WINTER 1981
SEWER SERVICE INCREASE
Our rates for sewer service are not adequate to meet the charges
from the Metropolitan Waste Control Commission for the treatment of
our sewage.
Effective with this billing the minimum charge for this service is
being increased from $15.75 to $20.00 and the overage charge has been
increased from 50c to 60 per thousand.
PARKING PERMITS
The 1981 Downtown Stillwater parking permits are available at the
City Clerk's Office, 216 North Fourth Street. These permits may be
used at any ten hour meter in the parking lots. They may be purchased
quarterly at $15.00, or for the entire year at $60.00.
COUNCIL AGENDAS
The agendas for all the regular City Council meetings are available to
those wishing same upon receipt of your subscription with name and
address and remittance in the amount of $4.00 sent to the City Clerk's

ARBOR DAY FREE TREES 1981
Again, as part of its continuing Dutch Elm Disease and tree replace-
ment program, and in celebration of Arbor Day, 1981, the City of
Stillwater is offering young trees free of charge to residents who
want them for planting on their property.
Orders for trees must be made on the form below and returned to the
City Municipal Building no later than February 27, 1981. Trees will
be delivered the week of April 20th. Residents must do their own
planting - planting instructions will be furnished with each tree.
The Jaycees will again assist the elderly in planting their trees if
requested to do so.
Trees are purchased wholesale, bare -root, 4 - -6 foot size. They should
be planted at once, or if this impossible, they should be covered
in their entirety with material that can be kept wet, and kept in a
shady spot for no more than a few days.
The City makes no guarantees, implied or otherwise, that these trees
will grow, due to the many factors beyond its control.

CALENDAR PARKING
Except in areas herein designated as snow emergency routes, all persons
parking vehicles on streets and highways shall park such vehicles accord-
ing to the following system from December lst through April lst of each
winter season.
Beginning at 12:01 A. M. on December lst and alternating each day until
midnight April lst, vehicles shall be parked on that side of the street
or avenue which abuts the premises, whether improved or unimproved, that
are or would be identified by odd and even numbered street addresses.
On the days of the month which are odd numbered days, 1, 3, 5, 7, 9, 11,
13, 15, 17, 19, 21, 23, 25, 27, 29, and 31, vehicles shall be parked on
the side of the street which residences have odd numbered street addresses.
On the days of the month which are even numbered days,2, 4, 6, 8, 10,
12, 14, 16, 18, 20, 22, 24, 26, 28, 30, vehicles shall be parked on the
side of the street which residences have even numbered street addresses.
Each day between the hours of 7:00 P. M. and midnight shall be a change-
over period and the provisions of this section shall not be in force during
such time.
For the purposes of this section the term "day" shall designate a period
beginning and ending at midnight.
PARKING REGULATIONS
No person shall park or permit any vehicles to stand upon any highway,
street, alley, city owned parking lot, or any other public property in
the City of Stillwater for more than twenty -four (24) consecutive hours
except in areas designated for such parking by signs erected by authority
of the City Council and except in emergency situations where prior author-
ization for such parking has been obtained from the Chief of Police of the
City of Stillwater.

BUILDING PERMITS
We call your attention to the fact that all building construction work
in excess of $500.00 requires a building permit from the City of Stillwater
and if you have any questions in this area, you are asked to contact the
City's Building Inspector's Office at 439 -6121.
Also all contractors performing such work must be licensed by the City
of Stillwater and if you wish to check out whether or not a given contractor
is licensed, you may contact the City Clerk's Office for this information.

DO IT YOURSELF BOOKLETS
The Stillwater Inspection Department has a very limited supply of an
extremely informative book called "YOU CAN DO IT" published by the Council
of American Building Officials.
The book covers such areas as bearing walls, financing options, how to
schedule the work, where to look for the proper materials, permit require-
ments and other perintent information for those who may choose to do their
own work.
The cost of this book is $1.00 and is available at the reception desk
at City Hall or from the Building Official, 216 North Fourth Street.
(Hours 8:30 A. M. to 4:30 P. M., Monday thru Fridays)
SMOKE DETECTORS
The Minnesota State Law requires that all living quarters offered for rent
January 1, 1980 are required to have approved smoke detectors installed in
the area near the sleeping quarters of all rental units which includes
single family homes, multiple dwellings, apartments, lodging houses and
hotels.
All new construction requires 110 volt detectors, but the law will
permit battery operated detectors in existing dwellings.

DOG LICENSES
The 1981 Dog Licenses were due on May 1st. Remember if you did not
submit proof of rabies certificate last year, it will be necessary to
have a current one when you make application for your new license this
year. Licenses are renewable each year - rabies shots are good for
two years. The license fees for both male and female dogs are $3.00.
NO ANIMAL SHALL BE ALLOWED TO RUN AT LARGE IN THE CITY
(At large shall be defined as off the premises of the owner and not
under the control of the owner or a member of his immediate family
either by leash, cord, chain, or similar physical restraint.)
Also if you had a licensed dog in the past and no longer have the
dog, we shall appreciate your letting us know so that we may remove
the registration card from the files. Call 439 -6121 and give this
information to the receptionist.
UNPAID UTILITY BALANCES
Any arrears on the enclosed bill, if not paid by October 1,
1981 will be collected with your 1982 property taxes. A
penalty will be added to cover additional administrative
expenses.

RESIDENTIAL GARBAGE AND REFUSE PICKUP SERVICE
The City has had several inquiries concerning the type and quantities
of garbage and rubbish removal from residential dwellings. The follow-
ing is an excerpt from the agreement between the City and the Contractor
(Junker Sanitation, Inc.) and should help in answering questions you may
have regarding residential garbage and rubbish pickup:
"The Contractor shall make a garbage and rubbish pick -up at
residences in the City at least once a week during the term
of this agreement. The pick -up shall be unlimited in quantity
and to include garbage and rubbish accumulated in the ordinary
operation of a household and also including grass trimmings,
leaves, ashes, tree branches and bundled brush not to exceed
four feet in length, appliances, furniture, doors, windows,
and only construction material from handiwork performed by a
resident on his own home. The preceding list of items shall
not be considered inclusive, but rather, as an indication of
the type of rubbish and garbage to be picked up by the Con-
tractor. The following items shall not be the obligation of
the Contractor to haul:
rocks, sod, dirt and construction material accumulated
from substantial work performed on a dwelling by a general
contractor or a substantial remodeling by the homeowner.
Further, in all cases where it is determined to be reasonable
to do so, garbage and rubbish shall be placed in containers
no larger than 30 gallon cans. Grass trimmings, leaves, ashes
and household garbage shall also be in 30 gallon cans or in
suitable bags or containers not larger than 30 gallons."
In addition to the above the agreement requires the homeowner to make
the rubbish /garbage reasonably accessible to the contractor on the day
of collection.
Finally there will be times when the volume of rubbish and garbage will
be such as to require the contractor to make a return pick -up. Please
do not call the City or the Contractor until you are reasonably sure that
your pick -up was missed.
Generally all inquiries or complaints should be directed to the contractor
and calls to the City should be made only in cases where you have not
had a satisfactory response to your inquiry or complaint.
BOULEVARD AND SIDEWALK MAINTENANCE
The City Public Works Department would like to remind citizens that
trees abutting public sidewalks should be trimmed to a height of eight
feet over the walk and nine feet over the public street. In many
sections of the City shrubs and hedges encroach across the sidewalks
from abutting properties, thereby causing an obstruction to citizens
desiring to use the public sidewalk.
It would be appreciated if citizens would keep trees, shrubs, and
ornamentals trimmed along our streets and sidewalks to provide an
unobstructed path for citizens wishing to use the public sidewalks.
Also if the grass could be cut and trimmed by your property - especially
the boulevards - your property and the City will be enhanced in beauty
by your efforts.

It has been three and one half years since the St. Croix Animal Shelter opened
its doors. During that period the City of Stillwater and our shelter have worked to-
gether to help solve as many of the animal related problems as possible. We would
like to take this opportunity to tell you more about the St. Croix Animal Shelter.
Have you ever wondered what happens to the litter of kittens dumped in the
parking lot? Have you seen the thin tired looking dog on Main St. and questioned
what will happen to it?
If the animals are lucky, they will be picked up by the City of Stillwater's
Animal Control Officer, who will bring them to the St. Croix Animal Shelter. If
not claimed by owners in five days, the animals are released for adoption. However
in too many cases these animals are not rescued and as a result suffer slow painful
deaths.
The St. Croix Animal Shelter has an open door policy. This means we will take
in any lost or abandoned cat or dog. We also accept any animal whose owner can no
longer provide a home for it. (We do ask for a surrender fee in these cases). We
are committed to advertising extensively in order to find homes for these animals.
Since December 1977 we have taken in 5,200 animals and have found homes for 3,120.
In order to continue our work, we need your help in three areas.
1. We need you to be acquainted with our shelter so that when you find that
litter of puppies on the highway or a cold starving cat is crying at your doorstep
on a Sunday morning, you will not feel helpless in acting. We accept all animals.
We do, however, ask that you call the Stillwater Animal Control Officer first during
normal business day hours. (8:00 A.M. - 4:30 P.M.). Telephone: 439 -1314.
2. When you or your friends are looking for a family pet - please don't forget
us. We have many animals that need you. Call us at: 436 -5971. Hours: 7 days a
week, 9 - 4:30.
3. Finally we need your financial support. We do our best to meet expenses by
charging fees whieri dogs are boarded, sales of animals, I.D. Tags, and membership
donations. But it's not enough. We need your donation - no matter how small to
insure that our doors stay open.

BOARD OF REVIEW
The Board of Review for the City of Stillwater will meet at City Hall,
216 North Fourth Street on Tuesday, May 12, 1981 from 10:00 A. M. to
4:00 P. M. and from 6:00 P. M. to 9:00 P. M. for the purpose of
reviewing and correcting the assessment of said real estate for the
year 1981.
All persons wishing to be heard on said assessments will be heard
at this time to present cause for having such an assessment corrected.
