ENERGY AWARENESS
There is a statewide energy conservation program, sponsored by the
Minnesota Energy Agency. Its goal is the detection of thermal deficiencies
in all types of buildings in order that appropriate insulation and struc-
tural remedies can be made to present unnecessary heat losses. This is
done by infrared pictures.
On February 18th, aerial infrared pictures were taken of Stillwater,
which are now located in the Municipal Building, 126 North Fourth Street.
For those of you who were unable to view these pictures when we were open
in August will have an opportunity to do so on November 9, 10, and the
14th thru the 18th, 1977 from 9:00 A. M. to Noon and from 1:00 to 4:00
P. M. on each of these days.
We will have samples of insulation and printed materials on energy
saving, as well as information on low interest loans or grants available
for citizens to have energy conservation work done.
We ask that you check the insulation in your attics to the nearest
half inch as to thickness and type of insulation you now have. If possible,
please bring a sample of the insulation with you when you report to the
dissemination center at City Hall.
BUILDING PERMITS
We wish to call attention to the fact that all building construction work
in excess of $250.00 requires a building permit from the City of Still-
water and if you have any questions in this area, you are asked to contact
the City's Building Inspector's Office at 439 -6121.
Also contractors performing such work for you must be licensed by the
City of Stillwater and if you wish to check out whether or not a given
contractor is licensed you may contact the City Clerk's Office (439 -6121)
for this information.
FALL PICKUP
The following dates have been set for the annual Fall Pickup of leaves
or grass trimmings, tree and hedge trimmings:
Wednesday, November 2 thru Friday, November 4 --
All property from the North City Limits to the North
Side of Myrtle Street
Monday, November 7 thru Wednesday, November 9 --
All property from the South Side of Martha Street
to the South City Limits
This pickup will NOT include appliances, building materials, used furniture,
trees or tires. Drop boxes are provided by the City on the Municipal
Building Parking Lot for any citizen of the City to deposit the afore-
mentioned articles. Articles that cannot be placed into the drop boxes
should be left beside the boxes and City forces will deposit them inside
the boxes.

observation of Veteran's Day.

SPRING 1977
DOG LICENSES
The 1977 dog licenses are due by May first. Remember if you did not
submit proof of rabies certificate last year, it will be necessary to
have a current one when you make application for your new license this
year. Licenses are renewable each year rabie shots are good for
two years.
Also if you had a licensed dog in the past and,no longer have the dog,
we would appreciate your letting us know so that we may remove the
registration card from the files. Call 439 -6121 and give this
information to the receptionist.
RESIDENTIAL GARBAGE AND REFUSE SERVICE
All common houshold residential garbage and refuse is picked up each
week at.your home by the Junker Sanitation Service. Larger items that
do not fit into your garbage container, may brought down to the dump
boxes behind City Hall for disposal (furniture, appliances, etc.)
(NO GARBAGE OF ANY KIND IS TO BE PUT INTO THESE CONTAINERS).
Grass trimmings, bagged leaves and tree trimmings will be picked up
by the City's crews each spring and fall. This year the pickup will
be the week of April 25 -29 beginning at the south city limits and
proceed northerly.
No construction materials are to be deposited in these dump boxes. If
you are having construction work done on your property, it will be
necessary to contact the Junker Sanitation Service to have a box placed
on your property and you will be billed for same.
The dump boxes located on City Hall property are not be used by con-
tractors when doing work within the City. All contractors are responsible
for obtaining their own receptacles for the disposal of their waste
materials and paying for same.

LICENSED CONTRACTORS AND BUILDING PERMITS
All contractors who do repair and /or maintenance work within the City
of Stillwater must be licensed by the City and if you have any .questions
about a given contractor, give us a call and we can verify same for you.
Building permits are required for all construction work or improve-
ments over $250.00 for materials and labor. Call.the Building Inspector's

RIVER TOWN RESTORATION SURVEY
River Town Restoration has begun work on the architectural and
historic survey of Stillwater homes and buildings. Members of the
group have been canvassing the older areas of the City during the
past few weeks in order to determine the architectural and historic
Tltegrity of each building. Following this initial survey, photo-
graphers and architectural surveyors will study the buildings that
rated high on the initial survey. All aspects of the survey concern
only the exterior of the buildings.
Final results of the survey will be used by the City Planning Commission
as background data for the Comprehensive Plan. In addition River Town
Restoration hopes to use the information for the publication of a book
or set of books about Stillwater's architectural and historic heritage.
River Town Restoration . will welcome any volunteers to help assist in
any and all phases of the research project. Please feel free to call

River Town Restoration also welcomes all in the community to their
informal and free monthly meetings, the 3rd Monday of each month at
the Stillwater Public Library, 223 North Fourth Street at 7:30 P. M.
So remember - that person with the clipboard or camera
in front of your home is not from the assessor's office.
Please feel free to offer your assistance and knowledge.
The City again this year has a contract for the removal of diseased
elm trees. After your tree has been marked by a member of the Public
Works Department, you will receive ,a letter from the City regarding
the removal of same.
Homestead property owners are entitled to partial reimbursement
(up to $12.50 per tree). Application for same may be made to the
Washington County Auditor along with a copy of the itemized bill of
removal.
Elm trees should not be trimmed during the period from April 15th
to the end of August since this is the time that the beetles are very
active. At no time should trimmings or any part of elm trees be
deposited at the Dump Boxes behind City Hall.
REVENUE SHARING HEARINGS
There will be public hearings regarding the use of the Revenue Sharing
monies which the City receives - please watch for the dates of these
hearings in the local news media.

GARBAGE AND REFUSE SERVICE
As of January 1, 1977 there was a change in the contractor for the resi-
dential pickup service. Your household refuse is now being picked up
by Junker Sanitation, Inc. and if there are any problems in your service,
we would ask that you call 439 -7135.
There will be some pickup day changes made for some of the residents.
Parts of Fairmeadows which was picked on Wednesday will be picked up on
Tuesday and parts of Greeley, William and Everett Streets north of Myrtle
Street will be changed to Thursday. Residents that will be affected by this
change will be notified by the contractor with a notice of said change
which will be either attached to your containers or your garage or house
door
The contractor has been taking the Christmas trees each week and if you
wish to have yours disposed of, just place it on top of your can next
week and they will take it for you.
Garbage and refuse for pickup is to be placed in 30 gallon cans, or regular
trash bags or disposable boxes or containers (no larger than a 30 gallon
container). The contractor is not expected to pick up construction
materials. If you put out something which is not in the contract, or they
are unable to take for you, they will attach a yellow ticket to such items
and state the reason why they are unable to take same.
If you have any questions or problems, please call the contractor at
439 -7135.
There will be regular pickup service on all holidays which fall on week-
days with the exception of Thanksgiving, Christmas., and New Year's.
DOG LICENSES
The 1977 dog license tags are now available at the City Clerk's Office,
216 North Fourth Street. The deadline for obtaining your 1977 license
is April 30, 1977. The fee for both male or female is $3.00 and when
applying for a new or renewal license we must have proof of rabies shots
within the past two years before the tag can be issued. All dogs over
six months old must be licensed according to the City's ordinance.
SCHOOL BOND ELECTION
The District No. 834 School Bond Election will be held on Tuesday,
February 8th - Polls will be open from 11:00 A. M. to 8:00 P. M. and
if you will check the recent bulletin from the School District you can
determine your polling place for this special election.
DUMP BOXES AT CITY HALL
For the convenience of the Stillwater residents (those within our corporate
limits), there are large containers for the disposal of items which the
regular residential refuse pickup service does not service, such as
furniture, appliances, etc. (NO CONSTRUCTION MATERIALS OR DISEASED ELM
TREES ARE ALLOWED TO BE PLACED IN THESE CONTAINERS - YOU WILL HAVE TO
MAKE OTHER ARRANGEMENTS FOR SUCH ITEMS). The hours which these boxes are
available are as follows:

Tuesdays thru Fridays 8:00 A. M. to 6:00 P. M.
Saturdays 6:00 A. M. to Noon

COUNCIL AGENDAS
The agendas for all the regular City Council meetings are available to
those wishing same upon receipt of your subscription with name and
address and remittance in the amount of $3.50 sent to the City Clerk's
Office, 216 North Fourth Street, Stillwater, 55082 (Make checks payable
to the CITY OF STILLWATER).
CALENDAR PARKING - SNOW EMERGENCIES
The following schedule applies for all persons parking vehicles on streets
and highways during the period from December 1st through April 1st of each
winter season, except in areas designated as Snow Emergency Routes:
"Beginning at 12:01 A. M. on December 1st and alternating each day
until midnight April 1st, vehicles shall be parked on that side of the
street or avenue which abuts the premises, whether improved or unimproved,
that are or would be identified by odd and even numbered street addresses.
"On the days of the month which are odd numbered days, 1, 3, 5, 7, 9,
11, 13, 15, 17, 19, 21, 23, 25, 27, 29 and 31, vehicles shall be parked
on the side of the street which residences have odd numbered street
addresses.
"On the days of the month which are even numbered days, 2, 4, 6, 8,
10, 12, 14, 16, 18, 20, 22, 24, 26, 28 and 30, vehicles shall be parked
on the side of the street which residences have even numbered street
addresses.
Each day between the hours of 7:00 P. M.
change -over period and the provisions of this
force during such time.
(The term "day" shall designate a period
midnight.)
On designated Snow Emergency Routes no vehicle parking is allowed on
such streets during the period of a snow emergency until the snow removal
has been completed.
PARKING PERMITS
The 1977 Downtown Stillwater parking permits are available at the City
Clerk's Office, 216 North Fourth Street. These permits may be used at
any ten hour meter in the parking lots. They may be purchased quarterly
at $15.00 or for the entire year at $60.00.
