Brines parking space request
John presented a request from Brine's Bar & Restaurant to reserve some parking
spaces to conduct their "Brines Frozen Bocce Ball Tournament" on February 20,
2010. Considering the event would be held during the "off season" and pending the
development of the commission's policy on the private use of public spaces it was
thought they should be allowed to use the spaces with no charge. A motion was made
and seconded to allow them to use the requested spaces at no cost. The motion
passed in a unanimous voice vote.
Bill will notify Brines of the
commission's recommendation.
Parking ramp entrance sign
Bill stated the city had received bids (around $4500) for the "projecting" parking ramp
sign, which is less than the $8,000 that had been estimated and approved at the
November 18, 2009 meeting.
The Heritage Preservation Commission (HPC) was not in favor of the 24-square-foot
sign favored by the parking commission. The HPC wanted a sign no bigger then 6-
square-feet. After more discussion, the parking commission still thought it was
important the sign be 24-square-feet as anything smaller would be out of proportion to
the size of the ramp and would be harder to see for those trying to find the ramp. A
motion was made and seconded to bring the parking commissions request for a 24-
square-foot sign to the city council. The motion passed in a unanimous voice vote.

Update on request for a 24/7
parking ramp reserved spot
Bill gave an update on the request from an apartment renter for a 24-hour, 7-day a
week parking ramp -reserved spot. The parking commission had recommended that
this not be approved and the city council affirmed that recommendation.
Parking ramp cleaning
contract
Bill presented information on the two bids received for cleaning the new ramps
restroom, lobby and stairways. Bids were received from A-1 Maintenance and St.
Croix Boat and Packet Company. The commission discussed two bids and
recommended St.Croix Boat and Packet Company be awarded the bid.

Placement of two reserve

Bill stated that due to a mistake by city staff and pressure from several people
requesting reserve parking spots, 2 of the 24 reserve parking spots were placed on a
different level of the ramp from the other 22. Bill suggested several solutions to the

Development of a policy for

Bill presented a memorandum to the commissioners to assist with developing a policy
on private use of public parking spaces. Detailed discussion took place on each section
of the memorandum.
1. Should private use of public spaces be allowed?
2. If allowed, should a fee be charged?
3. If a fee is charged, should all individuals or groups be charged a fee? Or
should some non-profit groups be granted an exception?

of this discussion, which the
commission will then use to
develop a policy at the February
meeting.

It was decided these meetings will be held on the third Thursday of the month at 830
A.M.

A motion was made and seconded to have Curt Newcomb serve as the commissions'
chair. Curt graciously accepted the nomination. The motion passed in a unanimous
voice vote.

Next meeting: change of date
The next meeting will be Tuesday February 16, 8:30 a.m. at City Hall. (The
meeting could not be held the 3rd Thursday due to members' schedules.)

BACKGROUND
St. Croix Boat & Packet operates under a Special Use Permit that was amended in 2000.
A condition of the Special Use Permit is that a dock permit must be issued annually by
the city to the cruise boat company. Of importance here is that the city has jurisdiction
over the cruise company's use of the land (everything above the water level of the St.
Croix River) and the US Corps of Engineers and Department of Natural Resources have
jurisdiction over the St. Croix River itself.
Consequently, the dock permits issued by the Corps and DNR control dock usage and
surface water usage. The city's Special Use Permit controls support usage on the
abutting land.
The City's dock permit is more of a review instrument than a controlling instrument.
Its purpose is to give the city an annual look at the company's land use impact.
SPECIFIC REQUEST
At its annual dock permit review on the first of February, the City Council tabled action
and requested the Downtown Parking Commission to review the parking associated
with the Special Use Permit.
COMMENTS
• The number of public parking spots in Downtown Parking Districts 1 & 2
(everything south of Chestnut) have increased from 648 to 860 between the years
2000 and 2006.1
• The passenger capacity2 of the fleet of cruise boats has dropped since 2000 from
1,590 to 1,475.
• The passenger count3 between 2002 (the first year the City required passenger
counts) and 2009 dropped from 94,377 to 72,287.

• The peak passenger year was 2003, with 107,074. This was 34,787 more
passengers than last year.
ALTERNATIVES
The Parking Commission has the following options:
1. Return the "dock permit" to the City Council with a finding that the St. Croix
Boat & Packet's parking demand has not placed an increased burden on the
downtown parking system.
2. Return the "dock permit" to the City Council with a finding that the St. Croix
Boat & Packet's parking demand has placed an unacceptably large burden
upon the downtown parking system.
STAFF RECOMMENDATION
Staff believes that the availability of parking spaces in the downtown parking districts is
improving. The increased parking together with decreased capacities and passenger
counts over the last few years leads staff to recommend Alternative 1.

RE: Lofts' Request
REQUEST
Atlas Management Group, on behalf of the Lofts of Stillwater HOA, is requesting the removal of
one on -street parking space just to the south of their underground parking exit.
COMMENTS
Currently the equivalent of one on -street parking space immediately south of the Lofts' exit is
posted as a "no parking" area. This can be seen in the attachments. However, some of the
owners believe that this is still not enough to keep views to the south open and safe when exiting.
Therefore, the Home Owner's Association would like one more space designated as a "no
parking" area.
ACTION
Consider the request and decide whether to eliminate one more on -street parking space.

REQUEST
Chair Newcomb is requesting that the Parking Commission consider eliminating the 15 minute
parking spaces around the intersection of Chestnut and Main.
COMMENTS
The distribution of 15 and 30 minute parking spaces downtown has been the topic of numerous
discussions over the past few years. But there are new Parking Commission members now. So,
it would be beneficial to talk through the rationale for the location of the existing quick turnover
parking spaces in the downtown. A map showing that distribution is attached.
ACTION
Consider the request and decide whether to grant it.

Message:
With the new parking ramp, city staff has taken time to review the overall signage related to
downtown parking. The following are items the Commission may want to consider changing_
related to the current level of sign for downtown parking.
Parking Ramp Signage
The proposed projecting parking ramp sign has been reviewed by the HPC, see attached. The
HPC recommends that the projecting sign remain at six square feet and simply be the a circular
parking "P" logo sign with wall signage that says Public Parking with the City of Stillwater Logo
attached about the entrance along second street. The Parking Commission should discuss this
issue and direct staff on how to proceed. The Parking Commission's options are:
1. Proceed with the current design and possibly appeal a denial by the HPC to the City
Council.
2. Redesign the parking ramp signage package as suggested by the HPC.
Parking Lot Identification Signs
Consider adding Parking Lot Identification Signs to:
• Third Street sign of the Parking Ramp
• Lot at the corner of N Second Street and E Mulberry Street
The City currently has one spare pole. Additional poles will run approximately $1500 to $2000
to have fabricated. Signs for the poles will run approximately $300 per pole.

Parking Lot Way -finding Signs
Update the Parking Lot Way -finding Signs. Will replace the existing 13 way -finding signs (see
attached) with new signs as designed by Lake Design Group, Inc. The existing signs were
installed approximately ten years ago and have not been updated to reflect changes to downtown
parking, for no signs point to Lot 13 across from Teddy Bear Park. Each' set of parking lot way -
finding signs will run $52.30 plus any required brackets or poles. Staff recommends removing
the existing sign and replacing them with 14 new sets of parking lot way -finding signs.

These signs are to be used to direct motorists to
nearby parking lots. Graphics are white reflective
Scotchlite by 3M on painted 1 / 8" aluminum sheet.
The signs are mounted to aluminum channels which
are strapped to the street light poles. Signs should be
located prior to turning movements for lot access and
should not interfere with any DOT traffic directional
signs. Signs should be mounted at a consistent 14
feet above sidewalks or grade.
