RECYCLING CENTER
There is a recycling center at the Old Courthouse grounds (Walnut
Street side) on the second Saturday of each month. If you need
additional information, please call 698 -8119.
CALENDAR PARKING
Except in areas herein designated as snow emergency routes, all
persons parking vehicles on streets and highways shall park such
vehicles according to the following system from December 1st through
April 1st of each winter season.
Beginning 12.01 A. M. on December 1st and alternating each day
until midnight April 1st, vehicles shall be parked on that side of the
street or avenue which abuts the premises, whether improved or unimproved,
that are or would be identified by odd and even numbered street addresses.
On the days of the month which are odd numbered days, 1, 3, 5, 7,
9, 11, 13, 15, 17, 19, 21, 23, 25, 27, 29 and 31, vehicles shall be
parked on the side of the street which residences have odd numbered
On the days of the month which are even numbered days, 2, 4, 6,
8, 10, 12, 14, 16, 18, 20,22, 24, 26, 28 and 30, vehicles shall be
parked on the side of the street which residences have even numbered
street addresses.
Each day between the hours of 7:00 P. M. and midnight shall be
a change -over period and the provisions of this section shall not be
in force during such time.
For purposes of this section the term "day" shall designate a
period beginning and ending at midnight.
PARKING REGULATIONS
No person shall park or permit any vehicle to stand upon any highway,
street, alley, city owned parking lot, or any other public property in
the City of Stillwater for more than twenty -four (24) consecutive hours
except in areas designated for such parking by signs erected by authority
of the City Council and except in emergency situations where prior
authorization for such parking has been obtained from the Chief of Police
of the City of Stillwater.
No motor vehicle over one -ton capacity bearing a commercial license
and no commercially licensed trailer shall be parked on any street or
roadway in any area in the City of Stillwater which is zoned residential
except when such vehicle is engaged in loading or unloading or rendering
a service in the area involved.
BUILDING PERMITS
We wish to call attention to the fact that all building construction
work in excess of $250.00 requires a building permit from the City of
Stillwater and if you have any questions in this area, you are asked
to contact the City's Building Inspector's Office at 439 -6121.
Also contractors performing such work for you must be licensed
by the City of Stillwater and if you wish to check out whether or not
a given contractor is licensed you may contact the City Clerk's Office
(439 -6121) for this information. (over)

CHANGE IN RESIDENTIAL REFUSE AND GARBAGE SERVICE AND RATES
The following refuse and garbage proposal was adopted at the October
23, 1979 City Council meeting and will become effective on November 1,
1979:
The following items will be picked up at your residence - they are to
be placed with your garbage containers and will be picked up on your
regular pickup day. In the case of large items they will be picked up
by a separate truck later the same day.
There will no longer be dump boxes located in the City Parking Lot,
or Spring or Fall leave pickups, since all items as detailed will be
picked up at your residence.
Appliances, leaves (bagged, boxes or in containers no larger
than 30 gallon cans, not to exceed 60 pounds); bundled brush (no logs -
maximum length four feet); couches, chairs, and other furniture;
doors, windows, etc. (if a property owner does his own remodeling).
ITEMS THAT WILL NOT BE PICKED UP: Rocks, sod and dirt and
construction materials when work is done by a contractor. The contractor
is responsible for obtaining a roll -off box for such materials.
The contractor has asked that there be a convenient access to all refuse
to be picked up - avoid any blockage to the area where you store or
make available your refuse and garbage.

This reflects an increase of 35 per month for the basic rates and
25 for Senior Citizen Rates.
The enclosed billing relfects the old rate for all three months. When
you receive your billing in January, you will be billed in arrears for
the months of November and December to reflect the 35C or 25c increase
respectively.

GARBAGE AND RUBBISH PICK -UP
There have been some questions raised about the quantities of rubbish
that will be picked up by Junker Sanitation now that there is a fee for
using the drop boxes behind City Hall. Residential pickup is to be
unlimited in quantity but to include only garbage and rubbish accumulated
in the ordinary operation of a household, including grass trimmings,
ashes, tree branches, leaves and other refuse small enough to go into a
30 gallon garbage container. The garbage or rubbish (bagged or not) must
be placed in the container.
DUTCH ELM WOOD STORAGE
The City is presently carrying out a State - mandated program to eradicate
or at least curb the spread of Dutch Elm disease. Unfortunately, this
means removing the trees that have become diseased, especially the removal
of the bark on the diseased tree. If you are storing Dutch Elm wood
for use in your fireplace or for any other reason, it is very important
that you completely debark the wood. Because this is so important, the
City will be inspecting wood piles for Dutch Elm. If the Dutch Elm wood
is not completely debarked, it will have to be removed at the expense of
the property owner.
NOTICE TO ALL APARTMENT OWNERS AND TENANTS
As of January 1, 1980 all rental units will be required by State Law to
have approved smoke detectors installed and operating in living areas
offered for rent after that date.
Rental units, as defined by State Law, include single family,duplex and
multi - family units.
The law requires that 110 volt detectors be installed. Multi- family
units (three or more apartments) are also required to have fire extin-
guishers installed and self- closing doors on the apartments. In some
cases they are also required to have a local fire alarm system in operation.
Under the State Law it is the landlords responsibility to provide this
protection for the tenants.
Anyone desiring further information on this subject can contact the State
Fire Marshal's Office (296 -7644) or the Stillwater Fire Department at
439 -6120.
PAY STATIONS FOR OVERTIME PARKING METER TICKETS
For your convenience in the payment of Overtime Parking Meter Tickets
(the yellow envelope type), there are two deposit boxes in the Stillwater
downtown area for the payment of same - one in front of Reed's Drug
Store and the other in front of the Country Tailor. They may also be paid
at City Hall, 216 North Fourth Street or put in the mail with first class
postage.

CAPITAL IMPROVEMENT PROCM
Your City Planning Commission is currently updating the Comprehensive
Municipal Plan in accordance with the provisions of the Metropolitan
Land Planning Act. This plan must include a five year Capital Improve-
ment Program (CIP). This CIP will address the acquisition of property
and construction of the following public facilities: streets, sewers,
parks, water, municipal buildings and other public utilities.
In order that the City Planning Commission may prepare a CIP that
includes projects the public needs or desires it is necessary to ask
you to complete the form below and send it to the City with your utility
payment.
If you feel that the format below is not adequate to express your ideas,
please feel free to submit whatever is necessary (plans, drawings, etc.)
to describe what you feel the City will have to do in the above described
areas over the next five years. Thank you.

DOG LICENSES
The 1979 dog licenses are due May 1st. Remember if you did not submit
proof of rabies certificate last year, it will be necessary to have a
current one when you make application for your new license this year.
Licenses are renewable each year - rabie shots are good for two years.
The license fees for both male and female dogs are $3.00.
NO ANIMAL SHALL BE ALLOWED TO RUN AT LARGE IN THE CITY
Also if you had a dog licensed in the past and no longer have the dog,
we shall appreciate your letting us know so that we may remove the
registration card from the files. Call 439 -6121 and give this informa-
tion to the receptionist.
SPRING PICKUP
The City of Stillwater will have their semi - annual pickup as follows:
Monday, April 30th to 12:00 P. M., Wednesday, May 2,

to the North City Limits.
Wednesday, May 2nd (12:30 P. M.) thru Friday, May 4, 1979
All property from the south side of Myrtle Street
to the South City Limits.
All leaves or grass trimmings must be bagged or boxed in disposable
containers and placed on the curb for pickup by the City. Tree trimmings
and hedge trimmings must be bundled and tied in bundles not more than
four foot in length.
Pickups on given streets will be made as specified and trucks will
not retrack at a later date. Please do not place your leaves on the curb
before the date of your pickup.
THIS PICKUP WILL NOT INCLUDE APPLIANCES, BUILDING MATERIALS, USED
FURNITURE, TREES OR TIRES. DROP BOXES WILL BE PROVIDED BY THE CITY
ON THE MUNICIPAL BUILDING PARKING LOT FOR ANY CITIZEN LIVING WITHIN
THE CITY LIMITS OF THE CITY OF STILLWATER TO DEPOSIT THE AFOREMENTIONED
ARTICLES. ARTICLES THAT CANNOT BE PLACED INTO THE DROP BOXES SHOULD BE
LEFT BESIDE THE BOXES AND THE CITY FORCES WILL DEPOSIT THEM INSIDE THE
BOXES.
BOARD OR REVIEW
The Board of Review of the City of Stillwater will meet at City Hall,
216 North Fourth Street on Tuesday, May 1, 1979 from 9:30 A. M. to
3:00 P. M. for the purpose of reviewing and correcting the assessment
of said real estate for the year 1979.
LICENSED CONTRACTORS AND BUILDING PERMITS
All contractors who do repair and /or maintenance and construction work
within the City of Stillwater must be licensed by the City and if you
have any questions about a given contractor, give us a call and we can
verify same for you.
Building permits are required for all construction work or improvements
over $250.00 for materials and labor. Call the Building Inspector's
Office if you have any questions about a permit - 439 -6121.

The 1979 Downtown Stillwater parking permits are available at the
City Clerk's Office, 216 North Fourth Street. These permits may be

DOG LICENSES
The 1979 Dog License Tags are now available at the dity Clerk's Office,
216 North Fourth Street. The deadline for obtaining same is April 30,
1979. The fee for both male or female is $3.00 and when applying
for a new or renewal license we must have proof of rabies shots within
the past two years before the tag can be issued. All dogs over six
months old must be licensed according to the City's Ordinance.

HEATING WITH WOOD
Due to the increased use of wood for supplemental heating of homes in
the City, I have been asked to state some common sense rules for the
safe operation of wood stoves and fireplaces.
All solid fuel appliances require the use of a Class "A" chimney.
Basically, there are two types - one is a masonry type lined with a
fire clay flue tile or other approved lining not less than 5/8" thick.
(These types must be installed with clearance from combustibles of 1"
for an outside chimney and 2" for an inside chimney).
The other type is a metal factory built chimney which must be
installed in accordance with the manufacturer's instructions, which
are supplied with the unit.
A Class "B" gas vent cannot be used for a wood burning stove or fire-
place. The liner in a Class B gas vent cannot withstand the high
temperatures generated by fuels other than gas and will more likely
than not cause a fire in the structure.
It appears that most fireplaces installed in homes are not designed
to be the primary or even secondary heating appliance for cold
climates and should be considered decorative or used for cosmetic
purposes. All fireplaces must be installed in accordance with the
Minnesota Building Code.
Wood stoves must be installed with proper clearance to combustible
material (walls, ceilings and floors) -- this includes the single wall
vent pipe connecting the stove to a Class A chimney. This pipe cannot
pass through a combustible wall without proper clearance.
Large hot fires should be avoided in all wood stoves and fireplaces.
Chimney buildup of soot and creasote must be removed as often as twice
a month. This build up is caused by green wood or a slow burning fire.
If this buildup becomes ignited,the result is a chimney fire. Under
normal conditions the Class "A" chimney should be able to withstand
this heat. Do NOT use water to extinguish this type of fire unless it
is absolutely necessary as the chimney very probably will be cracked.
