SPECIAL MEETING

September 22, 1980 4:30 P. M.
The meeting was called to order by Mayor Junker.
Present: Councilwoman Bodlovick, Councilman Roger Peterson and Mayor
Junker
Absent: Councilmen Harry Peterson and Powell.
Also Present: Finance Director /Coordinator, Kriesel; City Attorney, Magnuson;
Sergeant Beberg; Director of Public Safety, Abrahamson; Con-
sulting Engineers, Elliott, Moore; Superintendent of Public
Works, Shelton; Bill Carter (POST Board Staff Member)
INDIVIDUALS & DELEGATIONS
LORI FOUKS Presented a petition signed by all but two residents within 300 feet
of her property at 728 West Mublerry Street to waive the public hearing for a
carport installation.
On motion of Councilman Roger Peterson, seconded by Councilwoman Bodlovick,
the Council granted the variance request since it was evident that there would be
no harm with the construction of the proposed carport. (all in favor)
UNFINISHED BUSINESS
1. BILL CARTER, Staff member of the Police Officer Standards and Training, described
the function of the POST Board. Mr. Carter also described the current process of
law enforcement training and selection standards. He point out that the Bureau of
Criminal Apprehension office no longer conducts a full -time training course - only
continuing education type courses. The education requirements, training and
licensing, are achieved thru colleges or vocational - technical schools. He was not
sure what sure what Stillwater could do in terms of hiring new police officers due
to the fact that the City also belongs to the Suburban Police Recruiting System.
Mr. Abrahamson said that he would look into this and report back to the Council.
2. LOCAL IMPROVEMENT NO. 166- Downtown Parking Lot.
MR. ELLIOTT discussed the proposed method of assessing for the downtown parking lot,
He suggested using a formula similar to that which was used by North St. Paul. The
formula incorporated such factors as distance, square footage and available parking
spaces. It was further suggested that some assessments, such as for Gordon Iron and
Metal, Inc., be deferred if the business was such as to require little parking needs.
The assessments would be deferred until the use of the property was changed.
On motion of Councilman Roger Peterson, seconded by Councilwoman Bodlovick,
the Council instructed the Consulting Engineer to use the proposed method of assess-
ment for Local Improvement No. 166. (all in favor)
3. LOCAL IMPROVEMENT NO. 182 (Painting of the Ice Arena)
MR. KRIESEL informed the Council that the City had received a bill in the amount of
$1,637.47 from Stockbridge Construction and Supply, Inc. for the work that was done
at the Ice Arena.
MR. KRIESEL said that he and other City officials had discussed the bill with
the contractor and there was a mutual feeling that the work would not be accomplished
by the contract deadline (October 1, 1980), and that it would be in the best interest
of all concerned if the contract was terminated, providing the cleanup and repair
work was completed, and the bill was paid.
COUNCILWOMAN BODLOVICK stated that this amounted to more than 10% of the contract
amount and only 1% of the work was completed.
On motion of Councilman Roger Peterson, seconded by Mayor Junker, the Council
authorized the City Attorney to prepare the necessary papers to terminate the
contract with Stockbridge Construction and Supply, Inc.

BUDGET
MR. EEIESEL presented various budgeting worksheets and data to the Council.
MR. ERIESEL asked the Council to review the budget information. He also stated
that he would be getting them some additional information on salaries and
capital outlay for the future budget meeting.
ADJOURNMENT
On motion of Councilman Roger Peterson, seconded by Councilwoman Bodlovick,
the meeting adjourned at 6:15 P. M.
