Present were Mike Rice, David Korte, Chief John Gannaway, Sharron Harrison, and Dennis Pasket. Presentation of parking fund report information for 2007 Sharron Harrison presented an overview of two parking fund reports for 2007. The first report discussed was the monthly activity report. It shows revenue and expenditures, what the budget amount was, and the variance. On page three of this report it shows how well the fund did for the year. The other report was the Year End CAFR Report shows cash balance, end balance, liabilities that are done at the end of the year. The ending balance for 2007 is on the last page. During the discussion the parking fund report the question was asked if the maintenance came out of this fund. This issue is still being looked into whether the Parking Commission would take care of the maintenance and would get all the revenue generated by the ramp. Sharron also did add the last page of the yearly report the parking lot across from Cub Foods was separated out because of an agreement with Cub and the Veterans Memorial with any moneys left over to be used for any maintenance costs that the Vets don't pay. Chief Gannaway sits on the Veterans Memorial Board and they are trying to build an endowment so they can cover all those costs. Ten percent of the parking fund has been retained to cover maintenance costs. See attached reports. New Parking Enforcement Truck The new parking enforcement truck has been delivered and is being made ready for service. CSO candidates being interviewed On Saturday, April 12 thirteen CSO candidates are being interviewed. The Parking Commission pays for one of them. The question was asked if any of the Parking Commission board members would like to sit on the panel. One board member volunteered. Parking attendants to be hired Seven parking attendants are going to be hired. Most of them are returning from last year. City Counsel issued a hiring freeze. Other city departments along with Chief Gannaway had to justify why parking attendants, CSO's, and other seasonal help had to be hired. Discussion of what the parking attendants and summer CSO's do. Painting of curbs and parking spots. Outside company to be hired to repaint curbs and parking spots because of the Sesquicentennial and the RNC throughout downtown area. The question was posed as to what the commission thought about who should pay. The response was that the commission should contribute. That this would be a good time to repaint the side streets. Dennis Pasket to get an estimate. Tentative with developer of Maple Island Hardware The counsel came to a tentative agreement with the developer, Vern Stephan (sp), regarding the loss of parking spots in exchange for bathrooms downtown. More details should be learned at the next counsel meeting. Loss of parking spots downtown The city will be loosing some parking spots within the next two to three years due to the levee project and the project depending on how the bridge is reconfigured. Sponsor banner Per the city attoifhey, Dave Magnuson, the sponsor banner is a bad idea because we are a government entity. Parking ramp Parking ramp is looking like a done deal. There are issues about Peace Park. Ramp security was discussed, security cameras. There may be a need to tie in the parking ramp cameras and a camera for Peace Park. There may be some issues with illegal activity in the park. Discussion of other parking ramps. Possible job audit of Dennis Pasket's job to see how ramp would affect his work load. Discussion was brought up of renting out ramp spaces in the winter time to generate revenue with agreement that this is only for winter months. New member There may be a new member joining the commission. Downtown cameras There was some discussion regarding cameras in the downtown area. A few downtown businesses opposed, but there were a few that thought it was a good idea. Commission members thought the cameras were a good idea. The cameras would help deter vandalism in the downtown area. Tour bus and limo parking Chief Gannaway advised that there are twenty -four spots available by the Veterans Memorial (west side). There would be a conflict if there was a function at the Historic Court House. Another option would be parking at the dome. Indicate on the website that tour bus and limo parking would be at the lot by the dome. The issue of the buses running and fumes would cause complaints by residents if busses are parked downtown. Indicate on the parking brochure where tour buses and limos are to be parked. Property across the street from Oasis Restaurant On agenda to be a park and bridge trail when new bridge is built. New Bike trail system to go across Lift Bridge into Wisconsin, through Hudson, across new bridge, and into Bayport. Possible area for additional parking and/or bus parking? Next Parking Commission meeting Discuss with Bill at the next meeting about the parking ramp to get more information about when they're breaking ground. Have Kevin talk about the Danielson updates. Local roads to be closed Manning Avenue will be closed the first part of June to November. 62 Street to Highway 12 to be closed. Signs to be posted for Stillwater detour. Handicapped parking The Legion could use a handicapped parking spot. The owner of the Legion would have to go before the Planning Commission at the next counsel meeting and request the handicapped spot. Charging to close parking lot for RNC Possible media and delegate tours through downtown for RNC. Possibly close south main lot for the tour busses. Come up with a formula to charge for securing the closure of a parking lot; possibly $1,250.00. Schedule next Parking Commission meeting Set up next meeting via email. Send email to Larry Hansen, Kevin, and Bill Turnblad to update on parking ramp information. Next meeting at the end of April; either April 28` 29` or the 30 Pay parking machines If purchasing new parking machines for new parking ramp, get them from the same company so it's all on one system and to avoid problems in future. Administrative details to be decided at counsel meeting. Downtown business owners on Commission None of the downtown business owners are represented on the Parking Commission.
