighting will come from the proposed lantern, which is really to identify the door. Mr. Tomten noted there also is a city lamp at the corner, which will provide lighting. Mr. Kimbrel, seconded by Mr. Peterson, moved approval as conditioned; all in favor. Case No. DR/98 -30 Design review of remodeling and addition to Valley Dental Arts at 1745 Northwestern Avenue. Michel Hoefler, Archnet, representing Valley Dental Arts, applicant. Mr. Hoefler and Mike Lueth provided a scale model and reviewed design plans. Mr. Lueth said they had reviewed the recommended conditions of approval. Regarding the condition that all 3 0 Heritage Preservation Commission Aug. 3, 1998 utilities shall be screened, he said there is one small portion of the existing roof -tops that will be visible, all the new utilities will be screened. Mr. Johnson questioned the placement of one of the exterior light poles due to its closeness to the intersection. He also suggested trying to relocate the existing greenhouse entrance to the other side of the building/addition. Ms. Francis moved approval as conditioned, eliminating condition No. 9, with the added condition that the exterior light pole at the northwest corner of the property be eliminated. Mr. Peterson seconded the motion; all in favor. Case No. DR/98 -31 Design review of exterior modifications and signage at 2500 W. Orleans Ave. Dick Zimmerman, applicant. Mr. Zimmerman and Ray Roemmich of Suburban Lighting were present. Mr. Zimmerman explained the requested change in signage to accommodate the change in brand from Sprint to Texaco. Mr. Johnson suggested rather than increasing the triangle space on the building as proposed, that the Texaco star be placed in the triangle space, with the food mart letter placed in the existing building banding. It was noted the existing pylon sign is 100 square feet, the new proposed signage is no more than 95 square feet. The 9" strip around the base of the canopy will not be neon as indicated in the packet, Mr. Zimmerman said. Mr. Johnson expressed a concern about the intensity of the existing lighting under the canopy. He asked if it would be possible to use different lenses in the lighting. Mr. Roemmich said it might be possible to place shielding inside of the lenses to make the lighting more downlit. Mr. Johnson moved approval as conditioned and with the following: that the pylon sign be limited to 20 feet in height and no more than 100 square feet (as is grandfathered in); there be no lighting of the canopy band; that the existing gable space be used for the Texaco star, with a 2 x 18' internally illuminated food mart sign, with lettering height not to exceed 18 ", be allowed in the building band below the gable; that the lighting beneath the gas canopies be reduced by shielding placed inside of the units; and that logos only be allowed on the gas canopies. Mr. Peterson seconded the motion; all in favor. Other business • Mr. Tomten said he hoped to get materials together for a discussion of awning /sign design guidelines for the September meeting. L, 0 0 Heritage Preservation Commission Aug. 3, 1998 • Mr. Tomten reported that he had talked with Jon Whitcomb regarding changes made to the approved building design; Mr. Whitcomb had said he would be at the August meeting, but was not. There was discussion about what actions the HPC could take. Mr. Kimbrel, seconded by Mr. Peterson, moved to bring the issue of non - conformity to the attention of the appropriate city officials; all in favor. Mr. Lieberman suggested amending the motion to recommend that the building official withhold the certificate of occupancy until the developers conform with the approved building design or appears before the HPC regarding the revisions to the approved plans. Mr. Kimbrel seconded the amendment to the motion; amendment passed unanimously. • There was discussion of the plaques which the City of Stillwater Chamber of Commerce will be presenting to 19 downtown building owners in conjunction with the Territorial Convention sesquicentennial on Aug. 26. Mr. Peterson explained the selection criteria and said the presentation of the plaques was part of an on -going processed planned by the Chamber to recognize contributing historic structures; Mr. Peterson said there likely would be some controversy regarding the initial selections. Members expressed some concern about the selection process. It was noted the presentation of the plaques is a City Chamber function, with no involvement by the HPC. • There was discussion of the need to draft a letter to the City regarding the need for the City to conform to policies when emergency situations occur that require repairs to contributing buildings in the historic district. It was noted Mr. Johnson was called to advise the City on several storm- related situations this summer; he also was called to advise the owners of the former Thompson Hardware building when there was a potential for that building to collapse. • Mr. Tomten suggested the HPC go on record recommending that the work by SRF on the Aiple property be expanded to include a study of the historical significance of the Aiple/Kolliner properties. He noted there are parts of significant foundations on the Aiple property. Mr. Kimbrel, seconded by Mr. Peterson, moved to recommend to the City Council that SRF's role be expanded to include a study to document the historic status of the property; motion passed unanimously. • It was noted the discussions regarding the St. Croix River crossing have been opened to include various interested parties. Mr. Kimbrel said he thought the HPC should be part of the discussions. Mr. Kimbrel moved to direct staff to seek City Council support to facility the HPC's involvement in the bridge design discussions. Ms. Francis seconded the motion; all in favor. • Mr. Tomten reported he had received a couple of call regarding the work that has been completed at Pioneer Park and concerns that the master plan is not being implemented. It was noted there are no construction documents because the City is doing the work. Ms. Fitzgerald noted the donor selected the play equipment. Mr. Tomten used the rest room building drawing vs. the building shown in the conceptual sketches in the master plan as an example of the concerns. He asked members if there was enough concern to raise the issue and ask to review documents. Ms. Fitzgerald noted the Park and Rec Board was concerned regarding previous vandalism at the rest room facilities in 5 9 9 Heritage Preservation Commission Aug. 3, 1998 approving the design of the structure. Members were in agreement that the proposed color of the roof should be changed to perhaps a dark green or bronze. Mr. Johnson, seconded by Mr. Lieberman, moved to recommend that the roof of the rest room building be changed to a hunter green and to have staff work with Mr. Tomten on other building details. Motion passed unanimously. Mr. Kimbrel raised the issue of berming on Highway 5 by the car wash/Rapid Oil and whether there isn't an issue regarding screening for bike path users, for example. Mr. Johnson noted the city had to remove some landscaping there and should replace what was removed. Ms. Fitzgerald will look into the matter.
