CALL TO ORDER AGENDA 2. APPROVAL OF November 2, 2009 MINUTES 3. OPEN FORUM The Open Forum is a portion of the Heritage Preservation Commission meeting to address subjects which are not a part of the meeting agenda. The Heritage Preservation Commission may take action or reply at the time of the statement or may give direction to staff regarding investigation of the concerns expressed. Out of respect for others in attendance, please limit your comments to 5 minutes or less 4. PUBLIC HEARINGS 5. DESIGN REVIEWS 5.01 Case No. DR/09-43. Design review of signage for "Family Cuts" located at 1421 Stillwater Blvd in the BP-C, Business Park Commercial District. Bob Sherlock, Signart, applicant. 5.02 Case No. DR/09-44. ADJOURN City of Stillwater Heritage Preservation Commission November 2, 2009 Present: Jeff Johnson, Vice chairman, Micky Cook, Gayle Hudak, Roger Tomten, Scott Zahren Staff present: Planner Mike Pogge Absent: Howard Lieberman and Jerry Krakowski Approval of minutes: Ms. Hudak, seconded by Mr. Zahren, moved approval of the minutes of Oct. 5, 2009, as presented. OPEN FORUM No comments were received. DESIGN REVIEWS Case No. DR/09-40 Design review of signage for Purefex Salon at 114 Main St. N. in the CBD, Central Business District. Laura Hoefler, applicant. The applicant and her husband were present. Mr. Tomten explained the Commission's request that the sign bracket be installed using existing holes, rather than creating new holes in the brick. The applicants stated they would attempt to do that and would install the brackets into the masonry, rather than the brick. They said the eventual intent is to renovate the facade to its original look. The color of the trim will be green, Emerald Village D33-7, Ace Historic Paint Colors, the applicants stated. The sign itself will be unpainted, weathered steel, with black lettering; Mr. Johnson said he hoped there is enough contrast so the sign is usable. There was discussion about re -using the former awning; Mr. Zahren offered his assistance with rollers for the awning if need be. It was noted that plans for the awning also would have to be reviewed by the HPC. Mr. Johnson moved to approve the sign as submitted, natural unfinished steel with black, gold or off-white letter insert with the conditions that the mounting holes be into the mortar rather than the brick of the building facade and that the sign not be lighted and the other conditions as outlined in the staff report, and to approve the trim color of Emerald Village green D33-7. Mr. Tomten seconded the motion; motion passed unanimously. Case No. DR/09-41 Design review of a front facade at 113-119 Main St. S. in the CBD, Central Business District. Bruce Klosowsky, applicant. The applicant was present. Mr. Johnson noted that photos of the existing facade had been provided. Mr. Klosowsky reviewed plans, noting that the existing vertical tiles are of a more contemporary look and many are broken and/or missing. He said the plans are to replace the vertical tiles with a granite material, a sample of which was provided. For the sidewalk portion, the tiles will be replaced with a non -slip material, he said. Mr. Klosowsky briefly spoke of the history of the building, its association with the Masonic Lodge and ongoing plans for renovation/repair of the building. Mr. Johnson expressed a concern that this work not preclude doing a full restoration of the facade at some point in the future, but said he didn't think this project would change the profile of the building. Mr. Klosowsky said they would be willing to alter plans to be more historically correct depending on what is found when they start removing the existing material; Mr. Tomten and Mr. Johnson suggesting documenting what is found in the interest of future restoration work. It was suggested, and agreed to, that some exploratory work be done at one location before proceeding with the project. Mr. Tomten, seconded by Mr. Zahren, moved approval of the granite materials for the project. Motion passed unanimously. 1 City of Stillwater Heritage Preservation Commission November 2, 2009 OTHER BUSINESS Interpretive trails at Terra Sprinqs — Mr. Steve Russell representing the Terra Springs Master Board presented information on the interpretive trails at Terra Springs related to the Territorial Prison Site. Mr. Russell reviewed the history of interpretive trails at the site and the concept plans that were developed for the trail. Mr. Tomten recalled his work on the committee that helped develop the initial plan and that Brent Peterson from Washington County Historical Society expressed Ms. Cook asked staff to review the development agreement and PUD approvals to see if the developer could be required to participate in the final development of the trail. City Planner Pogge stated he would review the PUD documentation, talk with Mr. Magnuson about the development agreement, and meet with Brent Peterson to see what WCHS interest in the project would be and report back at a future meeting. HPC Meeting and Commission outreach — The Commission and City Planner Pogge discuss the flow of the HPC meeting and possible changes to how they operate. Additionally the Commission spent time discussing outreach opportunities the Commission could consider undertaking outside the normal meeting. Meeting was adjourned at 8:50 p.m. on a motion by Mr. Tomten, second by Ms. Hudak. Director PREPARED BY: Michel Pogge, City Planner DISCUSSION The applicant is requesting design review and approval of a new 15 foot by 1 foot 8 inch wall sign. The sign is will be comprised of red internally lit channel letter that reads "Family Cuts". To proposed sign is 25 square feet in size For retail wall signage the West Business Park design standards provide that the signage shall be consistent with the Sign Ordinance. The zoning ordinance states that for a wall sign, 'the gross surface area of a wall sign may not exceed one square foot for each foot of building, parallel to the front lot line'. The applicant's retail space has 20 feet facing Curve Crest Blvd. The total sign area of the proposed sign is 25 square feet, which is larger then what is allowed by the ordinance. The sign will need to either be reduced in size or a variance will need to be secured for the proposed size. RECOMMENDATION Approval as conditioned. 1421 Stillwater Blvd Page 2 CONDITIONS FOR APPROVAL 1. The walls sign be reduced to a maximum area of 20 square feet or secure a variance from the Planning Commission to allow the sign area to exceed the allowable square footage. If the sign is reduced in size the new sign design shall be reviewed by the City Planner before installation. 2. All revisions to the approved plan shall be reviewed and approved by the Heritage Preservation Commission. 3. No additional signage. FINDINGS By either reducing the sign area to 20 square feet or less or securing a variance the proposed sign will meet the requirements of the zoning ordinance. Director PREPARED BY: Michel Pogge, City Planner f4i 2 DISCUSSION The applicant is requesting design review and approval of new text for the existing archway formally used by Starbucks. The archway is located along Main St S. Attached is a photo the City had in it archives showing the archway with the name Starbucks in it. The attached photo from the applicant shows the letters they plan to use. The numbers are cut into a square panel of metal. The metal will be a painted a gold and black. Archway signs are not defined in the zoning code. Therefore the existing archway sign is nonconforming. Since it was use during the past year by Starbucks it is a legal - nonconforming sign and may continued to be used. No additional signage. attachments: Applicant's Form Drawing of new lettering for the Archway Photo of Archway when it was used by Starbucks Heritage Preservation Commission DATE: APPLICANT: Robert Stanislaw December 3, 2009 CASE NO.: 07-50 REQUEST: Review of house elevations related to a demolition permit for a single family home LOCATION: 1509 Pine Street HPC DATE: December 7, 2009 PREPARED BY: Michel Pogge, City Planner BACKGROUND Robert Stanislaw, property owner of 1509 Pine Street, was granted a demolition permit for the single-family home on November 5, 2007. On October 5, 2009 the Commission granted a one year extension to their original approval. As required for all demolition permit plans for the new home were included and approved as part of the demolition permit. Since the original approval, the applicant has made major changes to the home plans; therefore, review of the new plans is required by the full HPC under the requirements of the demolition permit process. This site is NOT in the Conservation Design District and is not subject to the infill design criteria. SPECIFIC REQUEST The applicant requests approval of the new house plan. EVALUATION OF REQUEST Section 34-5 of the City Code lists nine items which must be considered prior to approval of a demolition permit by the Commission. (6) Proposed plans and schedule for reuse of the property on which the building or structure to be demolished is located; The applicant stated in his application that he desires to build a new hee single story home on the property. The applicant has included a photo of a home that he is considering building on this site.
