This memo is a reminder to Council that a Special Meeting has been scheduled
for Tuesday evening, July 28, 1992, 7:00 P.M., in the City Hall Council
Chambers, 216 No. Fourth St., Stillwater, Minnesota, to discuss the following:
1. This is the day and time to receive a presentation of the Preliminary Plan
for Lowell Park and other City owned riverfront areas.
Notice of the meeting was published in The Courier on July 16, 1992.
2. Resolution for approval of Salary Schedule for Part-Time Police Officers.
3. Set date for Workshop with Charter Commission for discussion of regulation
of City owned land.
4. Any other business Council may wish to discuss.

SUBJECT: CLG GRANT CONTRACT
BACKGROUND:
Congratulations! The City of Stillwater has.received the
matching grant from the Minnesota Historical Society/
Department of Interior to begin~ context study. The
purpose of this study .is to identify and develop>a series
of historic contexts -to aid in the development jmd
implementation of the Historic Resources Section of ;the
Comprehensive Plan.-It will also aid the Heritage\
Preservatio.n Commission in the designation}' f ,local
historic sites and districts.
-DISCUSSION: -
I have attached the project description which gives
detailed overview of the project and budget. The. Ci ty wi 1
receive the matching grant of $3,250 once the project 'is
completed. We have included Staff time, volunteer time and
a cash match of $2s000 which is in the Planning Budget for
the Comprehensive Plan update.
RECOMMENDATION: ;-
Approval to sign the grant contract and direct Staff to
proceed with a request for proposals.

Work Summarv: The purpose of this project is to identify and develop a series
of historic contexts for the City to aid in the development and implementation
of a Historic Resources Section of the City's Comprehensive Plan. The study will
build on the contexts development under an earlier CLG grant for a survey and
National Register nomination of the downtown area. The study will expand on the
earlier survey to identify additonal historic themes for the whole city.
The project will be accomplished under the supervision of. personnel meeting the
Secretary of the Interior' B Professional Qualifications Standards for history or
architectural history, and will comply with relevant sections of the MN SBPO'S
Guidelines for SHPO Architecture/Histo~Pro;ects of July 1991. The following
information will be developed for each identified context:
1.
Context definition, including a concise'descl:iption of the contexts
chronological, geographic, and conceptual boundaries (the description of
each context's conceptual boundaries should be documented with foodnotes
or endnotes);
2.
Preliminary listing of property types (including information on
locational patterns and current conditions); and
3. Preliminary identification and evaluation goals for the contexts.
consultations and Pro~ress Reoorts:
1. The CITY will inform the SOCIETY of the name and qualifications of the
historian, architectural historian, or historical architect with whom it
has contracted within fifteen (15\ days of the contract.s execution. The
CITY at the same time will provice the SOCIETY with a copy of the contract
and acomplete report. of the procurement process demonstrating compliance
with Federal competitive procurement requirements. (See II. ASSURANCES,
Item B., CLG Grant Agreement, and Part VI of 1992 CLG Grants Manual.)
By December 1, 1992, the CITY will submit a progress report to the SOCIETY
describing work done to date..
By December 15, 1992, the CITY will schedule a meeting through the
SOCIETY'S Grants Office to confer with SHPO staff to discuss the report.
By March 1, 1993, the CITY will submit a progress report to the SOCIETY.
By May 1, 1993, the CITY will submit a progress report, including a list
of proposed contexts, to the SOCIETY.
By June 1, 1993, the CITY will submit a draft for each of the contexts
being developed.
The SOCIETY may request other reports and on-site reviews of project
progress, as necessary.

Final Produc'ts: The Final Products to be submitted with the Request for
Reimbursement (see Part III of the CLG Grant Agreement) will be three copies of
the report--one unbound and two bound--printed on a letter-quality printer or a
typewriter (they should not be printed on a dot-matric printer). They will
include the following elements: .
1. A general description of the process (including public participation) and
rationale used in delineating the identified contexts;
2. Information on each context, as indicated above;
3. A description of how local contexts developed for this study relate to the
statewide contexts for the area; and
4. A list of priorities for developing a historic preservation program in the
City, including any special situations that might require immediate
attention.

Final Reoort: The Final Report will include a brief description of the
administration of the project. Two copies of this report will be submitted to
- the SOCIETY with the Final Products and the Request for Reimbursement (see Part
III of this CLG Grant Agreement).

SOCIETY'S Grants Office no later than August 15, 1993. All project work must be
completed no later than July 31, 1993.

SET WORKSHOP MEETING WITH CHARTER COMMISSION TO DISCUSS
REGULATION OF CITY OWNED LAND.
The Charter Commission has been working on regulation of City owned land for
the past few months and would now like to set a Workshop with the Council.
Two possible dates would be August 11, (there is a Workshop with Cub at 4:30
P.M., but perhaps this subject could also be included), or 4:30 P.M. on August
18 (Regular Meeting at 7:00 P.M.).
Council advise is requested.

When trying to resolve a matter under consideration, it may be difficult to come to a
conclusive decision by only hearing testimony from both parties. Realizing your schedules are full
and time is limited, I would like to extend the following invitation.

At your convenience, either individually or collectively, I would like to invite you to my
home to view the structure in question. I believe it will helpconfinn your final resolution of 3 to 1
to lower the fence to its original 8 foot height. I would also invite you to view the fence from the
yard of the third party who stated the fence didn't bother them. I feel it may be due to the fact
that the proximity of the fence is not within viewing distance of their home. The fence only
separates two properties.
