Present: Councilman Harry Peterson,Mayor Junker Absent: Councilwoman Bodlovick, Councilmen Roger Peterson and Powell Also Present: Finance Director /Coordinator, Kriesel City Clerk, Schnell City Attorney, Magnuson Superintendent of Public Works - Shelton Consulting Engineer - Michael Kramer Citizens: Robert Thompson, Michael McGuire, Rod Lawson, Lester Lind, and a representative from United Building Centers. MAYOR JUNKER announced that the purpose of this meeting was to meet with the businessmen from dos.ntown regarding their storm water drainage. MR. KRAMER FROM SHORT - ELLIOTT - HENDRICKSON presented some slides showing some of the conditions that exist in the various basements in dowrtown Stillwater that is, therefore, going through thedtreatmentsplant in plant. MR. LES LIND OF THE LIND SHOE CO., indicated that he could very easily be corrected by the extension of about fifty feet of pipe into an existing storm drain and he would take care of that at an early date. BOB the costs businesses should cooperate. MR. KRIESEL explained the formula that is used in charging the communities for the treatment of their sewage - this is done by the Metro Waste Commission - total total The building belongs to - area us for it. THE REPRESENTATIVE FROM UBC felt that theirs could possibly be run off the back of their building and back onto the ground, but did not know what problems this might create. ROD LAWSON, representing Sondra Gozzi from Vittorios, felt that there are some it could unusual costly to do andxMr. area of that property in agreement on this but something has to be done. COUNCILMAN HARRY PETERSON felt that the City is build on springs and that the problem and its costs should be shared by the whole community, and did not feel that this should be an individual problem. MAYOR JUNKER felt that we do not wish to force this upon them, but that they be aware of the problem which is a financial burden to the City. The charges for the treatment quantities are about three times what the Water Department is pump- ing and we need some answers from the Metro Waste Commission on this. MR. SHELTON had talked to Lyle Anderson of ST. Croix Drug Co. and it is possible for them to connect to a storm sewer across the street on Chestnut Street by the Bakery, and he would like about a year's time to comply with this request. MR. MAGNUSON cited the ordinance or code on this matter and the fact that we are all paying for this through the sewer rates. MAYOR JUNKER directed that Jack Shelton and the staff from Short- Elliott - Hendrick son continue to work on this and try to get everyone off the system that is possible by May 1st of next year. Jack could talk to the people. MR. KRIESEL stated that Jack could talk to the people and that we could issue bonds for this type of thing for two years and assess up to ten years. MAYOR JUNKER felt that we should contact a contractor to give us some quotes on doing this work for the difficult ones.
