COUNCIL CHAMBER

SPECIAL MEETING
The meeting was called to order by Mayor Junker.
Present Councilwoman Bodlovick, Councilmen Harry Peterson, Powell and
Mayor Junker
Absent: Councilman Roger Peterson
Also Present: Finance Director - Coordinator, Kriesel; City Attorney, Magnuson;
David Janey (student attornd; and Bruce Folz
AUGUSTINE PROPOSAL - PRELIMINARY PLAT
BRUCE FOLZ presented a preliminary plat to the Council for their review and
direction to the members of the Joint Powrs Committee:
On motion of Councilwoman Bodlovick, seconded by Councilman Powell,
the Council authorized preliminary plan approval as presented,
including the layout of 61st Street and the small portion of the
street running by the Warehouse Market provided that an amount equal
to the estimated cost of the sto'n sewer study be deposited by
Augustine Bros. should that study be necessary and further that
property owners in the Forest Hills Addition not be assessed for storm
drainage projects related to the Augustine Bros. proposal. (all in favor)
AUGUSTINE BROS. REZONING
On motion of Councilman Powell, seconded by Councilwoman Bodlovick, the Council
directed the Joint Powers Committee members to vote in favor of rezoning of the
Augustine Bros. property from "Light Business" to "General Business ".
(all in favor)
CODIFICATION OF ORDINANCES
City Attorney, David Magnuson, and law clerk (David Janey) presented the ordinances
as codified to the Council for their review and discussion. Mr. Janey explained
the general nature of how the ordinances were codified. Ordinances that were out-
dated and not used, such as thoseregulating the construction of wooden fences, were
eliminated while some ordinances, such as 24.01 streets, were new; however, the
bulk of the ordinances were left intact.
The Council did not take any action at this meeting and scheduled
another meeting for February 6, 1980 at 4:30 P. M.
DOWNTOWN PARKING LOT
MR. MAGNUSON explained to the Council the reason for needing to order an improve-
ment hearing on the Erickson Parking Lot. One year had passed since the last
hearing and the Council never ordered the improvement.
On motion of Councilman Powell, seconded by Councilwoman Bodlovick, a
resolution was introduced "ORDERING A HEARING ON LOCAL IMPROVEMENT
NO. 166" to be held at 7:30 P. M. February 12, 1980.

PENTHOUSE ACRES PLAT
MR. MAGNUSON explained the present status of the Tony Leitte Penthouse Acres
Plat. Bruce Folz & Associates had prepared a preliminary plat of Penthouse Acres
and in order for this plat to become final it is necessary that all property owners
agree to sign the final plac.

PUBLIC WORKS UNION CONTRACT,
MR. KRIESEL informed the Council that he had met with representatives of IUOE
Local 49 and he felt that they would settle for the following salaries:
The proposal was for 75C in 1980; 65c in 1981 plus 85% of the difference
between the October 1979 CPI and the October, 1980 CPI change; 60c in 1982
plus 85% of the difference between the October, 1980 CPI and the October, 1981
CPI change.
The Council instructed Mr. Kriesel to inform the IUOE hotel 49 representatives
that the Council's original offer made by the City was reasonable and fair offer
in light of the Public Works employees present salaries in comparision to salaries
in the Metro area and the Council did not accept the new proposal.
STILLWATER FIREFIGHTER'S ASSOCIATION CONTRACT
Mr. Kriesel informed the Council that he had met with representatives of the
Firefighters and he felt that they would settle for the following:
1980 - Salaries - $120.56 per month
- Hospital /Medical - 1007. single; - 75% family
1981 - Salaries - the October ober 1979handutheSOctober, difference between
CHANGE
- Hospital /Medical - 1007, coverage
The Council instructed Mr. Kriesel to inform the Firefighters Association that
the City's original offer was reasonable and fair in light of the present salaries
and in view of the City's budget limitations and that the original offer by the
City stood.
The meeting adjourned at 6:10 P. M.
