COUNCIL CHAMBER
Stillwater, Minnesota October 16, 1979 6:30 P. M.
SPECIAL MEETING
The meeting was called to order by President Junker.
P.,:sent: Councilwoman Bodlovick, Councilmen Harry Peterson, Roger
Peterson, and Mayor Dunker
Absent: Councilman Powell
Also Present: Finance Director /Coordinator, Kriesel; Albert Schmoeckel;
Lynn Bertalmio and Pauline Webster (Bertalmio and Webster
arrived at 7:00 P. M.)
ICE ARENA
MAYOR JUNKER announced that this meeting was called to discuss the Ice Arena
man -hours and in particular the hiring of Steven Finnegan to replace Albert
Schmoeckel as custodian of the arena from 4:30 P. M. thru 12:30 P. M., Sunday
thru Thursday.
MAYOR JUNKER and other members of the Council told Mr. Schmoeckel that he
had done a was because of the the of the situation and he was needed replaced d
the
Parks Department as a Parkkeeper.
MR. SCHMOECKEL stated that he would prefer to continue working at the
arena but that he could understand what the City was trying to do and he agreed
to go to the Parks Department full time.
On motion of Councilman Roger Peterson, seconded by Councilwoman
Bodlovick, the Council authorized the hiring of Steven Finnegan at
$4.75 per hour and Ronald Lehman, a Vo -Tech student at $4.00 per hour
on a part -time basis. (all in favor)
LIBRARY BUDGET AND MAINTENANCE HELP
The Council met with Lynn Bertalmio, Library Director and Pauline Webster,
member of the Library Board, to discuss the Library Budget and also the
hiring, by the Library Board, of a part -time person to do the maintenance
work at the Libary.
The Council instructed the Library Director and Pauline Webster to inform
the Library Board that it would hereafter be the Board's responsibility to obtain
someone to do the maintenance at the Library. The Finance Director was also
instructed to find out if there was a statute limiting expenditures for libraries.
UNION CONTRACT PROPOSALS
The Council discussed the proposals as submitted by IUOE, Local 49 (Public Works
& Park Dept. Employees), the Firefighters Association and the Stillwater Volunteer
Fire Department and the Stillwater Fire Relief Association.
The Council directed that the Finance Director /Coordinator make the following
offers to the respective bargaining units:
LOCAL NO. 49- IUOE
1. Across the Board increase of 60c, 50c and 50C in 1980, 1981, and 1982
respectively.
2. M additional 1} days holiday (1 day after Thanksgiving Day and one -half
day on the day before Christmas Day).
3. Amend the sick leave to exclude pregnancy clause.
4. Amend severance pay to entitle surviving spouse or dependent children
to receive the severance pay.
STILLWATER FIREFIGHTERS ASSOCIATION
1. Across the board increase of $50.00 per month in 1980, 1981 and 1982.
STILLWATER VOLUNTEER FIRE DEPARTMENT
1. Increase the clothing allowance from $10.00 to $25.00 per year.
STILLWATER FIRE RELIEF ASSOCIATION
1. Pension benefit not to be increased (presently is $600.00).

MISCELLANEOUS
Mr. Kriesel informed the Council that a supplemental assessment would be
needed for Local Improvement No. 160 (Nightingale Blvd. Utilities).
Originally it was understood by the property owners that this project
would be assessed on a front footage basis, whereas the assessment roll
that was adopted on October 9, 1979 was computed on a unit charge basis.
On motion of Councilman Roger Peterson, seconded by Councilman
