MR. FRANK AIPLE & VINCENT TURNBLAD appeared before the City Council requesting
permission to sub -lease the barge terminal to the Pillsbury Company and in
accordance with the existing lease he needs the permission of the City of
Stillwater. He proposes to have the outside track removed in the area, needs
a new crane. will be blacktopping the area above the flood plain area and he
would need permission from Pillsbury to oper a part fe rTheyue u l d
be handling salt and moving phosphate,
the City would increase about three to four thousand dollars per year for about
100,000 tons per year. It has been about seven or eight years since tonnage
has moved over this dock.
COUNCIL MEMBERS indicated concern about the aesthetics of the area and that
they had received complaints from RTR and other organizations in regard to the
beaut :eication of the City, especially on the approchaes both on the north and

MR. KIMMEL clarified the terms of the existing lease and that Mr. Aiple is now
seeking a change in the lease and the City can look at concession° that will
benefit the City when renewing the lease or authorizing in the sub -lease that is
being requested.
On motion of Councilman Powell, seconded by Councilman Mahoney,
the City Attorney was instructed to meet with Mr. Aiple and his
attorney to check the possibility of a sub -lease and make some
kind of a recommendation or some of kind of arrangement which Mr.
Kimmel is to bring back to the Council with regard to revenue
and other terms for a sub -lease for Council action.
