PARKING RAMP:
THE OIMTMOLACO OF MINNESOTA
PARKING COMMISSION MEETING
MAY 29, 2008 MEETING MINUTES
MEMBERS PRESENT: Mike Rice, David Korte, Chief John Gannaway, CSO Dennis Pasket,
Bill Turnblad.
DISCUSSION
Two positive actions taken for parking ramp; first they approved the bond sale and they also
approved the development agreement which includes all the land owners: Trinity Lutheran
Church, Anderson, and the city. The development agreement lays out responsibilities for trading
land and who's going to do what but it also outlines some of the use issues for the ramp
(example Sunday mornings and church holy days). They also give to the Lowell Inn 23 reserved
spots (one for each room) but they aren't free spots. They will pay whatever the market rate is
for the stalls and they will pay for them if they're used or not. Price will be negotiated. The
bond sale has a cap. We can only raise so much revenue. The cap is 5.3 million dollars. The
project cost came in at about 6.5 million dollars. Possible deductions need to be decided upon;
itemize items that may not be included in the project depending on the bids coming in. The bids
may decide what we may have to take out or delay. The projects will happen but the millions
that the bond sale doesn't cover they either will get delayed and paid for through other revenues
and there are also things that may have to be cut (example the materials on the facades of the
ramp) or on the third level there is a section of the ramp that can be left for future construction
(about 16 spaces). Also Council Member Milbrandt (sp) suggested (unsure if the rest of the
council will support this) that we take half a million dollars out of reserve because we believe
that the ramp will generate enough revenue for the life of the ramp but also an access which will
also be able to support the downtown area. The way the ramp looks will not be cut. At the next
meeting our consultants will bring back some more details on costs and how we can cover the
overage. If the council is comfortable with those options we will continue to work on the bond
sale. If it affects the ramp too dramatically the bond sale will be called off. Bill and John will
have a meeting with the consultants to work out some details. More details to come at next
commission meeting. Discussion on how to cut some costs without cutting spaces.
ACTION: Bill to get more details from consultants and council.
LEVEE PROJECT:
The project is still on track to begin construction next spring. The first estimate was received to
begin the project and it was almost double the budget. The corp. will present at the next council
meeting with the new numbers. They are trying to cut costs. The corp. believes that it will still
happen but we're trying to figure out how to pay for it. The corp. is motivated to get this project
done.
SECURITY CAMERAS:
The second bid for the new cameras came in lower. John was put in touch with another couple
of companies and will be in touch with them. Trying to get the vender to talk to the designer of
the ramp so that both systems would work together and have the same monitoring system.
ACTION: John to get in touch with other companies and possibly get more bids.
REPUBLICAN NATIONAL CONVENTION:
Not a lot going on. We have a formal agreement with St. Paul Police for mutual aide. John
talked to a promoter based out of Lake Elmo and he was pretty confident that (and he's trying to
organize this) he could get between 300 and 500 delegates a day to Stillwater. He's assuming
that most of these delegates will be bused to Stillwater. We may have to make special
arrangements for parking for the buses. The issue is the protesters coming out because of
promotions. In addition to the delegates being promoted, they are also promoting media tours.
There's going to be 25,000 media a day in St. Paul. Security issues being looked into. John had
one protest group email him regarding if they have to have a permit to protest. Maybe block a
couple lots and charge per day for parking, possibly $1500 a day for exclusive use.
ACTION: Commission to look into bus parking for delegates and media tours.
RUMBLE ON THE DECK:
Rumble on the deck needs our stamp of approval.' It's down by the Freight House. We block off
the east side of the Water Street lot. Diane to beremailed that we approved this and to charge
$300.00 fee for the lot.
ACTION: Monica to email Diane and advise her that this commission approved the rumble on
the deck and to charge $300.00 for the lot.
JULY 4 EVENT:
The 4 of July is going to be different this year. They're doing a procession of historic cannons
by the court house, the west side of the memorial. There will be between six and eleven Civil
War cannons by the north wall of the levee. The cannon people need lot eight by the Desch (sp)
building (about 45 spots). Lot needs to be blocked off the night before.
ACTION: Denny to block off lot eight on July 3` for procession of Civil War cannons.
STRIPING UPDATE:
The striping is going on now and he's doing a good job. When he gets the bulk of the striping
done, he and Denny will ride around and do the odds and ends that need to get done. Denny
talked to Shawn and Nick about painting 20 feet around the driveway of OSI. The budget on the
striping came in less than was thought. The budget was $7,500 to $10,000 and the price came in
at about $5,000. He charges by the linier foot.
ACTION: Denny to ride around with the striping man to touch up odds and ends.
TROLLEY PARKING ISSUE:
The owner of the trolley hasn't been paying for their spaces. They are supposed to be paying
this commission $1200 a year for the use of the two spaces. Someone downtown is also
complaining that they are throwing their trash in the city dumpsters. This is a Public Works
issue. The owner of the trolley is Bob Raleigh (sp). I will send a reminder to John to talk to
Sharron regarding this issue.
ACTION: Monica to email John and remind him to get in touch with Sharron regarding this
issue.
PEDESTRIAN CROSSWALK SIGNS:
Mike was asking if there was a chance that more could be put out around town. They came from
Public Works on a trial basis.
PARKING AMNESTY:
John will be giving Denny a book to look at as far as a letter to write. It will be decided on a
case by case basis. When Kathy or Sue gets a complaint they should forward the complaint to
John instead of just taking the check.
ACTION: John to give Denny a book regarding this issue to look at.
LIGHT IN LOT ONE:
The light pole in lot one is still not fixed. Denny to email Shawn in Public Works to get this
light fixed. It's been broken for months. It's a safety issue and needs to be fixed.
ACTION: Denny to email Shawn in Public Works and advise that this commission would like to
have this light fixed`."
