SEWER SERVICE INCREASE
Our rates for sewer service are not adequate to meet the charges
from the Metropolitan Waste Control Commission for the treatment
of our sewage.
Effective with this billing the minimum charge for this service is
being increased from $20.00 to $34.00 and the overage charge has
been increased from 60C to 75c per thousand.
SECRETARY NEEDED FOR THE PLANNING COMMISSION
The City is seeking a secretary for the Planning Commission. It
involves limited short hours and presently pays $5.00 per hour.
The Commission meets on the fourth Monday of each month at 7:00
P. M. at City Hall.
This is a very good way to become better acquainted with your
community and what is happening in its current and future planning.

PARKING PERMITS
The 1982 Downtown Stillwater Parking Permits are available at the
City Clerk's Office, 216 North Fourth Street. These permits may be
used at any ten hour meter in the parking lots. They may be pur-
chased quarterly at $15.00, or for the entire year at $60.00.

The Stillwater Inspection Department has an additional supply of an

911 WILL BECOME OPERATIONAL IN DECEMBER
The Number "nine- one -one" will be a subject of quite a bit of public attention as the
Metropolitan 911 Telephone Board, Northwestern Bell Telephone Company and Hennepin County
introduces the 911 system to the media.
The single emergency telephone number 911 will replace all emergency police, fire and
medical numbers in the seven - county Twin Cities metropolitan area beginning December 1st,
which includes Stillwater.
HERE'S HOW the new 911 system will serve Stillwater and the Twin Cities area:
An emergency call from any phone in the area will be automatically routed over
circuits used only for 911, from a nearby telephone building, to one of two Northwestern
Bell computerized Electronic Switching Systems. This ESS equipment is in downtown
Minneapolis and the St. Paul Midway area. Acting as the 911 control office, the ESS will
instantly switch the call over the dedicated circuits to the correct Public Safety Ans-
wering Point (PSAP), where the dispatcher will respond to the request for help, such as
the Stillwater Police Department or the Washington County Sheriff's Office.
If the call must be relayed to another agency, such as the poison control center, the
dispatcher simply touches a single button and the call is instantly reswitched. The PSAP
dispatcher can stay on the line for a three -way conversation.
A SPECIAL "Selective Routing" feature sends the call directly to the proper PSAP.
A data base associating all telephone numbers in the seven - county area with the appro-
priate police station or other answering point will be linked to Northwestern Bell's
Electronic Switching equipment. This special 911 data base is the key to "Selective
Routing".
The chairman of the Twin Cities Metropolitan 911 Telephone Board, cautioned area
residents today against mis -using the new 911 emergency telephone number.
There are only four basic reasons for an emergency 911 call to a police or sheriff's
department, fire department, or emergency ambulance or medical agency:
- To save a life
- To report a crime
- To prevent a crime
- To report a fire
CALLERS NEEDING administrative or other non - emergency information from public safety
agencies should consult the telephone book for the appropriate seven -digit number.
GENERAL FT FCTIONS
The General Election date is Tuesday, November 2, 1982. The following polling places will
be open at 7:00 A. M. and close at 8:00 P. M.:

Also on the Municipal Ballot will be the following questions:
ADDITIONAL'ON SALE' LIQUOR LICENSES
Shall the City Council be allowed to issue three on sale' licenses for the
sale of intoxicating liquor at retail in addition to the number now permitted
by law?
AND
ADDITIONAL TAX LEVY
Shall the City Council be allowed to levy an amount not to exceed two mills
yearly in addition to the levy now permitted by law to support the general
fund of the City?
The City is presently allowed to issue 13 On Sale Liquor Licenses. Voter approval of the
first question would allow the City to issue up to 16 "On Sale" liquor licenses. One of
the additional licenses would be issued to the club house /restaurant facility of the Oak
Glen Golf. Course. This would allow for public use of the facilities such as wedding
receptions, class reunions, and other social events including general use of the restaurant.
The City Council feels that this would be beneficial to the City as well as to the developer
The remaining licenses would be held in reserve for use in the Industrial Park area and
for possible use in the downtown area.
The second question is directly related to the financial problems encountered by the State
of Minnesota during the past three years The State has experienced cash flow problems
primarily because of revenue shortfalls and has passed this problem on to local governments
by reducing local governmental aid and by changing the timing of the payments from a quarterly
basis to an equal payment basis beginning in July of each year. The result of all this is
that cash surplus levels that were formerly adequate are no longer adequate to meet current
obligations (before tax settlements and local governmental aids are received). The City
must increase its surplus to an adequate level but cannot do so given the present levy limits.

Budget cuts have been made by the City in the past two years to help increase the surplus
(over $390,000 cut in 1982); however, it appears that further cuts will be difficult to
make without seriously affecting the City's ability to provide the level of services
required by the citizens. The City Council is, therefore, asking the voters to approve
this two mill levy increase to help establish an adequate surplus in the General Fund. A
two mill increase will cost the residential property taxpayer about $29 annually based on
a residence assessed at $70,000.
DIRT BIKE PROBLEM
The growing popularity of motorized "dirt bikes" has brought some problems to our community.
The irresponsible operation of the bikes has led to same frightfully close calls where the
life of the operator or an innocent bystander has been endangered. Many operators have
also shown a total disregard for the property of others and for the peace and tranquility
of their neighborhood.
In view of this the Police have developed the following tactics:
They have asked the cooperation of all of the complaining neighbors in the
hope of identifying the children that are riding the dirt bikes and motor-
cycles in an unlawful manner. After one of the children is identified with
reasonable certainty, an effort will be made to work with the children and
their parents to put a stop to the damage and unsafe operation of the bike.
If a reasonable solution cannot be worked out, the parents of the children
will then be charged with the crime of allowing an incompetent driver to
operate a motor vehicle. With this approach, the police feel that they can
bring the problem home to the parent where it should be handled rather than
petitioning the child into Juvenile Court.
CHARTER COMMISSION
The City is still seeking applicants for the Charter Commission. If you
are interested, please send a short resume to the City Clerk's Office,
216 North Fourth Street stating the reasons why you would like to serve on
this commission.
VOTER REGISTRATION
If you are not properly registered to vote, you can still register on
Election Day (November 2nd), but you must have one of the following proofs
of identification: Driver's License, Minnesota Identification Card or
a registered voter of your voting precinct who can vouch as to your identify
and residence.
DOG LICENSES
The 1982 Dog Licenses were due on May 1st. There are many cards in the
current files that have not renewed their licenses for the year 1982 - they
are renewable each year.
If you had a licensed dog in the past and no longer have the dog, we shall
appreciate your letting us know so that we may remove the registration card
from the files. Call 439 -6121 and give this information to the receptionist.

GARBAGE AND RUBBISH RATES
You will note on this billing there is a rate increase which is in
accordance with Ordinance No. 600 adopted by the City Council on
July 20, 1982. The new rates are as follows:

The Senior Citizen /Disabled rates apply to dwelling units where not
more than two (2) people reside and in which the male head of house-
hold is over 65, the female head of household is over 62 or either
is retired by virtue of permanent disability, regardless of age.
Citizens who feel they qualify for the Senior Citizen /Disabled rates
should contact the City Clerk (439 -6121) for information on how to
apply for the rate.
The increases in Senior Citizen /Disabled rates are considerable and
the City realizes that the rates may be a hardship for some of our
citizens. The City Council has, therefore, adopted a policy whereby
the Senior Citizen /Disabled rates may be waived entirely if the
Council determines that a hardship exists. Citizens who feel they
cannot afford to pay the new rates should also call the City Clerk
for information how to apply for the waiver of payment.

ELECTION DATES
The Primary Elections will be held on Tuesday, September 14, 1982
and the General Elections on Tuesday, November 2, 1982.
If you do not know the location of your polling place, please call
City Hall (439 -6121) for this information.
ELECTION JUDGES
The City Clerk's Office is accepting applications for election judges
for the upcoming elections which are to be held in September and
November. If you are interested in serving as an election judge,
please contact 439 -6121 and leave your name, address, phone number,
and party affiliation with the receptionist and you will be contacted
at a later date.
VOTER REGISTRATION
If you have moved to, or within the City in the past two years,
you must change your voter registration. It is true that you can
now register to vote at the polling places, but to save time for
you and to make it easier for the Election Judges, application forms
are available at the City Hall or at the County Auditor's Office so
that you may register prior to the election dates. The last day to
register in advance of the primary election is August 24, 1982.

Filings will open for two City Council members and Mayor (for a four
year term commencing January 1, 1983) for the City of Stillwater on
Friday, August 6, 1982 and will close at 4:30 P. M. on Monday,
August 16, 1982.

BOARD OF REVIEW
The Board of Review for the City of Stillwater will meet at City
Hall, 216 North Fourth Street on Wednesday, May 12, 1982 from
10:00 A. M. to 4:00 P. M. and from 6:00 P. M. to 9:00 P. M. for
the purpose of reviewing and correcting the assessment of said
real estate for the year 1982.
All persons wishing to be heard on said assessments will be
heard at this time to present cause for having such an assessment
corrected.
DOG LICENSES
The 1982 Dog Licenses are due by May 1st. Remember if you did not
submit proof of rabies certificate last year, it will be necessary
to have a current one when you make application for your new license
this year. Licenses are renewable each year - rabies shots are good
for two years. The license fees for both male and female dogs are
$3.00. NO ANIMAL SHALL BE ALLOWED TO RUN AT LARGE IN THE CITY.
Also if you have a licensed dog in the past and no longer have
the dog, we shall appreciate your letting us know so that we may
remove the registration card from the files. Call 439 -6121 and give
this information to the receptionist.
SHADE TREE DISEASED PROGRAM
The City does not intend to enforce a mandatory shade tree disease
program during 1982; however, the City will maintain an inspection
program in order to identify and mark trees that are diseased. It
will be left up to the property owner to remove any diseased trees.
Although removal is not mandated the City hopes that the property
owner will remove any diseased trees in order to slow the spread of
Dutch Elm Disease in our community.

The City has recently adopted or is in the process of adopting several ordinances
that may be of special interest to all City residents. These ordinances will regulate
exterior storage of personal property such as unlicensed vehicles, construction and
landscaping materials, refuse and firewood piles. The ordinances will also regulate
noisy parties and gatherings, the construction of radio and television antennas, the use
of recreational vehicles (snowmobiles, trail bikes, all- terrain vehicles, etc.) the deposit-
ing or moving of fill material and the use of the St. Croix River Waterfront.
The ordinance regulating exterior storage (to be adopted in the very near future) has
been developed because of the complaints the City receives regarding messy or cluttered
yards. Fortunately the City has only a few property owners who show a lack of respect
for the rights and feelings of their neighbors and fellow citizens by failing to maintain
their property in an orderly fashion. Unfortunately these are the property owners that
can create an eyesore for a whole neighborhood. The City intends on enforcing the exterior
storage ordinance in a reasonable but firm manner.
Although the City's solid waste contractor (Junker Sanitation, Inc.) is obligated to
haul away just about all household refuse (including brush, leaves, appliances, etc.) the
City Council recognizes that the contractor is not obligated to haul away some items such
as large brush, rocks, dirt, wood and construction material and has decided to provide
solid waste containers (drop boxes) at the old City dump site from 3:00 A.M. to 3:00 P.M.
on June 3rd, 4th, 5th, 10th, 11th and 12th. This should give everyone an opportunity to
clean up their property or remove unsightly materials and not be in violation of the
pending ordinance.
Another ordinance (pending) that should be highlighted is the ordinance regulating
land reclamation. Land reclamation is the reclaiming of land by depositing or moving fill
so as to elevate the grade. The ordinance will require a Special Use Permit for land

reclamation within all dist *s in Stillwater. In other wo the depositing of fill
on any property within Stillwater will require a Special Use ertnit. The purpose of this
ordinance is to prevent someone from redirecting water drainage onto another property and
to also prevent indiscrimiante filling of ravines, vacant lots and natural water courses
or drainage ways.
The last ordinance that should be explained is an ordinance limiting the use of
recreational vehicles. This ordinance was recently adopted by the City Council and prohibits
the use of self - propelled vehicles, such as snowmobiles, trail bikes, motorcycles, all -
terrain vehicles, two or four wheel drive pick -ups, and other motorized vehicles from enter-
ing or operating on lands not owned by the operator of the vehicle. To do so requires
written permission from the land owner or a posting by the land owner that such operation
is permissible. This applies to both public and private property. City residents and
property owners have had unpleasant experiences with irresponsbile or inconsiderate
operators in the past and the City intends to strictly enforce this ordinance. Parents of
minor operators or the owners of a vehicle operated by a minor may also be prosecuted for
any violations committed by the minor.
If you have any questions regarding the aforementioned ordinances or any other
ordinances, call City Hall at 439 -6121 or the Police Department at 439 -1314.
Also, according to City records, only about one -half of the City's dog owners have
obtained a license for their dog. The City does require a dog license, the cost of which
is $3.00 per dog and can be obtained at City Hall. Animals either being unlicensed or
allowed to run at large are subject to impoundment. The impoundment fee is $25.00. Please
license your dog and keep him /her under control.
Finally, all homeowners considering building, remodeling or adding on to their house
should make sure that the individual or company that will be performing the work is a duly
licensed contractor. This would also apply to landscaping, driveway surfacing, plumbing,
electrical, roofing and other such work. A quick call to the Building Inspection Dept. at
City Hall (439 -6121) to verify whether or not a contractor is licensed could prevent the kind
of problems that sometimes develop with unlicensed contractors.
