COUNCIL CHAMBER

October 7, 1976 5:15 P. M.
SPECIAL MEETING
The meeting was called to order by President Junker
Present: Councilwoman Bodlovick, Councilman Mahoney, Councilman Peterson
(arrived at 5:40 P. M.) and President Junker
Absent: Councilman Thompson
Also Present: J. E. Mesenbourg and Acting City Clerk, Dorothy Schnell
STILLHOUSE LIOUOR LICENSE
MR. J. E. MESENBOURG explained that he will be taking over the Stillhouse and
will be the general manager and he will enforce all regulations - he will be
catering to the youth and the old crowd with a wide screen television for all
cf the ballgames. They will plan to have go -go girls, but before they do,
they will notify the police department. This entertainment will take place on
a closed -off stage and there will be none of the audience in contact with the
performers. When he has live bands, he will announce the rules and regulations
and if anyone wishes to leave prior to the beginning of the program, they will
b.. refunded their money. He will have more waitresses on duty and he will not
tolerate fights.
COUNCILWOMAN BODLOVICK questioned whether it was necessary to have the go -go
girls and MR. MESENBOURG replied that if they are not allowed to get into the
crowd it can be good entertainment.
COUNCILWOMAN BODLOVICK questioned as to how often they would have this type of
entertainment and his reply was that if they go well it would be occasionally.
He said that all are invited to come and see what is going on here and the
entertainment that he will bring in is to create business for the operation.
COUNCILWOMAN BODLOVICK felt that when you have go -go girls on a stage that
attracts a different element of the society and MR. MESENBOURG stated that you
ofepeople sone with from Stillwater. There are a lot

MAYOR JUNKER stated that it is of no good locked up and he felt that Jerry
would do his best to run a good ship.
COUNCILWOMAN BODLOVICK felt that it was not necessary to have the go -go girls
and asked Mr. Mesenbourg if such entertainment caused any problems, if he
would be willing to forget that type of entertainment and he was agreeable to that.
He will have police officers checking identitication and there will be no beer
or other drinks going out of the doors.
COUNCILMAN PETERSON felt that if there is no change in the type of operation,
there would be no change in the problems that we have been having at this bar.
MR. MESENBOURG feels that there are no rules at all and that is why there were
so many problems.
COUNCILMAN PETERSON stated that the merchants are scared at what does down
there at different times - borken bottles and glass all over the place and the
streets. As long as it is under control there is no objection. When we had
the problems he had talked to Mr. Kiasnel and it was his understanding that we
could not jerk the license and he is fearful that it will go back to what it
was.

COUNCILMAN PETERSON disagreed with continuing this operation due to the many
problems that this bar has created in the past.
MR. MESENBOURG stated that if the transfer is not made that the City will have
more problems than they have had in the past.

COUNCILMAN MAHONEY said that if it is managed and operated right, we should
not have the problems that we had before.
On motion of Councilman Mahoney, seconeed by Mayor Junker, that
the transfer of the liquor license be made from the Stillhouse,
Inc. to Jerry Mesenbourg.
AYES -- Councilman Mahoney and Mayor Junker
NAYS -- Councilwoman Bodlovick, Councilman Peterson
(motion not carried)
