R!RTH Pi.A ~;E OP h!INNESCIA CITY OF STILLWATER STILLWATER PARKS AND RECREATION COMMISSION NOTICE OF MEETING MONDAY, FEBRUARY 22, 2010 AT 7:00 PM The City of Stillwater Parks and Recreation Commission will meet on Monday, February 22, 2010, at 7 p.m. in the Council Chambers of Stillwater City Hall, 216 North Fourth Street. Step Out: Walk to Fight Diabetes (Pioneer Park) Commission Items/Topics City of Stillwater Parks and Recreation Commission Jan. 25, 2010 Present: Linda Amrein, chair David Brandt, Scott Christensen, Rob McGarry, Solveg Peterson and Sandy Snellman Staff present: Asst. Public Works Superintendent Tim Moore Absent: Mike Polehna Ms. Amrein called the meeting to order at 7 p.m. Approval of minutes: Ms. Amrein suggested a change to the 5th line on page 2, "There was discussion of the $500 event fee, with Mr. Moore and Mr. Polehna pointing out..." She suggested adding the dates for the Pond Hockey tournament and Ice Cream Social to the minutes. The Ice Cream Social was Jan. 23, with the Pond Hockey tournament on Feb. 13. Mr. Brandt moved to approve the minutes as corrected. IVIs. Snellman seconded the motion; motion passed unanimously. INFORMATIONAL ITEMS Turf management plan - Mr. Moore reviewed a turf management plan with Commission members. He said the plan breaks down parks into two different types of turfs -athletic turf and landscape turf. The plan further distinguishes the two types of turfs into three different maintenance levels based on coverage of desirable grasses, bare spots, and the presence of an irrigation system. Based on those rankings, the decision can be made on which parks get the most attention. On the athletic side, he stated Lily Lake and the Public Works fields are both irrjgated fields and are heavily used. On the landscape side, Washington Park, Lowell Park and Pioneer Park have the availability of irrigation and are heavily used. He said a little more effort would be expended on those parks to maintain those turfs. He said the plan outlines weekly tasks such as mowing, fertilizing, overseeding, etc. He said the City's plan is based on a plan developed at the University of Wisconsin. He noted the plan even allows a certain park to be divided into maintenance levels. He stated the City of Woodbury is currently using the plan and is finding it is helping with scheduling and budget. He noted included with the plan distributed to members is a rating of the City's parks, with the different steps planned to maintain the specific parks. He noted this is a first draft of the plan and invited Commissioner input. Mr. Moore said he thought having such a plan in place will free up staff to work on more park-related projects. He said the goal is to have all the parks at an A or B level of maintenance, with grass trail, outlets and other areas being a C level. On a question by Mr. Brandt, Mr. Moore said usage does play into the plan. Mr. Moore said he had met with a staff member from the University of Minnesota Extension Service who was extremely helpful and said he would continue to seek advice from that resource. On a question by Mr. McGarry, Mr. Moore said previously there was a mowing schedule but things were pretty much done as they had always been there -there were no plans and policies in place before. Mr. Moore said he is also working on a winter maintenance plan which he hopes to bring to the Commission in February, noting that parks personnel have other responsibilities, such as clearing the new parking ramp. Ms. Amrein asked about the usage of Anez Park; Mr. Moore responded that it is not a highly used park. Mr. Christensen said that is similar to many neighborhood parks. Mr. Moore welcomed Commission members' comments, concerns and ideas regarding the plan. Mr. Moore said in addition to the turf management plan, staff is doing an audit of all playgrounds using national standards; he suggested the City is facing a large expense in the near future if it Park and Recreation Board Minutes January 25, 2010 Page 2 of 2 wants to replace all the existing equipment. He said a tree inventory of all parks has been completed, and he briefly explained how tree maintenance duties are being handled -some in- house and some by contract. IVIr. Christensen asked about the open space area behind his house on Northland, whether that was included in the plan/inventory. Mr. Moore stated any area, such as this, which is heavily wooded and not accessible to the public has not been included. On a question by Mr. Christensen, Mr. Moore said there is quite a bit of such land in the City, a lot of which is not totally City-owned; he pointed to the ravines as an example, as well as other heavily wooded areas such as outlots and the eastern side of Long Lake where there is a lot of City property. Mr. Amrein moved to endorse the turf management plan as presented. Ms. Peterson seconded the motion; motion passed unanimously. Family Relay marathon (May 1, 2010) - Mr. Moore stated this is the first year of the Family Relay, which will take place at the Brown's Creek wildlife area, and a large number of participants is not anticipated. He stated a local police officer is involved with the event and will be assisting with traffic control and other crowd issues. Ms. Amrein asked whether participants would be charged and wondered whether the City ought to be charging a fee to recoup any City costs. Mr. Moore said he would like to bring up the issue of fees at a future meeting, pointing out there are City costs for almost every event in City parks. Mr. McGarry said he serves on the task force looking at the issue of special events and fees; he said he has encouraged the task force to leave parks out of the discussion as fees are in place. Mr. McGarry said the task force is looking at setting up some criteria and policies for special events such as the bike race and road races that utilize public facilities, such as streets; he spoke of the downtown beautification fee and fees for the City costs to be determined by City staff upon application. He said if the Commission wants to revisit the issue of fees for park use, it can do so on its own. Paws for the Park event (February 27, 2010) - Mr. Moore stated this is the first fundraiser for the group looking to establish a dog park. There was some discussion of a dog park potential site and whether the Commission should revisit the issue of a site before the group reaches its fund-raising goal. Mr. Moore pointed out that a dog park is not included in the City's updated Comprehensive Plan, and the Council has already gone on record as not being in favor of such a facility. There was discussion of the issue of dogs on the cross country ski trails at Brown's Creek. Tentative agenda for 2010 - Mr. Moore said the proposed agenda is not set in stone. Members said they thought it was good to have a plan to follow. Other items - Ms. Amrein asked if the City had obtained the Meisterling's parcel that abuts Long Lake; Mr. Moore stated there was no land dedication involved, the City received fee is lieu of dedication. Ms. Arrirein asked if anyone else would like to serve as chair for the corriing year. It was consensus to have Ms. Amrein continue to serve as chair and Mr. McGarry as vice chair. There was a brief update on the outdoor ice area at the Rec Center, as well as other City rinks. Ms. Amrein noted the next meeting will be Feb. 22. The Chamber is requesting the use of both the north and south sides of Lowell Park again this year. The agreement is identical to last year's agreement and has been reviewed by Council. Fall Art Fair and Jazz Festival The 2010 Fall Colors Fine Art and Jazz Festival is scheduled for Saturday, October 2 and Sunday, October 3 with setup occurring on Friday, October 1. The event will be held exclusively on the north end of Lowell Park. The agreement is identical to last year's agreement and has been reviewed by Council. Easter E~~ Hunt The Stillwater Knights of Columbus made application for their Annual Easter Egg Hunt event to be held on Saturday, April 3~d, 2010 in Washington Square. One issue that arose last year was the parking situation. "I"his year we have asked them to advertise additional parking is available in Lily Lake Park. The City does not charge park fees for the use of the park. The City does provide port-a-potty's since the bathrooms are not open at that time. March of Dimes Walk for Babies The March of Dimes has made application for a special event to use the City parking lot across from the old courthouse, the old athletic field and Triangle Park as part of their annual walkathon. The event will be held April 25, 2010. Blue Grass Music Concert The Minnesota Bluegrass and Old Time Music Association is a nonprofit, volunteer-based organization working to preserve and promote bluegrass and old-time string band music in Minnesota. They have made an application to a hold a family event featuring bluegrass music on Saturday, June 26`h, 2010 in Pioneer Park. No special services are requested except for the use of the bandshell. The hours of the event are from noon to 6 pm. Gopher to Bader % Marathon Final Stretch Inc. made application for their Annual running event to be held on Saturday, August 14th, 2010 starting at Brown's Creek Park. Staff has reviewed and approved the application. The City does not charge park fees for the use of the park. The City has not charged for this event in the past however the City is currently evaluating special events through the Special Events Task Force Committee. Step Out: Walk to Fight Diabetes American Diabetes Association has made application for their annual fundraiser walk to be held on Saturday, October 2"d, 2010 starting at Pioneer Park. Recommendation Approve the art fair agreements between the City of Stillwater and the Stillwater Area Chamber of Commerce. Review the other special events and make recommendations. RIVERTOWN ART FESTIVAL AGREEMENT 2010 This Agreement between khe City of Stillwater, Washington County, Minnesota ("City"), in conjunction with the Rivertown Art Festival of 2010, part of a community wide celebration of the City (the "Event"); and the Greater Stillwater Area Chamber of Commerce, a Minnesota non-profit corporation (the "Chamber"), 1. Celebration. The City has encouraged the Event as a community wide celebration in order to foster and promote tourism and encourage commerce that will ultimately increase property values and the quality of life within the City. 2. Event/Alcohol: No alcohol will be served during this event and no Other Alcohol or Coolers are allowed. The Chamber is responsible to see that no other liquor is brought into the park. 3. Insurance. The Chamber must provide to the Ciky satisfactory proof that it has obtained liability insurance coverage of at least the statutory limits for municipalities covering claims that might be brought against the event that arise out of the events authorized by this Agreement and to name the City as an additional insured on their policy " as their interest may appear". 4. Signs. The Chamber will post signs, the number and content of which must be approved by the City Police Chief, describing the regulations prohibiting liquor as well as khe prohibition against participants bringing their own liquor into the park. 5. Noise Control. The Event is responsible to control the noise emanating from the Area at a level that will not interfere with the peace and repose of the residential area on the bluffs on the north, west and south edges of the downtown. 6. Hours of Operation. Operations are limited to 10:00 a.m. to 7:00 p.m. Saturday, May 15, 2010; and 10:04 a.m. -- 6:00 p.m. Sunday, May 16, 2010. (Setup -Friday, May 14, 2010} 7. Police Power. The City reserves the right to order a shut down of the Area in the event the Chief of Police determines, in his sole discretion, that the public safety is threatened or any condition of this Agreement is violated. If requested by the Chief of Police, the Chamber will cease dispensing and assist the police in the clearing of the Area. 8. Exclusive Use of Lowell Park. In return for the exclusive use of the North and South End Lowell Park (the use of which may be adjusted at the sole discretion of the City based on flood conditions in the park} and the right to sublease spaces within the park(s), the undersigned hereby agrees to the following stipulations: Parties agree that if flood conditions exist, park usage may need to be adjusted accordingly. 9. Flood Wail Construction. In cooperation with The United States Army Corps of Engineers {US ACE) the City is planning the cons#ruction of Stage 3 of the Downtown Stillwater levy project, which includes constructing a low floodwall/levee along the western side of Lowell Park. This work is anticipated to start some#ime in 2010. Work at this time is not anticipated to begin until after the 2010 Rivertown Art Festiva{. -fhe Chamber understands and acknowledges #hat construction of this project may limit access to portions of Lowell Park if the US ACE chooses to proceed with construction or staging prior to May 17, 2010. In order to accommodate construction and staging activities the City reserves the right to adjust which areas of the park that may be used by the Chamber for this event to accommodate the levy project. 10. Damage deposit of $250.00 and a users fee of $500.00 to be paid at the signing of this contract (deposit of $250.00 to be refunded in whole or in part, depending on amount of damage, if any, as determined by the Public Works Superintendent}. The lessee shall be responsible for any damage that is not covered by the deposit. 11.Lessee shall furnish dumpsters or roll-off boxes in sufficient quantity to contain the accumulation of trash generated by the event(s) and shall see that all trash is picked up daily and deposited in dumpsters, including the emptying of park trash receptacles. 12.Lessee shall furnish portable restrooms {at least four) to augment the existing facilities. NOTE: In the case of Lowell Park the existing restroom facility shall be closed and the City shall furnish at least four additional restrooms at City expense and the four additional restrooms by the lessee will be at their expense. 13. Lessee shall confer with the Chief of Police as to the advisability of closing the Levee Road (Lowell Park) and shall hire any security personnel the Police Chief requires. 14. Hold Harmless and Indemnifv. The Chamber agrees to hold the City harmless and to indemnify and defend the City with regard to any claims, causes of action, or demands that might be brought against the City arising out of the activities in the Area, including the dispensing of liquor pursuant to this Agreement. 15. Owens turn Right or South. Go .7 miles to Pine turn Left or East (Traffic guards at Olive and Owens - Owens and Pine). Go .6 miles to 3`d turn right or south. Go .6 miles to 65t" turn left or east. Go .4 miles to Paris turn south or Right. Follow Paris to Beach, crossover Hwy. 36. Go straight to Hwy. 21, approximately 4.4 miles to 22°d Street, turn left or east. Go .6 miles east to H~vy. 95, crossover Hwy. 95 (Traffic Guards). Go South or right to Rivercrest. Go Left or East on Rivercrest, follow Rivercrest to 94 bridge. WISCONSIN/ HUDSON -Follow 94 bridge bike path to 35 bike path to first set of lights, go left or west, follow bike path to band shell, finish line, 1.7 miles from Park N Ride in Minnesota to Band Shell in Hudson. Please see map attached. TRAFFIC CONTROL: We will provide volunteer's to help out with each mile on the course. The course will be marked and coned to ensure the safety of the runners. We will abide by all City, County, and State regulations. We are hiring three Washington County sheriff deputies to help on the course for the Gopher to Badger. They would lead the runners and help with traffic control and then be present at the intersection of Hwy 95 and 22"d Street to control traffic and allow runners through the intersection. Minnesota DOT has been contacted and permits are being issued for controlling this intersection. LIABILITY INSURANCE: We will provide required insurance and liability coverage for the Gopher to Badger Event. Additionally, we provide co-insurance to all regulatory agencies & governmental agencies. RACE SPECIFICATIONS: The staging area for the race will be located at the Hudson band shell. Busses will pick-up the runners on 2"d street right in front of the bandshell at 7:00 am. Participants will then be bussed to the Gausthaus in Stillwater were they will begin the race. Race will begin at 8:00 am barring any emergencies or problems. The race will finish in Hudson at Lake Front Park. OTHER STAGING INFORMATION: Aid stations will be located off the road at 2.5, 5.0, 7.5, 10, and 12.5 miles throughout the course. Aid stations will include water or other drinks for the runners. Basic supplies of bandages and communication with the finish line if there is an emergency will be at each aid station. 911 will be notified first in the case of any emergency.
