COUNCIL CHAMBERS
Stillwater, Minnesota June 9, 1981 6:30 P. M.
SPECIAL MEETING
Present: Councilwomen Avise and Bodlovick, Councilmen MacDonald and
Peterson and Mayor Junker
Absent: None
Also Present: Finance Director - Coordinator - Kriesel
City Clerk - Schnell

MAYOR JHNKER announced that the purpose of this meeting was to pick a policeman
for the City of Stillwater.
MR. KRIESEL briefed the Council on his meeting with the auditing firm and the
financial status of the City at the present time and the outlook for 1982, much
of which is due to the manner in which the payments will be received for Local
Government Aid from the State of Minnesota.
He informed the Council that he is currently working on the balances on the new
bookkeeping system and hopes to be able to have these balances by the end of the
month so that some projections can be made.
There was discussion about foot patrol for the downtown area for at least eight
of the prime hours - either that each officer spend two hours of his shift down
there or that one officer spend the entire shift in the downtown area - they could
be there for traffic control and could also write overtime parking tickets.
(The Council would like to see schedules for the department for the month)
- -- -There was also discussion about employee coffee breaks and other leave time and the
property action will be taken at the various committee meetings.
- - -- Discussion was held on the operations at the Ice Arena and the scheduling of the
employees at this complex.
- - -- The Council and Mr. Kriesel will schedule meetings with the department heads in the
form of workshops to review where there can be cuts made in the budget.
Mr. Kriesel was directed to contact Mr. Cropp and the Youth Bureau to appear
at the next regular meeting.
- -- MR. KRIESEL explained some of the details of the Cable TV Joint Agreement and the
progress that is being made in this area.
Several motions were made and then rescinded so that action could be taken
at the June 16, 1981 regular meeting.
The meeting adjourned at 8:10 P. M.
