December 20, 1979 4:00 P. M. Councilwoman Bodlovick, Councilmen H. Peterson, Powell and Mayor Junker Councilman R. Peterson Finance Director /Coordinator, Kriesel City Clerk, Schnell Paul Weiler - Youth Service Bureau Thomas Cropp - Stillwater Ambulance Service This was the day and time for the public hearing for the proposed Revenue Sharing and Regular Budget for 1980 for the City of Stillwater. Notice of the hearing was published in the Stillwater Evening Gazette, the official newspaper of the City on December 10, 1979. Questions were raised about the option of the purchase of the Benson property and it was suggested that a letter be sent to see if they are willing to exercise such an option at this time. MR. KRIESEL reminded the Council that the total for the Park Fund is $142,800 and the tax levy is only $44,030 and also that due to levy limita- tions there is a deficit in the General Fund. There was discussion regarding the park in conjunction with the Hi -Rise and the funds needed for this project. MR. THOMAS CROPP statdd that of the $15,622 allocated from Washington County for Emergency Services he could receive 90% of this or around $14,000. He quoted numerous figures for the various communities that they serve and the charges to these communities and the effect that the subsididies have on the charges that are made based on such subsidies. He stated that they collect about 90% of the service calls and that the Welfare Department pays only $63.00 on a run. COUNCILMAN ROGER PETERSON felt that the only way to accomplish everything and give everyone something is to cut the ambulance in half and the Youth Service Bureau in half and cut the budget for the parks and this would give the $25,000 for the ramp to the new park - he felt that we should do something for the elderly. MR. CROPP explained his various losses from January to June on the ambulance service and the the van and their income is from fees and subsidies. The Mayor closed the budget hearing On motion of Councilman Roger Peterson, seconded by Councilman Powell the Council adopted the Revenue Sharing Budget which included $14,023 for the Youth Service Bureau and accepted the rest of the items as presented. (all in favor) REVENUE SHARING BUDGET Ambulance Subsidy $13,480 Benson Property Acquisition $20,000 Library - Salaries $20,000 Jet Rodder $21,845 Park Fund - Salaries $65,000 Audit $ 2,500 Youth Service Cureau Subsidy $14,023 Total $156,848 Balance $1,450 Grand Total $169,298 • • • . • December 20, 1979 SALARIES - DEPARTMENT HEADS MR. KRIESEL distributed to the Council a data sheet on these employees detailing the current salaries and fringe benefits and in some instances they were compared with other employees - in some cases within the given department. (SEE BUDGET FILE) MR. KRIESEL stated that the Department Heads felt tat they should receive at least $218.00 as a minimum increase and they would also like to see the Hospital /Medical to be brought into line. The Council indicated to Mr. Kriesel the salary counter offers for the various employees involved on this list and he was asked to relay this information to each of them for their approval or comments. MR. KRIESEL stated that the salary for the Building Custodian is set by the Union Contract for Local No. 91 and he suggested that Mr. Conley's salary be increased to $1,100 per month - George Diethert's salary can be set after the agreement with Local No. 49 is settle and becomes effective.
