VOTER REGISTRATION
If you have moved to or within the City in the last two years, you must
change your voter registration. It is true that you can now register to
vote at the polling places, but to save time for you and to make it easier
for the Election Judges, application forms are available at the City Hall
or at the County Auditor's Office.
ELECTION CANDIDATE FILINGS
Filings will open for the Mayor and City Council members for the City of
Stillwater on Thursday, August 3, 1978, and will close at 5:00 P. M. on
Saturday, August 12, 1978.
The positions of Mayor and two Council Members are to be filled this year,
each one to serve a four year term commencing January, 1979. If you are
interested in filing, please contact the City Clerk's Office, 216 North
Fourth Street to obtain the necessary petition forms, between the above
mentioned dates.
City office hours are from 8:30 A. M. to 4:30 P. M., Monday thru Friday.
ELECTION DATES
The Primary Elections will be held on Tuesday, September 12, 1978 and the
General Elections on Tuesday, November 7, 1978.
UNPAID UTILITY BALANCES
Any arrears on the enclosed bill, if not paid by October 1, 1978 will be
collected with your 1979 property taxes. A penalty will be added to cover
additional administrative expenses.
BUILDING PERMITS
We wish to call your attention to the fact that all building construction
work in excess of $250.00 requires a building permit from the City of
Stillwater and if you have any questions on this matter, you are asked to
contact the City's Building Inspector's Office at 439 -6121.
Also contractors performing such work for you must be licensed by the
City of Stillwater and if you wish to check whether or not a given contrac-
tor is licensed, you may contact the City Clerk's Office (439 -6121) for
this information.
DUTCH ELM
Citizens are reminded that the disposal of diseased elm wood at the drop
boxes behind City Hall is NOT permitted. Those wishing to remove their
own trees will have to take them to the burning site located one mile north
of County Road No. 7, (Square Lake Trail) on County Road No. 55, (Norell
Ave. No.). The dumping fee will be $1.75 per cubic yard, with a minimum
deposit of $1.75. The site will be used for the disposal of diseased
shade tree material which means any tree infected with Dutch Elm disease
or Oak Wilt disease.
If and when you have a diseased tree marked with an orange ring, the
tree inspector asks that you do not call the City Hall for information as
to price. This information will be mailed to you within a few days after
the tree has been marked and you indicate that you wish to have the tree
removed under the City contract.

WINTER 1978
NEW WATER BOARD POLICY
Effective January 1, 1978, the Board of Water Commissioners will
no longer replace or repair existing water services from the property
line to the meter.
The Board of Water Commissioners will still maintain their
unofficial inspection status, setting meters, installation of meter
valves, and turning water on and off. Property owners are to select
their own contractors or plumbers and pay for the necessary repairs.
The Board of Water Commissioners will continue to replace and
repair existing water services from the watermain in the street to
the property line at the owner's expense.
COUNCIL AGENDAS
The agendas for all the regular City Council meetings are avail-
able to those wishing same upon receipt of your subscription with
name and address and remittance in the amount of $3.50 sent to the
City Clerk's Office, 216 North Fourth Street, Stillwater, 55082.

ANTI - RECESSION FISCAL ASSISTANCE
Each year for a number of years the City has been receiving funds
for Anti - Recession Fiscal Assistance and the City Council has designated
the expenditure of these funds for a portion of the salaries for the
employees at the Lily Lake Park complex.
REVENUE SHARING FUNDS
There will be a public hearing on the proposed budget for the
Title IX Revenue Sharing Funds for the City of Stillwater on Tuesday,
February 21, 1978 at 7:30 P. M. in the Municipal Building. The amount
to be allocated to the City of Stillwater for this period is $95,666.
If you have an interest in the allocation of these funds, you
may attend this public hearing or submit your requests or opinions
in writing.

ARBOR DAY FREE TREES
- - -- 1978
Again, as a part of its continuing Dutch Elm Disease and tree
replacement program and in celebration of Arbor Day 1978, the City
of Stillwater is offering sapling trees free of charge to all
residents who want them for planting on their property.
Orders for trees must be made on the form below and returned to the
City Municipal Building, 216 North Fourth Street, no later than
December 12, 1977. Orders will NOT be honored after this date.
Trees will be bundled and delivered during the week of April 15,
1978. Residents must do their own planting. The Jaycees will
again help the elderly to plant their trees if requested to do so.
PLEASE NOTE: This year there is a tremendous demand for trees from
all nurseries due to so many cities ordering replacements for trees
lost to Dutch Elm Disease, and inventories are very low. Therefore,
there will be no choice as to species. You will receive one of the
following types in either the 6 - -8 foot, or 8 - -10 foot sizes.
These trees will be purchased wholesale and the City of Stillwater
makes no guarantees, implied or otherwise. ONE TREE PER RESIDENCE.
