ADJOURN Downtown Stillwater Parking Commission Meeting Minutes February 16, 2010 DRAFT Commissioners present: Curt Newcomb, chair; Jeff Johnson, vice -chair; Dave Junker. Commissioners absent: David Korte; Kevin LaCasse. Staff present: Bill Turnblad, Community Development Director; John Gannaway, Police Chief; Dennis Pasket, Parking Enforcement. Chair Newcomb called the meeting to order at 8:33 AM. APPROVAL OF MINUTES Mr. Junker moved to approve the minutes of January 14, 2010. Mr. Johnson seconded the motion, which passed unanimously. NEW BUSINESS St. Croix Boat & Packet Mr. Turnblad introduced the item by summarizing his report dated February 15, 2010. As part of its annual dock permit review, the City Council referred the item to the Downtown Parking Commission to consider the impact of St. Croix Boat & Packet parking on the downtown parking system. Turnblad noted the following: • The number of public parking spots in Downtown Parking Districts 1 & 2 (everything south of Chestnut St) has increased from 648 to 860 between the years 2000 and 2006. • The passenger capacity of the fleet of cruise boats has dropped since 2000 from 1,590 to 1,475. • The passenger count between 2002 (the first year the City required passenger counts) and 2009 dropped from 94,377 to 72,287. • The peak passenger year was 2003, with 107,074. This was 34,787 more passengers than last year. Mr. Junker stated that the number of public parking spaces available has increased recently and the number of passengers on the cruise boats is dramatically down. Therefore, there is less pressure on the downtown parking system. Since the St. Croix Boat & Packet permit gets reviewed annually by the Council, if in the future the passenger count turns around and creates an undue burden on downtown parking, it could be addressed then. Mr. Newcomb was not interested in negatively impacting existing businesses downtown, especially if there was no clear burden on the parking system. Mr. Junker moved to forward the dock permit to the City Council with a finding that the St. Croix Boat & Packet parking demand has not placed an increased burden on the downtown parking system. Mr. Newcomb seconded the motion, which passed unanimously. Parking Commission Minutes February 16, 2010 Page 2 of 3 DRAFT The Lofts — Mr. Turnblad explained the Lofts Home Owner's Association request to lengthen the "no parking" zone immediately south of their driveway. They believe this would improve visibility when trying to exit onto Main Street. Mr. Pasket stated that there is already a 30 foot long "no parking area". And, removing just one more parking space would not improve the visibility appreciably. He also mentioned that Stillwater Mills made a similar request for their garage exit on Mulberry Street. That request was denied and Mulberry has Tess traffic. Mr. Gannaway mentioned that removing one more parking space would not improve traffic safety appreciably. Mr. Junker moved to deny the request. Mr. Newcomb seconded the motion, which passed on a 2-1 vote. Mr. Johnson voted against the motion. Water Street Inn loading zone — Mr. Newcomb said that the owner of Water Street Inn would like to have a space on Water Street in front of his main entrance marked as a passenger loading zone. Mr. Pasket recommended marking the most southerly on -street parking space on the east side of Water Street as "Passenger Loading & Unloading Only". The curb at this spot would be painted yellow. Mr. Pasket said further that it would be the owner's responsibility to enforce quick turnover of that parking spot. Mr. Johnson moved to approve the request. Mr. Junker seconded the request, which passed unanimously. 15 Minute Parking on Myrtle St. east of Main St. — Mr. Newcomb questioned why there was a 15" parking space on the south side of Myrtle Street opposite the gas station. Mr. Pasket said that it was approved by the Parking Commission at the request of the gas station owner. Mr. Junker questioned why there was a 15" parking space in front of the former hardware store on North Main. Mr. Pasket said that this was at the request of the hardware store owner. Since the hardware store is closed, and there is ample parking close to the gas station, Mr. Junker moved to remove the 15" parking sign from the spot in front of the former hardware store and from the space on Myrtle St opposite the gas station. The motion was seconded by Mr. Newcomb and passed unanimously. OLD BUSINESS Parking ramp signage — City Planner Mike Pogge explained the status of the parking ramp signage. The Heritage Preservation Commission did not support the 12 square foot projecting sign proposed by the Parking Commission. They prefer a 6 square foot sign that consists only of a capitalized "P" on a circular black background. The size they prefer is consistent with the pedestrian scale associated with a historic Main Street. Mr. Junker noted that the use of this parking ramp on Second Street is for motorists and pedestrians. A motorist needs a larger sign than a pedestrian. Moreover, compared to a 25 foot wide storefront on Main Street, which is allowed a 6 square foot projecting sign, the 200 foot wide parking ramp's proposed 12 square foot sign is not disproportionately large. Parking Commission Minutes February 16, 2010 Page 3 of 3 DRAFT Mr. Newcomb added that to see the projecting sign from Myrtle Street or Mulberry Street, a motorist needs more than a 6 square foot sign. The Parking Commission unanimously agreed to continue pursuing the 12 square foot projecting sign. Wavfinding signage - City Planner Mike Pogge explained that the wayfinding signs used for directing motorists to surface parking Tots have not been comprehensively updated in a decade. And now that the parking ramp is completed, it seems timely to update the wayfinding signage. He left a proposal with the Parking Commission to consider for the next commission meeting. OTHER BUSINESS 2010 Downtown Parking Map — Mr. Pasket mentioned that the parking map for this year needs to be edited and forwarded to the printer. He will email it out to everyone. He requested that everyone make any necessary changes or suggestions and return it to him. Next meeting date - Mr. Newcomb set the next Parking Commission meeting for March 18th at 8:30 AM, which is the normal meeting date and time. Next agenda - The next agenda should include at least the following items: 1) Policy on tour bus parking; 2) Wayfinding signage for surface lots and parking ramp; 3) Discussion on paving the gravel parking lots; 4) Parking lot improvements for this summer; 5) Policy on special event usage of parking spaces. Respectfully submitted, Bill Turnblad Acting Recording Secretary TO: Downtown Parking Commission FROM: Bill Turnblad, Community Development Director DATE: February 25, 2010 RE: Renting Downtown Parking Spaces BACKGROUND Over the years various groups have requested the use of downtown parking spaces for events (on -street spaces and parking lot spaces) and various private uses. Sometimes the Parking Commission has approved the requests, sometimes not. If approved, sometimes a fee has been charged, but not always. No consistent policy exists. Therefore, the Parking Commission has decided to develop a policy for the private use of public parking spaces downtown. At the January 14, 2010 meeting, the Commission reached a consensus on the issues highlighted below in yellow. The remainder of the issues await discussion at the next Commission meeting. ISSUES 1. Should the City allow the private use of public parking spaces? a. Some cities do not allow private use of public parking spaces, even for events. However, Stillwater has traditionally allowed this, at least for many events. b. The Parking Commission agreed that continuing to allow the use of public parking spaces is acceptable under certain conditions. Those conditions include: 1) if the use is for a Special Event, a Special Event permit must be applied for and approved by the City — the Parking Commission would review such permit applications; 2) if a space or two are being requested, the request could be approved by the City with a simple review by the Parking Commission; 3) if more than a space or two are being requested, then the request should trigger the need for approval by the City Council. 2. Should a fee for the use of the space(s) be charged? a. In the past, most events that have requested exclusive use of public parking spaces have been required to pay for that use. The amount charged is usually tied at least somewhat to the amount of public parking revenue that would be lost to the private use. Examples: i. Rumble on the Deck — Rents all of Lot 3 and the abutting on -street spaces on Water Street. The spaces are used only one day during middle of a week in the summer; 3 PM to 10 PM. The lot has 25 spaces and the street has about 5 spaces. City charges $300. This is $10 per space. ii. Anderson's marathon race — Rented one parking space in a south lot for a portable vault toilet. The toilet occupied the space for 4 days. Cost to park in this lot during high -season is $3. Assuming 2 sales of the spot per day, the parking spot would lose $6 per day for 4 days. So, the Parking Commission charged $24. Parking Space Rental February 25, 2010 Page 2 iii. Mainstream Development — This is an example of a non-event use. Mainstream Developed requested use of parking lot spaces for a staging area for development of their property at Main and Mulberry. Charged $75 per space for each peak season month (since this was not a south lot, it was not charged $100 per month); charged $25 per space for each off-season month. b. Possible rental rates i. Parking lot spaces 1. Special Events a. Peak season rates i. All downtown parking lot spaces- Charge per this formula: Parking rate of the lot (or $3, whichever is more), times 3 assumed sales per day, times two (to cover overhead such as staff time, materials, etc). So, for example, a Special Event space in Lot 2 or Lot 6 would cost $3 x 3 x 2 = $18 per day per space. And, a Special Event space in Lot 1 would cost $5 x 3 x 2 = $30 per day per space. 1. The Commission identified a need to define a "day". Should it be a 24 hour period? If so, should it be midnight to midnight or noon to noon? If not a 24 hour period, then what? No conclusion was reached. ii. Larger Special Events should probably negotiate a fee for the rental of spaces. But, a starting point for the negotiation should be with rental prices that are set using the formulas above. At very least, the benchmark price should cover base costs, which would not include the overhead multiplier. b. Off season rates i. Staff suggested starting point for Parking Commission discussion: 1. All downtown parking lot spaces = 3 hours or less free; more than 3 hours charge $3 per space per day (compared with $18 or $30 per day during peak season). The cost to Brine's for the Bocce Ball Tournament, for example, would be $75, whereas today it is free. 2. Other private use a. Should other private uses be restricted to construction dumpsters and construction staging areas? b. Peak season rates i. Staff suggested starting point for Parking Commission discussion: 1. Charge the same daily rate as for a Special Event during the peak season, but do not include the overhead multiplier. Qwest would have been charged $270 for their 2 space construction staging area for one month, whereas it was approved in 2009 for $20 ($10 monthly permit cost per space). Parking Space Rental February 25, 2010 Page 3 2. Do not allow this type of private use in any of the pay lots. c. Off season rates i. Staff suggested starting point for Parking Commission discussion: 1. Charge the same off season rate as Special Events are charged: $3 per day. Mainstream Development would have been charged $6,480 for their 8 space construction staging area (9 months), whereas it was approved in 2009 for $2,600. 2. Do not allow this type of private use in any of the pay lots. ii. Street parking spaces 1. Staff suggested starting point for Parking Commission discussion: a. $18 per space per day for peak season. This is the same price as paylot2. b. $3 per space per day for off season. 2. No street spaces rented for private use of any kind on Main Street. 3. Requests must be approved by the Parking Commission. If request is for more than two spaces, it would have to be approved by Parking Commission and City Council. c. What about bike races and parades that request "no on -street parking" along the event route? If the route includes the downtown, should that portion of the route be required to pay for the private use of public on -street parking spaces? Or, should it be negotiated with the City Council an formalized with a contract. 3. If a fee is charged for the private use of public parking spaces, should all individuals or groups be required to pay the fee? Currently all on -street spaces directly in front of the Lowell Inn are reserved for handicapped parking. Therefore, they have requested that the two spaces be across the street. Instead, a driver will have to drive up to the gate and wait momentarily for the gate arm to open. When the vehicle crosses the detector loop in the pavement, the arm will open without paying the machine. Said another way: Parking will continue to be free for any guest in the ramp on Sunday mornings. However, the guest will have to drive the vehicle up to the exit arm and wait a few seconds for it to open. Note: After 1 PM on Sundays, a driver will have to pay the machine for the arm to open. For example, the Lowell Inn has asked if they could purchase single use vouchers; a groom has asked if he could buy single use vouchers for all of his wedding reception guests; and several downtown merchants have asked if they could buy single use vouchers. REQUEST Set the price for parking ramp vouchers. COMMENTS Vouchers are very convenient for merchants and small event planners. They can purchase a quantity of them and give them away to their customers or guests. They are also nice for the City, since we can sell them in bulk. For the Lowell Inn, vouchers are preferable for dining guests because they do not have to sign out passes and then track the guest down later when they forget to drop the pass in the box at the exit gate. The vouchers would be used for transient transactions. This is to say that they would pay for the $3 all day fee or the $5 all day weekend fee. Vouchers cost the City twenty-five cents each to have printed and encoded. They only cost a couple of cents each to print, but the magnetic coding is a bit more expensive. The City could do this if we were to buy the $25,000 piece of encoding equipment. For now, staff suggests just paying the quarter a piece. The question for the Parking Commission is: What should we charge for each voucher? On the one hand, it seems logical to charge $3.25 a piece for non -weekend vouchers and $5.25 for weekend vouchers. This would generate the same revenue as a standard transient transaction. On the other hand, if the City is going to order vouchers, it is nice to sell them in bulk, which normally fetches a discount of some sort. Perhaps they could be sold for $2.50 each. In support of a discount during the week, the ramp will never be full and filling the rest of the spaces even at discounted prices is attractive for the City. The same doesn't hold true for weekend hours though. There will be more demand for weekend hours, so perhaps weekend vouchers should not be sold at a discount. Perhaps they should be sold for $5 each, or maybe even $5.25 each. bt I (water Ar: E 0' MlNNI ,01 A TO: Downtown Parking Commission FROM: Bill Turnblad, Community Development Director DATE: March 5, 2010 RE: Rivertown Commons parking BACKGROUND Kathy Mielke, Resident Manager of Rivertown Commons, is requesting two additional reserved parking spaces either in the parking ramp on the street. POINTS TO CONSIDER • The Rivertown Commons building was constructed long before parking standards were adopted for residential projects downtown. That, and the fact that fewer elderly residents drove back then, has led to a lack of parking for the property today. • On November 3, 2009 the City Council adopted Resolution 2009-177, which established rates for the parking ramp. The resolution states that parking ramp permits "will not be sold for residential purposes." • Except for the eight reserved spaces granted the Rivertown Commons in the ramp to replace the eight off-street parking spaces that were lost to the parking ramp project, the Council has been consistent about not allowing other ramp passes for residential purposes. • The need for resident parking spaces may continue to grow as their residents are trending towards owning and driving cars. Therefore, any decision made here has the potential to set a long term precedent. Kathy will be at the Commission meeting to present her request. The Festival includes activities ranging from professional bicycle racing to lots of options for kids and their families. This will be the Festival's ninth year and seventh year in Stillwater. The Grand Prix is part of the National Racing Calendar (NRC), USA Cycling's listing of the top professional races in the country. The event is the number one ranked national event in the United States for the last three years running. Professional / Elite Bicycle Races in Stillwater The Nature Valley Grand Prix concludes with a race in Stillwater and that is regarded as "the most difficult bicycle criterium in the United States! ". For 2010, the Stillwater Criterium will be held much the same as before with some minor improvements to attract more spectators and racers and again will be the closing race to the weekend's events. The 2010 Stillwater Criterium will include just three divisions: pro/elite men, pro/elite women and advanced amateurs. In addition to the racing, a kids race that is two blocks long is planned as usual to bring the families out to enjoy the day and give the kids an added bonus for bringing their bikes. Schedule 9:OOam — Streets closure begins — 2nd Street from Chestnut to Pine (hilltop) 10:00 - Streets closure begins around entire course 11:00 — Amateur race (40 min.) 12:00 - Women's intro 12:10 - Women's elite race (45 min.) 1:10 — Kids Fun Race 1:30 - Men's Intro 1:45 - Men's elite race (60 min.) 3:00 — Streets opened in neighborhood area and along 3rd Street 3:30 - Streets open Associated Activities The audience for the bike race is Minnesota and Wisconsin families. In addition to bicycle racing, the Festival organizers provide stunt riders, DJ music, an expo area with food vendors and kids' activities. Stillwater area groups are encouraged to add their own family activities to the Festival as the south neighborhood hosts a picnic in Triangle Park in conjunction with the race. Street/Road Closures A complete closure of the race course is needed to ensure safety for racers, spectators and residents. This circuit must be closed to traffic and free of obstructions (e.g. parked cars, dumpsters). Closure will last from 10:00am to 3:00 pm. Resident Notification A key to a successful event is to minimize inconveniences for the residents. Pre -Event • Late Winter / Early Spring - Letters, schedules and course maps will be sent to all affected residents and businesses. The letters will include contact information for people wishing to discuss their concerns with the organizer. • Two weeks advance — A reminder will be delivered to the residents and businesses affected by impending street closures. • Day Prior to event — Street closure signs will be posted per Police Department guidelines. • Other - Press releases and maps will be sent to the Stillwater Gazette (among other media outlets). Posters and brochures will be distributed throughout the community. Event Day • Pedestrian crossings - Pedestrians can cross the course at many locations. • Detours — will be designated per Stillwater and Washington County guidelines. • Maps - Course marshals will provide course maps and schedules to motorists who ask for information. • Vehicle crossings - vehicles can cross the course under police or race director supervision (driving on the course during a race is prohibited for safety reasons.) • Vehicles on the course - If it is essential that a vehicle use the course during the event, they can do so before, between or after the completion of the races. Route Security Route security will be provided by a combination of police and volunteers. Every intersection will be staffed and police will be stationed at key intersections. Many of the corner marshals will be equipped with radios. Four police officers will be on duty. One each will be stationed at Chestnut/2nd, Pine/3rd and 3rd/Chesnut. The fourth officer will "float". Construction Schedule Event setup will begin Sunday morning at 7 am and will be completed by 11am. Road barricades needed to close the race circuit will be pre -placed on Friday or Saturday They will be pulled into place when needed (see above) and then pulled back when the roads open. Tear down will begin at 3:00 pm and should be completed by 4:00 pm. Most materials will be loaded into trucks immediately. Materials requiring pickup by vendors (e.g. road barricades) will be removed on Monday. Expo Area / Food Vendors In addition to the bicycle racing action, the Festival will have an expo area located in the parking lot located at the northwest corner of Olive and Second Street. The expo area is an addition that helps to attract more spectators by having bicycle industry and fitness related vendors, festival sponsors and food vendors. The expo should not affect parking as it is located inside the race course. The parking lot will be posted for no parking on race day. Typical setup of the expo area allows a vendor a 10'x10' space with pop-up tent. Food vendors will typically sell sandwiches, cold beverages, coffee and ice cream. Any cooking with open flames or any significant power source will be coordinated with the fire department for any safety concerns. Parking To minimize congestion in downtown Stillwater, we will use the event web site and printed materials to encourage racers, volunteers, officials, organizers and anyone who is traveling to Stillwater specifically for the race to park in lots that are either inside the course or are up the hill (e.g. Lots 12, 13 & 14, as designated on ilovestillwater.com). We will also encourage people to travel to the event by bicycle and will provide a secure bike corral for their convenience. Requested City Support: Police: 4 officers onsite - coordinated by Bill Lenz, our Security Director Medical Personnel: 2 EMT's onsite — coordinated by Heather Edwards, our Medical Director Street Support: patching/cleaning prior to race day —coordinated by Steve Haugesag, Operations Insurance The Nature Valley Grand Prix is permitted under USA Cycling, the national governing body of the sport of bicycle racing. Insurance is provided by USA Cycling's carrier, American Specialty Insurance Services of Roanoake, IN. The policy includes $1 million in liability coverage per incident and $4 million in excess liability in addition to other coverage. The City of Stillwater, sponsors and other participating parties will be named as "other insured" and will be issued certificates of insurance. Benefiting Charity All proceeds made from the Nature Valley Grand Prix will be benefiting our charity, Children's Hospital Hospice. Organizing Body The bike race is organized by Minnesota Bicycle Festivals, Inc. MBF is a non-profit corporation that was established specifically to create and manage bicycle racing events. The MBF officers, Board of Directors and the managers of all of the component events donate their services to support the Festival and Children's Hospitals. I've CC'd a few of our folks. As far as parking...we do our best to utilize the lot at the base of Chilkoot Hill (2nd/Nelson) and we use the Cub Foods lot (Pine/3rd) with their permission each year. We've used the lots near the Courthouse in the past but usually are asked to at least keep the upper of the two open for other uses. We'd be happy to direct our traffic to the two I first mentioned and to the lower of the courthouse lots. I see where the Jr High is and am open to it for parking needs. As you can imagine, we can ask people to park in particular locations, but it's often difficult to get compliance. We'll do what we can to help out. One thing we could use help on in the day prior and on race day - removal of vehicles in the 2nd/Nelson lot to allow more of our racers to park and at the Oak/2nd lot where we do our expo. This can be coordinated better in my opinion. Two of us have children who were deployed with the MP Company during their recent deployment to Iraq. The third member of the group was a member of the 34th MP Company until he was discharged for medical reasons just prior to their deployment. All funds raised by the ride are being dedicated to the scholarship funds that have been set up in the memory of our fallen Soldiers. The Stillwater VFW has donated their facility for our use as the ending point for the ride On the day that we received the news of the death of our Soldiers, we, along with many others, gathered at the Veteran's Memorial in Stillwater. We would like to start the ride at the memorial. Our preferred route for the ride is to leave the parking area at the memorial, travel north on 3'd St. to Chestnut, turn right on Chestnut to go past the Stillwater Armory. We would like to leave downtown Stillwater by traveling south on St. Croix Trail, but we are willing to work with the city on which route we take. Traveling north on St. Croix Trail or west on Myrtle St. are routes that we can work with to lead the group out of Stillwater. At this time we are estimating one hundred bikes will be on the ride. We know that there will be a large group of Soldiers that served in Iraq with the 34th Infantry Division and that the majority of them are members of the Stillwater based MP Company. At one of the memorial services, a member of the 34th MP Company stood up and talked about how he and Dan Drevnick were going to take a motorcycle ride together when they got home. Staff proposes to replace the existing 13 way -finding signs (see attached) with new signs as designed by Lake Design Group, Inc. The existing signs were installed approximately ten years ago and have not been updated to reflect changes to downtown parking. For example, no signs point to Lot 13 across from Teddy Bear Park. Each set of parking lot way -finding signs will run $52.30 plus any required brackets or poles. Gag'; Roger Tomten; Michel Pogge; Larry Hansen Parking ramp signage variance The Planning Commission tabled the sign variance application last night. The decisive argument for the tabling was from Council liaison Gag, who said that the Council really doesn't want to be in the position of deciding between one commission or another. He noted that since the Council has a track record of creating committees to work issues out, this could end up in such a committee. And, that's probably not what the Parking Commission wants. The argument makes sense. Roger Tomten of the HPC requested at the Planning Commission meeting to be placed on the Aug 18 Parking Commission agenda to discuss the sign. I think that is a good idea. Things to think about before the meeting next week: Signage options for this building that would require no variances are: 1) A 6 square foot projecting sign (the current request is for a 19 square foot projecting sign), or 2) A 200 square foot wall sign, or 3) A 30 square foot monument sig (up to 6 feet tall). Neither the wall sign nor the monument sin are particularly good fits for this site, because as the Parking Commission points out, it is important for a motorist to b- able to see the parking ramp sign from Myrtle. Since a 15 foot setback is required from the front property line, a monu ent sign would have to be installed parallel to the front wall. This would not be seen from Myrtle, especially at only 6 fe-t tall. A wall sign would also be difficult to see from Myrtle, since it would be parallel to 2nd Street. However, if the all sign were large enough, and up high enough on the front wall, it may catch the eye of a motorist on Myrtle. It wo d be very visible approaching the ramp from Commercial Street. This is up 252 spaces since 2006. • 1,925 of the spaces are available to the public (1,309 in public parking lots; 616 on -street) • 1,429 of the public spaces are free (813 free in lots;; 616 free on -street) • Therefore, 74.3% of all public parking downtown is free. • 1,182 spaces are available in private/semi-private commercial parking lots (includes 24 handicapped spaces). This does not include private residential parking spaces and parking lots.
