Present: Councilwoman Bodlovick, Councilmen Mahoney, Peterson, Powell and Mayor Junker Absent: None Also Present: acting City Clerk, Schnell Director of Public Safety - W. Abrahamson Press: Stillwater Gazette - Bob Liberty Citizens: Bob Conley, Mr. & Mrs. John Welson, Mr. & Mrs James McKinney DOG POUND CHIEF ABRAHAMSON explained the problems that they are having with the noises from the dog pound. He and Mr. Conley have been working on the matter and they suggested that part of the storage shed adjacent to the pound and the City Garage be used for this purpose. The new shelter would be sound -proof and would be easier to clean. They could have cages for all of the dogs. Currently the larger dogs have to be kept outside as the current cages are not large enough to keep them inside. Mr. Abrhamson felt that part of the noise is getting out through the exhaust from the fan. Mr. Conley and Mr. Abrahamson will chek into the costs for the conversion of the storage building for this purpose and also the cost of fencing for the entire City Garage - dog pound complex. MR. JOHN WELSHONS,415 West Mulberry Street, stated that when the City noises die down, then the noise of the dog pound can be heard. He also thanked the Council for their help in this matter. MISCELLANEOUS 1. MAYOR JUNKER indicated that he had received a letter from Anderson and Seiberlich requesting consideration as the auditing firm for the City's audit for 1978. Councilman Peterson asked that the Acting City Clerk also contact the State Auditor requesting that they submit a proposal for taking care of this audit. 2. On motion of Councilman Mahoney, seconded by Councilman Peterson, a resolution was introduced "EMPLOYING LUANA KUEHN AS A JUNIOR ACCOUNTING CLERK EFFECTIVE AUGUST 16, 1978 AND THE SALARY IS TO BE NEGOTIATED WITH THE -.. UNION ". AYES -- Councilwoman Bodlovick, Councilmen Mahoney, Peterson, Powell and Mayor Junker NAYS - -None (see resolutions) The Acting City Clerk informed the Council that we will be able to secure another CETA person to fill the vacancy in the City Clerk's Office as of October 1, 1978 and applicants will be secured for this position. 3. The Council asked the Acting City Clerk to contact Bob Voto of DeLaHunt to meet with the Council at 4:00 P. M., August 30, 1978 to go over the audit for 1977. 4. On motion of Councilman Peterson,seconded by Councilman Powell, the Council denied the request from a group of residents in the Croixwood area to close a portion of Northland Avenue, Sunday, August 20, 1978 from 1:00 to 4:00 P. M. and directed the Police Chief to suggest to them that they use one of the side streets. (all in favor) 5. The question of the numbering of the parcels in the Stillwater Industrial Park was brought up and the Council stated that Mr. Shelton will take care of this matter. 6. The Acting City Clerk informed the Council that Mary A. Miller has to withdraw from the City Council race as the Assistant City Attorney, Howard Turrentine ruled that this would be a conflict of interest since more than one -half of her husband's income is used for the support of the family. 499) !' • • ADJOURNMENT Augus: 16, 1978 7. On motion of Councilman Mahoney, seconded by Councilwoman Bodlovick, a resolution was introduced "INCREASING THE COMPENSATION OF RON NISKA, BUILDING INSPECTOR, FROM $1,000 TO $1,200 PER MONTH EFFECTIVE AUGUST 1, 1978 ". AYES -- Councilwoman Bodlovick, Councilmen Mahoney, Peterson, Powell and Mayor Junker NAYS - -None (see resolutions) 8. CHIEF ABRAHAMSON informed the City Council that forty people took the written examination for the position in the Police Department and that twenty had passed, four of them being Police Reserves. The physicals have been set for Augus_ 26th and then the oral interviews will be set up after that date. The board for the oral interviews will consist of the Mayor and Mr. Hoveland from the School District and one other person to be named by the Council. 9. COUNCILMAN POWELL asked that when the patrolmeiare patrolling the downtown area and tney should be writing overtime and other parking violations when they are down there. RESOLUTIONS The following resolutions were real and on roll call were unanimously adopted: 1. Employing Luana Kuehn as Junior Accounting Clerk. 2. Increasing the Compensation for Ron Niska, the Building Inspector On motion of Councilman Mahoney, seconded by Councilwoman Bodlovick, the meeting adjourned at 7:40 P. M.
