Mr. Tomten called the meeting to order at 7 p.m.
_Approval of minutes Mr. Tomten noted a correction in Case No. DR/98 -19 — the height of the
sign, rather than the height of the pole as indicated in the minutes, is to be no higher than 20 feet.
Mr. Kimbrel, seconded by Mr. Johnson, moved approval of the minutes of Aug. 3, 1998, as
corrected.
Case No. DR/98 -32 Design review of an exterior sign at 209 S. Main St. Rod Langerin/Susan
Thielen, representing True North Furnishings, applicant.
Ms. Thielen was present. Mr. Langer, seconded by Mr. Kimbrel, moved approval as conditioned;
motion passed unanimously.
Case No. DR/98 -33 Design review of exterior modifications at 2050 W. Frontage Road — Perkins
Restaurant. Greg Daigle, applicant.
Greg Daigle Jr. was present. Mr. Daigle noted that, contrary to what was indicated in the agenda
packet, the primary request is for new signage on the south elevation; the request for signage
above the entrance facade is secondary. The existing pylon sign would be repainted. Mr. Daigle
noted the existing awning does contain logos; the applicant would like to reuse the existing
awning. The awning on the south elevation also is back -lit.
Mr. Johnson noted the request includes architectural modifications to the building which also
should be addressed in the review process. Mr. Johnson moved approval of the request with the
condition that no additional signage be allowed; allowing the continued use of the existing pylon
sign; allowing the full sign on the south elevation and accompanying changes to the roofline;
removing the back -lit awning lighting on the south elevation; allowing the use of the existing
awning on the east elevation with no lighting; approving the neon lighting around the perimeter
of the south elevation sign and allowing neon lighting on the east elevation, but not around the
arch on the entry facade. Mr. Peterson seconded the motion.
Mr. Daigle asked if back -lit awning lighting might be approved if the logos were removed from
the awnings. He said there is a possibility that the existing awnings could be repainted. Mr.
Johnson agreed to amend his motion allowing back -lit lighting if the logos are removed from the
awnings. Amended motion passed unanimously.

Case No. DR/98 -34 Design review of exterior modifications at 102 S. Main St. Mark Balay
applicant.
Case N. DR/98 -35 Design review of exterior sign at 102 S. Main St. — All About Horses. Kai
Reiter of LeRoy Signs, applicant.
Mark Balay and business owner Carol Callahan were present. Mr. Balay reviewed the proposed
exterior changes. He noted that opening the windows changes how the sign can be presented on
the Myrtle Street elevation; the sign will fit into the transom area above the window on Myrtle
Street.
Mr. Johnson suggested the proposed signage on Main Street was too wordy to be effective. He
suggested using the same signage as the Myrtle Street sign, with additional verbiage in window
signage. Ms. Callahan said she would like to use the business' circular logo on the Main Street
elevation. Mr. Johnson suggesting using two of the circular logos with the words "All About
Horses," the same as the Myrtle Street signage, placed between the two logos.
Mr. Johnson moved approval of Case No. DR/98 -34 with the condition that the window glass be
opaque, the window panels to be painted tan, and the frames of the Andersen windows to be dark
brown. Mr. Peterson seconded the motion; all in favor.
Mr. Peterson moved approval of Case No. DR/98 -35 with the signage on Main Street to include
the two circled horse logos and the same text as the Myrtle Street sign. Mr. Lieberman seconded
the motion; all in favor. It was clarified that the signage is to be unlighted.
Case No. DEM198 -3 Demolition request for a residence at 1817 N. Second St. Richard Edstrom,
applicant.
Mr. Edstrom was present. Mr. Tomten clarified that the ordinance requires a public hearing for
demolition requests. Members agreed that Mr. Edstrom had done a good job of submitting the
required information. Mr. Johnson noted all necessary information had been submitted and
moved to set a public hearing for the October meeting. Mr. Lieberman seconded the motion; all
in favor. Mr. Tomten suggested that Mr. Edstrom look at the Dutchtown Survey when
considering future plans for the property.
Case No. V/DR/98 -58 Design review of modification of an existing bed and breakfast to increase
the number of bedrooms from five to six at 319 W. Pine St. — the Ann Bean House. Ken and Kim
Jadwin, applicants.
Mr. Johnson noted that a previous condition of approval, that the driveway /parking lot be paved,
has not been met. Mr. Jadwin said they had only closed on the property about five weeks ago and
plan to meet the condition in the near future.

Mr. Tomten asked whether the additional room could be rented out as an apartment. Mr. Jadwin
responded in the affirmative but said they would rather use the room as a B &B, and it appeared it
may have been used as such as some time in the past. Mr. Lieberman also noted that the
applicants have adequate off - street parking to accommodate the increased use.
Mr. Lieberman moved approval of the request as conditioned recognizing the unique condition
of the structure — its size and the availability of off - street parking — with the additional condition
that the parking/driveway be paved within a reasonable amount of time. Mr. Peterson seconded
the motion. Mr. Lieberman stated that approval of the request was not meant to imply that the
city's ordinance limiting B &Bs to five rooms is not a good ordinance; rather approval of the
request, and the two previous requests (the Sauntry Mansion and the James Mulvey Inn) were
based on the unique nature of the properties. There was discussion as how to proceed, whether to
approve the request or offer the HPC's support for the request. It was agreed to amend the
motion adding language that allowing six rooms exceeds the B &B ordinance; however, due to
the unique circumstances of the property, the HPC recommends approval of a variance to the
ordinance. Mr. Lieberman and Mr. Peterson accepted the amendment; amended motion passed
unanimously.
The Jadwins also requested changing the wording of the existing sign from the Ann Bean House
to the Ann Bean Mansion. The size of the letters would stay the same. The sign would be pained
a darker green with pale yellow lettering. No action was required, but the Jadwins were asked to
provide color samples for review by Ms. Fitzgerald.
Case No. SUB/DR/98 -59 Demolition request for a residence at 404 S. Grove St. Russ Kurth —
Kurth Surveying, representing Frank Biedny, applicant.
Mr. Biedny was present. It was noted the house was built in 1882 and thereby under the city's
demotion ordinance is of potentially historic significance. Mr. Lieberman moved to accept the
materials presented as required by ordinance and set the public hearing for the HPC's October
meeting. Mr. Kimbrel seconded the motion; all in favor. Mr. Tomten asked that Mr. Biedny
bring plans for reuse of the property to the public hearing to give an indication of how a new
house would fit into the neighborhood.
Case No. DR/98 -36 Design review of exterior sign for The Grand Banquet at 301 S. Second St.
Richard Anderson, applicant.
Mr. Anderson was not present. The request was for a non -lit sign over the main entrance. There
was some question from the submitted drawings as to where the sign would be placed.
After some discussion and one motion that failed for lack of a second, Mr. Johnson moved to
allow a non -lit sign on the north elevation of the building to be placed between the top of the
doorway and below the horizontal parapet, with the sign to be curved on the bottom similar to
that proposed for treatment of the top of the sign and similar to the logo on the Grand's vehicles,

with the proposed color and verbiage approved as submitted. Mr. Peterson seconded the motion;
motion passed 5 -1, with Mr. Langer voting no.
Other business
• Main Street Amoco update — Ms. Fitzgerald said the company is following through with the
banjo signage. There was some concern raised about the lighting of the Oasis on Greeley
Street. Ms. Fitzgerald said she had spoken with Mr. Jankowski regarding the need for
shuttering of the lights as previously conditioned.
• Monument sign for the St. Croix Valley Recreation Center — There was confusion as to the
requested size of the sign. Mr. Johnson, seconded by Mr. Kimbrel, moved approval of a
monument sign not to exceed six feet in height and 100 square feet total, in conformance
with the ordinance, and approval of the materials as submitted. Motion passed unanimously.
• A drawing of the Stillwater Market Place wall sign was included in the packet; no action
required.
• Mr. Tomten briefly reviewed a draft of updated historic district guideline,s and members
provided some suggestions for incorporation. Mr. Kimbrel also suggested revisiting the issue
of design information provided people at the time building permits are issued.
• Ms. Fitzgerald told members that Mr. Whitcomb has been informed he will not be issued a
certificate of occupancy until the awnings are installed as approved by the HPC.
• Mr. Kimbrel asked about the berming on Highway 5; Ms. Fitzgerald will look into the
matter.
• Ms. Fitzgerald stated Norwest Bank has guaranteed that the fencing around the new ATM
machine will be installed, as conditioned.
• Ms. Fitzgerald reported the rest room facility at Pioneer Park is being rebid. The roof color
has been changed as per the HPC recommendation; she is not sure whether the columns have
been changed as recommended.
Mr. Kimbrel, seconded by Mr. Lieberman, moved to adjourn at 9:35 p.m.
