SPECIAL MEETING
The meeting was called to order by President Junker.
Present: Councilwomen Avise and Bodlovick, Councilman Peterson, and
Mayor Junker
Absent: Councilman MacDonald

EMERSON PROPERTY NEAR COUNTY ROAD NO. .9
MR. PAUL EMERSON, said that he realized that this was a budget meeting; however,
he asked the City Council for a few minutes to discuss a land use proposal for some
property adjacent to County Road 5 (Stillwater Boulevard).
MR. BRIGGS, representing Mr. Emerson, explained the proposed use of the property.
The project consisted of two sites.
SITE "A" -- just east of County Road No. 5 and just north of Orleans Street
was proposed to consist of 128 owner or renter occupied town-
houses, two professional office buildings, two buildings for
commercial uses.
SITE "B" -- being just west of County Road 5 and directly south of the Kinder -
care facility was proposed to consist of one building for commercial
uses (possibly a restaurant, one office building and three buildings
for retail use).
MR. BRIGGS said that they had considered the Planned Unit Development process; however,
because the land would be sold to potential developers and not actually developed by
MR. EMERSON, they felt that rezoning would be more appropriate.
MAYOR JUNKER suggested that Mr. Emerson make application to the City for rezoning and
the Council would consider the request during the public hearing process related to
rezoning. Mr. Emerson said that he would like to be placed on the agenda for November
23, 1981 and Mr. Kriesel said that he would see that this was done.
BUDGET
MR. ABRAHAMSON, MR. CHIAL AND MR. ZEPPER discussed their department requests with
the Council. The Council took no action at this time. however, Mayor Junker stated
that the requests would be considered during the budget process.
ADJOURNMENT -- On motion of Councilwoman Bodlovick, seconded by Councilman Peterson,
the meeting adjourned at 6:45 P. M.
