M. and close at 8:00 P. MAGNUSON VOTER REGISTRATION If you are not properly registered to vote, you can still register on Election Day - November 4th, but you must have one of the following proofs of identification: Driver's License, Minnesota Identification Card or a registered voter of your precinct who can vouch as to your identity and residence. (over) • • FALL 1980 CALENDAR PARKING Except in areas herein designated as snow emergency routes, all persons parking vehicles on streets and highways shall park such vehicles according to the following system from December 1st through April 1st of each winter season. Beginning 12:01 A. M. on December 1st and alternating each day until midnight April 1st, vehicles shall be parked on that side of the street or avenue which abuts the premises, whether improved or un- improved, that are or would be identified by odd and even numbered street addresses. On the days of the month which are 9, 11, 13, 15, 17, 19, 21, 23, 25, 27, parked on the side of the street which street addresses. On the days of the month which are 10, 12, 14, 16, 18, 20, 22, 24, 26, 28 parked on the side of the street which street addresses. Each day between the hours of 7:00 P. M. and midnight shall be a change -over period and the provisions of this section shall not be in force during such time. For the purposes of this section the term "day" shall designate a period beginning and ending at midnight. odd numbered days, 1, 3, 5, 7, 29, and 31, vehicles shall be residences have odd numbered even numbered days, 2, 4, 6, 8, and 30, vehicles shall be residences have even numbered PARKING REGULATIONS No person shall park or permit any vehicles to stand upon any highway, street, alley, city owned parking lot, or any other public property in the City of Stillwater for more than twenty -four (24) consecutive hours except in areas designated for such parking by signs erected by authority of the City Council and except in emergency situations where prior authorization for such parking has been obtained from the Chief of Police of the City of Stillwater. No motor vehicle over one -ton capacity bearing a commercial license and no commercially licensed trailer shall be parked on any street or roadway in any area in the City of Stillwater which is zoned residential except when such vehicle is engaged in loading or unloading or rendering a service in the area involved. BUILDING PERMITS We call your attention to the fact that all building construction work in excess of $250.00 requires a building permit from the City of Still- water and if you have any questions in this area, you are asked to contact the City's Building Inspector's Office at 439 -6121. Also all contractors performing such work must be licensed by the City of Stillwater and if you wish to check out whether or not a given contractor is licensed you may contact the City Clerk's Office for this information. (over) t • • Single Family $5.55 per month SUMMER 1980 GARBAGE AND RUBBISH RATES You will note on this billing there is a rate increase which is in accordance with Ordinance No. 578 passed by the City Council on November 6, 1979. The new rates are as follows: Two Family - First Unit - Second Unit Multiple Dwellings - First Unit - Remaining Units - Seven or more Units $5.55 per month $4.65 per month $5.55 per month $4.05 per month $3.70 per month There is no increase in rates for the Senior Citizens which remains at $2.40 per month or $7.20 per quarter. This increase will be in effect until July 1, 1982. DOG LICENSES The 1980 Dog Licenses were due on May 1st. Remember if you did not submit proof of rabies certificate last year, it will be necessary to have a current one when you make application for your new license this year. Licenses are renewable each year - rabies shots are good for two years. The license fees for both male and female dogs are $3.00. NO ANIMAL SHALL BE ALLOWED TO RUN AT LARGE IN THE CITY. Also if you had a licensed dog in the past and no longer have the dog, we shall appreciate your letting us know so that we may remove the registration card from the files. Call 439 -6121 and give this information to the receptionist. ELECTION DATES The Primary Elections will be held on Tuesday, September 9, 1980 and the General Elections on Tuesday, November 4,1980. If you do not know the location of your polling place, please call City Hall (439 -6121) for this information. ELECTION JUDGES The City Clerk's Office is still accepting applications for election judges for the upcoming elections which are to be held in September and November. If you are interested in serving as an election judge, please contact 439 -6121 and leave your name, address, phone number, and party affiliation with the receptionist and you will be con- tacted at a later date. (over) • VOTER REGISTRATION If you have moved to, or within the City in the past two years, you must change your voter registration. It is true that you can now register to vote at the polling places, but to save time for you and to make it easier for the Election Judges, application forms are available at the City Hall or at the County Auditor's Office so that you may register prior to the election dates. FILINGS FOR CITY COUNCIL Filings will open for two City Council members (for a four year term commencing January 1, 1981) for the City of Stillwater on Thursday, July 31, 1980 and will close at 4:30 P. M. on Saturday, August 9, 1980. If you are interested in filing, please contact the City Clerk's Office, 216 North Fourth Street to obtain the necessary petition forms, between the above mentioned dates. The City Office hours are from 8:30 A. M. to 4:30 P. M., Monday thru Friday. The hours for the closing date, Saturday, August 9, 1980 will be from 12:30 to 4:30 P. M. BOULEVARD AND SIDEWALK MAINTENANCE The City Public Works Department would like to remind citizens that trees abutting public sidewalks should be trimmed to a height of eight feet over the walk and nine feet over the public street. In many sections of the City shrubs and hedges encroach across the sidewalks from abutting properties, thereby causing an obstruction to citizens desiring to use the public sidewalk. It would be appreciated if citizens would keep trees, shrubs, and ornamentals trimmed along our streets and sidewalks to provide an unobstructed path for citizens wishing to use the public side- walks, while enchancing the beauty of our City. UNPAID UTILITY BALANCES Any arrears on the enclosed bill, if not paid by October 1, 1980 will be collected with your 1981 property taxes. A penalty will be added to cover additional administrative expenses. SMOKE DETECTORS The Minnesota State Law requires that all living quarters offered for rent after January 1, 1980 are required to have approved smoke detectors installed in the area near the sleeping quarters of all rental units which includes single family homes, multiple dwellings, apartments, lodging houses and hotels. All new construction requires 110 volt detectors, but the law will permit battery operated detectors in existing dwellings. MAGNUSON FREE TREES 1980 Again, as part of the continuing Dutch Elm Disease and Tree Replacement Program and in celebration of Arbor Day, 1980, the City of Stillwater is offering a sapling free of charge to all property owners who want them for planting on their property. Orders for trees must be made on the form below and returned to the Municipal Building, 216 North Fourth Street no later than February 20, 1980. Orders will NOT be honored after this date Trees will be bundled and delivered during the week of April 15th. Residents must do their own planting. The Jaycees will again help the elderly to plant their trees if requested to do so. PLEASE NOTE: There will be no choice as to species of tree. You will receive one of the following types in either the 6 -8 foot or 8 -10 foot sizes: Jewell Green Ash - grows to 60 feet, very few seeds, dense shade Silver Queen Maple - seedless, grows to 60 ft. spreading branches Norway Poplar - -- similar to cottonwood, no cotton These trees will be purchased wholesale and the City of Stillwater makes no guarantees explicit or implied. (check with an "X ") (over) • • WINTER 1980 REFUSE BILLING INCREASES In the last billing newsletter we gave you the detailed rate increases for the residential refuse and garbage service. These new rates were effective as of November 1, 1979 but you were not billed for those increases on that billing. You will note an arrears billing on the enclosed billing for November and December of either 70Q or 50Q depending upon whether you are billed a basic rate or a Senior Citizen rate. LILY LAKE STUDY The City has received the feasibility study for alleviating the problem with the level and quality of the water in Lily Lake. The City Council has directed that there be an informational hearing on this matter on February 12, 1980 at 7:30 P.M. There are two alternatives (1) pumping the water through the storm sewer system, and (2) pumping it into McKusick Lake. If you are interested in this matter, we would suggest that you plan to attend this meeting. HOUSE NUMBERS We have had complaints from various delivery companies and utility companies that they are unable to find house numbers on many of the residences within the City of Stillwater. In accordance with City Ordinance No. 561, adopted by the City Council on April 11, 1978 and which became effective January 1, 1979, numerals indicating the official number for each principal building shall be reflectorized and a minimum of three inches in height and shall be posted at least five feet from the threshold on a building surface and placed in such a manner as to be visible from the street on which the property is located. If there is a main entrance visible from the street, the numbers shall be placed within two feet of that entrance.
