SPECIAL MEETING
The meeting was called to order by Mayor Junker
Present: Councilwoman Bodlovick, Councilmen H. Peterson. Powell
and Mayor Junker
Absent: Councilman Roger Peterson
Also Present: Finance Director /Coordinator, Kriesel; City Attorney,
Magnuson; Ron Langness (Springsteds, Inc.); Tom Hay
(Dorsey Law Firm); David S. Johnson, Donale T. Raleigh;
Duane Elliott; Bruce Folz

MR. JOHNSON explained his reasons for wanting to have all of the improvements
such as streets, water and sewer put in at the very beginning of his project
rather than staging them in. He felt that the lots would be marketable if a
buyer could have a greater choice of lots; having homes scattered around the
golf course, which would be constructed first, would also add security to the
golf course. The costs of putting in all of the improvements over a short
period of time, as opposed to staging, would also be less costly because of
the inflationary trend of the economy. This would also fix the capital costs
while the assessed value would continue to rise.
After some discussion about the tisk involved for the City and possible methods
of assessments, the Council decided to have Mr. Langness and Mr. Hay study
Mr. Johnson's proposal further and report back to the Council at a future date.
The meeting adjourned at 7:15 P. M.
