2. The City Attorney reported that the City is not ready at this time to have

Russell Meister and Al Ranum were re- appointed to the Planning and Zoning
Commission for a three year term. (all in favor)

1. Ine City Attorney explained the order and notice of hearing for the proposed
Marina at Bayport and Mr. Elliott will check into the matter further and
report back to the Council on January 9, 1979.

2. On motion of Councilman Powell, seconded by Councilman Mahoney, the
Council approved the following street name changes in the Stillwater
Industrial Park as recommended by Mr. Shelton and Mr. Niska:

63rd Street North to Curve Crest Boulevard West
3. On motion of Councilman Mahoney, seconded by Councilwoman Bodlovick,
the salary for the Planning Commission Secretary and secretarial replace-
ment for the City Clerk at $4.25 per hour effective January 1, 1979.

4. On motion of Councilman Mahoney, seconded by Councilman Peterson, a
resolution was introduced "DIRECTING THE PAYMENT OF THE BILLS.

MRS. GERTRUDE SCHMIDT, 114 East Chestnut Street, appeared before the City
Council asking that they reconsider the proposal for the demolition of the
Nelson School Building. She presented the Mayor with a petition signed by
local citizens indicating that they are opposed to the hasty and arbitrary
disposal of the Nelson School property as a waste of the taxpayer's money
and demanded a public hearing and reconsideration of the bids on their merits.
(No action taken at this time)

COMMUNICATIONS
- -From the Stillwater Gazette (Phil Easton) regarding the proposed By -Pass and
that this matter be re- negotiated.
On motion of Councilman Powell, seconded by Councilman Peterson. the
City Clerk was directed to send a copy of this letter to Duane Elliott,
Glenn Van Wormer, the Minnesota Department of Transportation and the
Downtown Traffic Committee. (all in favor)
Discussion was held at this time about having a footpatrolman on duty in
downtown Stillwater for the stricter enforcement of meter violations and other
parking violations and also that consideration be given to increasing meter
violations from $1.00 to $3.00 - there are many regular violators of these
conditions. Also it was felt that we should get new meters that will take
dimes - also the meters should be wound more often.

owned property between the City Parking Lot on South Second and Olive and his
property at 215 South Third Street.

4. On motion of Councilman Mahoney, seconded by Councilman Peterson, the
City Attorney was directed to draw up an amendment to the Firefighters
Union Contract to read that the salaries for 1979 be $80.00 over the
1978 salaries with the same provision for the cost of living increases.

5. On motion of Councilman Mahoney, seconded by Councilwoman Bodlovick,
that the salary for David Chial for 1979 will be reconsidered at a
later date along with the salaries of the other department heads.

6. On motion of Councilman Peterson, seconded by Councilwoman Bodlovick,
the Council directed the Union Contract for Local No. 91 be drafted on the
basis of the proposal of a $70.00 per month increase for 1979 and a $60.00
increase or 857, of the cost of living for 1980, whichever is greater.

CONSULTING ENGINEER'S REPORT
1. Mr. Elliott felt that there are a number of things that should be
clarified before the contracts are let for the construction of County
No. 66 (Greeley Street) as to the staging of the construction so that
the businesses located in the area maybe made aware of this, the need
for the signal plans and the other plans for work that will be done
in this area and the area of the Stillwater Industrial Park.
Also the matter of the vacation of that portion of South Greeley
Street just to the north of the highway and the utilities are located
in this area and ingress and egress for the properties in this area.
On motion of Councilman Peterson, seconded by Councilman
Mahoney, the Consulting Engineer was directed to send a letter to
the Minnesota Department of Transportation to clarify the five
items in question regarding the construction on South Greeley
Street and also construction in the area of the Stillwater
Industrial Park. (all in favor)
PUBLIC SAFETY
1. On motion of Councilman Peterson, seconded by Councilman Mahoney,
a resolution was introduced "EMPLOYING GARY WALLIN AS A COMMUNITY
SERVICE OFFICER IN THE POLICE RESERVES EFFECTIVE DECEMBER 26, 1978
and Mr. Abrahamson was directed to inform the school district that
he does carry a gun and that it be their decision as to whether or
not she should continue to carry this gun. (all in favor)

COUNCIL REQUEST ITEMS
COUNCILWOMAN BODLOVICK made mention of a petition which she had received from
the residents of the Forest Hills area that the City of Stillwater proceed to
annex the strip of land just to the north of the property in Oak Park Heights
which is currently being developed.
MR. MAGNUSON indicated that this had been presented to the Municipal
Commission and they have been made aware of this request.

City Attorney was directed to draw up an amendment to the Firefighters
Union Contract to read that the salaries for 1979 be $80.00 over the
1978 salaries with the same provision for the cost of living increases.

that the salary for David Chial for 1979 will be reconsidered at a
later date along with the salaries of the other department heads.

COUNCIL REOUEST ITEMS
COUNCILWOMAN BODLOVICR made mention of a petition which she had received from
the residents of the Forest Hills area that the City of Stillwater proceed to
annex the strip of land just to the north of the property in Oak Park Heights
which is currently being developed.
MR. MAGNUSON indicated that this had been presented to the Municipal
Commission and they have been made aware of this request.

1. This was the day and time set for the public hearing on the proposed Revenue
Sharing Budget for the fiscal year 1979.
The notice of the hearing was published in the Stillwater Evening Gazette
the official newspaper of the City on Decemger 20, 1978.
The temporary chairman opened the hearing.
There were not icitizens present regarding this hearing
MR. KRIESEL explained some of the items in the budget to the Council members.
The hearing was closed.
