Present: Absent: Also Present Press: Citizens: UNFINISHED BUSINESS 1. On motion of Councilman Powell, seconded by Councilman Mahoney, a resolution was introduced "TRANSFERRING FUNDS FROM P.E.R.A. TO THE POLICE BENEFIT FUND FOR THE YEAR 1977 ". On motion of Councilman Powell, seconded by Councilman Mahoney, a resolution was introduced "Covering all non -union employees with Term Life Insurance the same as the union employees as of January 1, 1978 ". AYES: Councilwoman Bodlovick, Councilmen Mahoney, Peterson, Powell and Mayor Junker NAYS: None (see resolutions) 3. Discussion was held regarding the counter proposal for the Local No. 91 Municipal Employees Union Contract with the following results: WAGES FOR 1978 EMPLOYEE COUNCIL'S OFFER Margaret Aiple $710.00 per month Luana Kuehn $3.25 per hour Shirley Montbriand $750.00 per month Ron Niska $1,080.00 per month Jeanette Lowry $930.00 per month LaVonne Simon $930.00 per month COUNTER - PROPOSALFOR LOCAL NO. 91 MUNICIPAL EMPLOYEES ARTICLE IV - HOLIDAYS 0. K. per request for 11 Delete ARTICLE VII - SICK LEAVE Page 4 - Section 7.2, Pargraphs b & c Delete Add the following Section: Sickness disability benefits usage shall be subject to the following conditions: (a) An employee may use the full entitlement only once annually (b) Any days used by an employee must be replaced at the following earning rate: employees shall earn sicness disability leave at the rate of two shifts for each month worked (c) Sickness disability leave time cannot be earned during the time an employee is on sick leave. (d) Sickness disability leave time shall be earned as a replacement for used leave time by only those employees who have utilized the benefit 355 • • • • '356 • • • December 29, 1977 ARTICLE VIII - VACATIONS Delete after 10 years service - 4 weeks - replace with: After 10 years' service - one additional day per year up to 15 years After 15 years of service - four weeks ARTICLE X. LEAVES Delete Section 10.1 Funeral Leave Section 10.4 - should be "Council" rather than "Coordinator" ARTICLE XI. WAGES 11.2 (page 9) Delete Call time 11.3 Longevity - deleted 11.4 Education Credits - deleted ARTICLE XVI - INSURANCE 16.1 (Change wording to agree with other contracts as follows:) The City shall provide and pay 100% or $17.94 whichever is less of employee hospitalization insurance costs. The City shall also provide and pay 100% or $20.00, whichever is less, of employee dependent hospitalization insrance costs. Mr. Kimmel is reviewing the contract draft regarding sections on maternity leaves and some other language. 4. On motion of Councilman Mahoney, seconded by Councilman Powell, the Council requested that a letter be sent to CETA requesting an increase in compensation for Gary Fullerton, Richard Bartkey and Rod Ramble to $4.79 per hour effective January 1, 1978. (all in favor) (The City will pay Mr. Hamble an additional $1.00 per hour for a total of $5.79 per hour) 6. On motion of Councilman Peterson, seconded by Councilman Mahoney, the Council authorized the purchase of a meter and installation at the Press On plant at a cost figure of $520.00. (all in favor) 7. The Acting City Clerk informed the City Council that in a memo from the attorney for the Firefighters he stated that the cost of living index had increased 7.847, from October, 1976 to October, 1977 and verifying same with the League of Minnesota Cities, the State of Minnesota, and the Metro Council they are using 7.87,. The Council concurred that the figure of 7.8% should be used for all of the contracts involving cost of living increases. APPLICATIONS On motion of Councilman Peterson, seconeed by Councilman Mahoney, that the ON SALE REGULAR AND SUNDAY LIQUOR LICENSES be granted to Neil Cosgrove, Some- place Else, 224 South Main Street upon receipt of his application, insurance and fee in the amount of $1,700.00 prior to December 30, 1977 at 4:30 P. M. (all in favor) - -On motion of Councilman Peterson, seconded by Councilman Mahoney, the following Cigarette Licenses were granted for 1978: (all in favor) C. H.
