SPECIAL MEETING
The meeting was called to order by President Junker.
PRESENT: Councilmen Mahoney, Peterson, Powell and Mayor Junker
ABSENT: Councilwoman Bodlovick

LOCAL A.F.S.C.M.E. COUNCIL NO. 91 UNION NEGOTIATIONS
MAYOR JUNKER indicated that the Council has agreed to the compensatory time
to be provided at time and one -half when used in lieu of overtime pay;
Item 2 wages they are agreeable to adding $50.00 for each step;
Item 3 - eliminate the addition of 10 and 15 years steps with 57, incre-
ment between each step;
Item 4 - continuation of eligibility for Health and Hospitalization
Insurance following retirement after 15 years (same as Personnel Policy).
COUNCILMAN POWELL explained that the salary increase which they have offered
is 7 to 8% and if they came back with something else the Council would probably
hold to that and they would like to be fair.
MR. SERFLING asked when they came up with the $50.00 had they done any comparing
with other communities and they stated that they looked at the downtown area -
salaries that are being paid for legal secretaries, accounts, junior accountants
downtown. They did not check with the School District or Washington County.
Another meeting on this matter was scheduled for October 25, 1978 at
6:30 P. M.
Discussion was held regarding the possibility of a three year contract - the
first year would have a greater increase than the second and third years.
PARKING ON SOUTH GREELEY STREET.
On motion of Councilman Peterson, seconded by Councilman Powell, the
Council authorized parking on the east side of South Greeley Street for two
blocks from its intersection with vacated Anderson Street and West Abbott
Street with no parking allowed 100 feet from each street intersection at Anderson
and Churchill. (all in favor)
ASSESSMENT HEARING - LOCAL ItaROVEMENT NO. 129 -1.
This was the day and time set for the public hearing on proposed assessments
for Local Improvement No. 129 -1 - trunk and lateral sanitary sewers, watermains,
services and streets for the Hooley - Feely- Croixgate Properties along Highway 212.
The notice of the hearing was published in the Stillwater Evening Gazette,
the official newspaper of the City on September 27, 1978 and copies were mailed
to all property owners propsed to be assessed.
The Mayor opened the hearing.
MR. ELLIOTT stated that the improvement involved trunk sanitary sewer, lateral
sanitary sewers, streets and utilities and services - the trunk sewer is a
large pipe that serves a very large area and should be assessed against the
total area. A lateral sewer serves the property that it abuts. If the trunk
sewer is 15 inches in diameter goes by a parcel of land, the property owner has
the opportunity to connect to that sewer and, therefore, a lateral sewer is not
necessary in that location and it has double benefit.
The map showed the overall area that was benefited by the trunk sewer which
started at Orleans Street, down Greeley Street, southerly to a point near Ogren's,
westerly through the Feely property near Press -On - Kern Collectibles, then
westerly to a given point. He traced out the area that was benefited by this
sewer.

The second drawing showed the Stillwater Indurrial Park Plat - his office
had worked with Art Holm on this work and that when the utilities were put in
they were followed up with the future streets - they are not platted streets
but the location of the utilities. From the properties abutting the lateral
sewer was an amount of $10.00 subtracted from the trunk sewer. The lateral
benefits which were subtracted from the trunk assessments - the blue line was
assessed against the Feely property and the lots abutting the Industrial Park
those properties were assessed and another small lot. The lateral benefit with-
in the yellow area was added to the cost of the lateral sanitary sewer and added
to the lateral benefit, streets and watermain and assessed that cost to the
entire area on an acre basis which is a more equitable way to assess the streets
and utilities on a commercial area because of the vast differences in area and
frontages that various properties have.
The other element of the assessments are the services and those are the
actual costs paid to the contractor. The other assessments included engineering
costs, any easement costs, city administrative costs and the costs of the fiscal
agents - these awere spread equally on the other assessments.
The Feely property is "Green Acres" and the assessments are not spread until
the property is developed. There is another parcel that is out of the City -
the Hauge property which assessments will have to be borne as connection charges
assuming that property comes into the City and is developed.
He calculated the total area and the area with streets within the area which
was 12% of the area with streets and reduced the area to the west and to the
north by 12% assuming that the platting configuration would be somewhat the same.
LUCILLE FEELY asked about the trunk sewer that went from their property down to
Greeley Street and who would be paying for that. MR. ELLIOTT explained that on
her property that there are two figures - one for the trunk sanitary sewer which
is their share on an area basis - $466.00 per acre in each parcel; also there
is a trunk lateral assessment of $10.38 per foot. She was told that everyone in
that particular area would share the cost of this - the total area since it was
only by that means that they could connect to the sewer system. He mentioned
that there was a sewer put in that area by the Township at one time and it
cannot serve the whole system and they had to go back and put in a larger sewer.
The old sewer was used on a temporary basis last winter.
MR. ELLIOTT stated that the estimated figure for this improvement was $466.00
per acre and the actual figure at this time was $461.90. The total cost of these
assessments is tout $92,000 to $9,300 per acre and that is not uncommon today to
have the assessments for utilities and streets or residential property approaching
$5,000 - normally three residential lots equal and acre. Residential costs are
higher since there are fewer streets in a development such as this. There was very
little or a very small degree of storm sewer costs because the drauage is in a
ditch along the County Road and goes into the Oasis Pond.
At sometime in the future there will have to be some storm sewer improvements
which will be assesed on an area basis.
LUCILLE FEELY asked why the sewer line between her property and Greeley Street
was moved and MR. ELLIOTT informed her that Mr. Ogren owned this property and she their stated

The Mayor closed the hearing.
On motion of Councilman Mahoney, seconded by Councilman Peterson,
a resolution was introduced "ADOPTING THE ASSESSMENT ROLL FOR LOCAL
IMPROVEMENT NO. 129 -1 AND SETTING THE INTEREST RATE AT 5%7 AND THE PAYMENT
PERIOD FOR TEN YEARS ".

LOCAL IMPROVEMENT NO. 160 - NIGHTINGALE BLVD. UTILITIES
Discussion was held on the proposed utilities to serve Mr. Eitter and Mr.
Armstrong and in order to assess the four property owners that will be
benefited, the Township would have to hold a hearing on the proposed improve-
ments.
Mr. Elliott suggested that this be bid as an Add - Alternate for the bids he
will be receiving for Local Improvement No. 157 on November 9, 1978.
On motion of Councilman Mahoney, seconded by Councilman Powell,
the Council directed that Mr. Elliott add the utilities for Nightin-
gale Blvd. to the advertisement for bids for Local Improvement No. 157
for a watermain extension of approximately 550 feet and a 90 foot
sewer extension for Mr. Armstrong and that the Acting City Clerk
write a letter to the Clerk of Stillwater Township expressing the
City's thinking that all four property owners that will be benefited
by this improvement be assessed. (all in favor)
RESOLUTIONS
The following resolution was read and on roll call was unanimously adopted:
1. Adopting the Assessment Roll for Local Improvement No. 129 -1.

On motion of Councilman Mahoney, seconded by Councilman Peterson, the meeting
adjourned at 8:25 P. M.
