SPECIAL MEETING
The meeting was called to order by President Junker.
Present: Councilwoman Bodlovick, Councilmen H. Peterson, R. Peterson,
Powell and Mayor Junker

James King, Beth Lindsey, Elise Dehayne, James S. Erlandson,
Lynn Bertalmio, James Stevensen, David Reichow, Earl Plattner,
Robert Bosse, and other City employees
MAYOR JUNKER announced that this meeting was called to discuss the possibility
of making Health Maintenance Plans available to the City employees as an option
to the present Blue Cross/ Blue Shield Plan. Representatives from HMO of
Minnesota, Coordinated Health Care, Inc., Group Health Inc. and Blue Cross/
Blue Shield explained the coverage their pians offered along with the following
structures:

The Council decided to make the plans available as an option to the employee with
the understanding that any additional cost would be borne by the employee and
further that any minimum enrollment requirements be met by March 28, 1980.
Because of the lack of enrollment, the Council later decided to not make the
options available and to provide only the present Blue Cross /Blue Shield
coverage.
ORDERLY ANNEXATION AGREEMENT - DAVID JOHNSON PROPERTY
The City Attorney presented a draft of an Orderly Annexation Agreement between
the City of Stillwater and the Township of Stillwater regarding the David Johnson
Property.
Mr. Magnuson explained that the agreement provided for (1) final plat approval
by the Council before the property is to be annexed.
(2) recognition of the Township's Comprehensive Plan as to the zoning
south of Highway 96 and east of County Road 15;
(3) an environmental worksheet would be up to the discretion of the City;
(4) undeveloped land (not belonging to David Johnson) would come into the
City as rural until such time as the land is developed;
(5) special assessments, other than David Johnson's property, would be
levied upon election of property owner to utilize any improvements;
(6) the City would maintain Boutwell Road and Neal Avenue;
(7) the City would agree to detach land known as "Penthouse Acres "; and
(8) that previous Orderly Annexation Agreements would be considered valid.
On motion of Councilman R. Peterson, seconded by Councilman Powell, the
Council approved the rough draft of the Joint Resolution as to orderly annexation
City and Town of Stillwater as submitted by the City Attorney. (all in favor)
The City Attorney presented a Development Agreement between the City of Stillwater
and certain property owners abutting David Johnson's proposed development. The
City Attorney explained thqt the agreement protected certain properties that
would be included in the David Johnson annexation. The inclusion of these prop-
erties would make the annexation area less irregular and basically allowed the
property owner to cortinue using the property as it is presently being used
until that time when the property owner would wish to change.

On motion of Councilman Roger Peterson, seconded by Councilwoman
Bodlovick, the Council authorized the Mayor and the City Clerk to
sign the Development Agreement. (all in favor)
The meeting adjourned at 5:30 P. M.
