COUNCIL CHAMBER

SPECIAL MEETING
The meeting was called to order by Mayor Junker.
Present: Councilwoman Bodlovick, Councilman Powell and Mayor Junker
Absent: Councilmen Harry Peterson and Roger Peterson.
Also Present: Finance Director /Coordinator, Kriesel; City Attorney, Magnuson;
Consulting Engineer, Glen Van Wormer;
Citizens: James Lammers, Leonard Feely, Lucille Feely, Joel Anez, Larry
Amdahl, John Ogren, David Lindquist, Ron Schoenborn, John Caldwell.
MAYOR JUNKER announced that this meeting was called to discuss alternate align-
ments of Curve Crest Boulevard to County Road No. 66.
GLENN VAN WORMER presented alternative alignments to the alignment that runs by
the Oasis gas station and explained the problems associated with each alternative
alignment. The present proposed alignment would be favorable because of in place
sanitary sewer and storm sewer lines. Some of the alternative proposals would
necessitate a c age in present proposed plats such as the Feely Plat and also the
Madsen Townhouse Development Plan. The alternate proposal of using Orleans Street
as major east /west route was unfavorable because of grade and also because of
potential easement costs.
JOHN CALDWELL, representing Orville Madsen Co., stated that the present plan was
best but that he could possibly live with moving the road to the Ogren properties
north line. All of the other proposals would not be feasible because of the
Orville Madsen Development.
LEONARD FEELY felt that the alternatives that were presented would severely limit
the potential use of his property by creating islands and triangles.
LARRY AXDAHL would like to have the road moved ao as to give him access to his
property. He said that he had talked to David Linguist and Leighton Johnson
about trading land with the City and that would give him access and better setback
with the alternative alignment.
After discussion of the proposed alternatives the Council discussed the present
proposed alignment.
MR. OGREN was concerned about the "banana" shaped island at the intersection of
the presently proposed alignment and County Road 66. He felt that a straight island
would not decrease car space for the station as much as the "banana". He also felt
that the alignment could be shifted five feet north. His other concern was the
effect that the street alignment had on his property that was located north of the
present proposed alignment.
The Council decided to pursue the present alignment and instructed Mr. Van Wormer
and Mr. Magnuson to work with Mr. Ogren in resolving the "banana" shaped island
problem and other problems associated with the present proposed alignment.
JAMES LAMMERS talked about the Feely Assessment Appeal. The Council and Mr. Feely
agreed to continue the assessment hearing and to have the City Attorney and Duane
Elliott attempt to work out a settlement with Mr. Feely.
