The meeting was called to order by President Junker. Present: Peterson, Poweld c Mayor n Junker n (Mayo: t Junker departed at 6:15 P. M.) Absent: None Also Present: Finance Director- Coordinator, Nile Kriesel Consulting Engineer - Elliott Firefighters Association - Gordy Seim, James Stevensen, and Robert Barthol (arrived at 6:40 P. M.) LOCAL IMPROVEMENT NO. 171 Duane Elliott explained to the Council the location, dimensions and effect of the retention basin to be constructed on the Leonard Feely property in con- junction with Local Improvement No. 171. Mr. Elliott and Mr. Kriesel had met with Mr. & Mrs. Leonard Feely earlier in the day to answer questions related to the detention pond. Mr. Elliott stated that the retention basin should eliminate the pond that is presently on tho Feely property and except for unusually heavy rains (50 year rains) the basin area would normally be free of standing water. FIREFIGHTER'S ASSOCIATION Representatives of the Stillwater Firefighters Association met with the Council to discuss proposed contract changes. The City had offered a $50 monthly increase for 1980, 1981 and 1982. This was not acceptable to the Association and the Council did not offer any additional increase. The negotiations broke off at this point. MISCELLANEOUS - - Kriesel Council complaints ickens that received Street . The Council directed Mr. Kriesel to have the City Attorney write to the party (James Cummings) and inform him that he would no longer be able to board goats or chickens at his resident at 303 North Fourth Street. - - -Mr. Kriesel explained to the Council that Batzli Electric Co. who are presently working on the lift bridge had constructed a fence in the River Parking Lot to store materials and would also be parking an equipment trailer and office trailer in the River Lot which would take up 8 to 9 parking spaces. On motion of Councilman Roger Peterson, seconded by Councilman Powell, the Council withdrew their approval of September 26, 1979 to allow Batzli Electric Co. to use parking spaces for this purpose.
