SPECIAL MEETING
the meeting was called to order by President Junker.
Present: Councilwoman Bodlovick, Councilmen Mahoney, Peterson, Powell
and President Junker
Also Present: Acting City Clerk, Schnell; Director of Public Works, Shelton;
Librarian, Lynne Bettalmio; Director of Parks and Recreation,
Blekum; Fire Chief, David Chial; Police Chief, Wallace
Abrahamson;
MISCELLANEOUS
1. On motion of Councilman Peterson, seconded by Councilman Powell, the Acting
City Clerk was directed to write a letter to the Minnesota Highway Depart-
ment requesting the removal of the "Welcome to Minnesota" sign which was
installed in the sidewalk by the Chamber of Commerce Building. (all in
favor)
BUDGET
1. The Council reviewed the budget request with the department heads. Mr.
Shelton presented a proposal for $6,800 for equipment for the Street
Department and this item was added to his budget as Capital Outlay.
Mr. Shelton presented to the Council some data regarding salaries for his
department and wat the increases would be and with the idea that this
information should be a guide in setting his salary for 1978.
2. Library Budget - Lynne made a request for an amount of $750.00 for programs
and it was agreed that this amount could be put in the budget and then reduce
the Miscellaneous figure by that amount, which was agreeable to her.
She further requested a ramp for the handicapped on the inside of the
building to get wheel chairs from the elevator to the front desk and Jerry
Mahoney will contact the Rotary Club about their taking care of the financ-
ing of such a project.
She requested about a half dozen trees for the Third Street side of the
Library and was directed to contact Jack Shelton about getting some trees from
his program and Mr. Bklekum will do something about the large pine trees on the
Fourth Street entrance.
3. PARKS AND RECREATION - Mr. Blekum reviewed his budget requests with the Council
and indicated wnere the various items actually fit into the final Budget
proposal.
He asked about the lighrs for the North Hill Tennis Courts and it was
agreed that this could come out of the monies received from the sale of the
property on Olive Street.
Discussion was held about moving the Glaser Service Station Building to the
Lily Lake Park and utilizing same by the arena. This matter is to be checked
out to see what the cost would be and if it is feasible.
Also at this time David Chial, Fire Chief, stated that the gas tanks have
not been filled with sand or removed from this site. Mayor Junker indicated
that they would be dug up and sold and he will check into this item.
4. FIRE DEPARTMENT - Fire Chief, David Chial indicated that with the new pagers
an amount of $1,000 could be removed from his telephone budget.
He presented a form by which possible matching funds could be secured
for the work that is to be done on the rescue truck and other equipment to
be used in conjunction with same. He was directed to complete the form and
send it in for such funds. If accepted there would be 50% in matching funds.
He is also going to check with Civil Defense for possible funding for this
project.
5. POLICE DEPARTMENT - Mr. Abrahamson asked about the $19,000 Police State Aid
which has been received for 1976 and about the expenditure of the balance
after tiie new police cars are paid for.

MISCELLANEOUS
1. On motion of Councilman Peterson, seconded by Councilman Mahoney, the
Council directed that the City Attorney to petition that the property
where the Burger King and Santiago's are being built, the Augustine
Property, Crown Auto property, and the Warehouse Market property be
annexed to the City of Stillwater. (all in favor)
2. The Council agreed to meet with Stillwater Township Board and the Metro
Council regarding the Comprehensive Land Use Plan on November 30, 1977 at
7:30 P. M. at the Stillwater City Hall.
3. On motion of Councilman Peterson, seconded by Councilman Powell, the
Council directed that Councilwoman Bodlovick, be allowed to take the
Hodne Plan to the Planning Commission meeting on December 5, 1977 and
also she is to indicate the Council's unwillingness to go along with
this Comprehensive Land Use Plan. (all in favor)
4. The Council set a meeting date of November 21, 1977 at 6:30 P. M. to
meet with the Fire Department on their salary and contract requests.
Also at this time they will discuss salaries for the nonnunion
personnel and continue with the budget review.
5. On motion of Councilman Peterson, seconded by Councilman Mahoney, the
Acting City Clerk was directed to send a letter to all contractor's
who are doing sandblasting in the City of Stillwater that they are
responsible to clean all sidewalks and streets abuting buildings on
which they work, and non - compliance could mean revocation of their
license. (all in favor)
6. On motion of Councilman Peterson, seconded by Councilman Powell, citizens
can be permitted to remove downed trees in the ravines in the City of
Stillwater by securing a permit from the City Attorney. (all in favor)
— 7. Discussion was held regarding the increase in sewer and garbage rates
and this matter will appear on the agenda for the November 22, 1977
Council meeting.
He was informed that the Council is waxing for an opinion from the
City Attorney as to how this money can be spent. If the City Attorney's
opinion indicates that it does not go into the PERA Fund, the following
motions would take effect:
1. On motion of Councilman Peterson, seconded by Councilwoman
Bodlovick, Mr. Abrahamson was authorized to purchase two visa
bars for the Police cars from the surplus Police State Aid
monie-. (all in favor)
2. On motion of Councilman Peterson, seconded by Councilman
Powell, the cost of new radar equipment is to come out of
surplus Police State Aid monies and if there are no monies
available from that fund, then Mr. Abrahamson is come back
to the Council and make a request for this radar equipment
to put into the regular budget. (all in favor)
8. The Acting City Clerk was directed to check on the cost of renting voting
machines rather than purchasing same.
