We have been led to understand by Mr Magnuson that an
"a~Jl'eerllent." is possible with the City. We wel'e told to come
up wit.h a proposal for the City to consider.
The three of us did meet and reached a consensus as follows:
We want to state that our three homes are the only small
residences t.hat are beinq t.axed. The cost. of the plan had
been t.out.ed as being paid for by commercial real est.ate.
These three VERY OLD HOMES do not. fit. this description and
should have been exempt from the cost of this project as are
other homes in t.he plan's boundary. We feel that our homes
will not. receive any more benefit. from these improvement.s
than anv other home. In fact the planned parking lot. across
the stTeet. will most likE:ly detract 'f":'0[11 the peace and valt.!e
of our homes. On the ot.her hand we feel our homes add t.o
the downtown amOlance. We ask you accept this solution.
IF, for some reason, this solution is not acceptable; then
we feel onlv the space our homes occupy should be taxed at
the $1.01 per square foot rate. Each of our homes appear to
cover about 1,000 square feet. This would make the cost to
each homeowner $1010.00. We should be dealt with fairly
and equally in this special assessment cost.

The City Attorney, Mr. Magnuson} has suggested the cost be
according to an assessment evaluation of the homes. Tt12
first suggestion was at a commercial rate; but then, he
offered it at a resident.ial rate. We reject this proposal.
First, it is not how the overall concept. of the special
assessment.s was conceived; and second, we feel that this
type of evaluation should only apply to our property taxes.
The cost of this type of evaluation is quit.e subjective and
can lead to unnecessary costs to the city and ourselves as
we araue over the finer points of perceived values.
Mrs. Fraser has stated that t.he 51000.00 figure is one that
her lawyer had mentioned to her as reasonable for her home.
The fee for her lawyer is $120.00 an hour. Neither Ms.
Amrein or ourselves wish to get involved with an attorney if
we can avoid the CI~stS. These services can escalate qtJite
rapidly and be too prolonged. We hope we can reach a
set.tlement so t.hat the city and we t.hree can save on t.hese
type of expenses.
We ask you ALSO to consider the value this City is receiving
from these three home~ in the amount of our TIF
contl' ibutions.

WCCO radio to discuss possible sites for the "Boone and Erickson Show" in
October. Tne sites I will be showing him include~

Stillwater Bakery
The goal is to get a location with a view to Main Street and/or areas of
Downtown which aren't greatly affected by construction in October.
We will also discuss how many local guests will be on the show. The attached
is a list of individuals I thought may be of interest to the listeners.
CONCLUSION
If any Council Members are free at 11:00 A.M. tomorrow, it would great if you
could join us. We will be meeting here at City Hall. Also, if you have ideas
about local individuals who may be interested in being on the show, please let

SUBJECT: REQUEST FROM JULIE MCGUIRE TO PLANT TWO TREES
IN SIDEWALK IN FRONT OF RIVER RATS, SOUTH OF
OLIVE STREET ALONG SECOND STREET
The owner would like to plant two street trees and install
tree grates to shield the front of the building from the
bright sun. The building faces west and receives bright
sunlight during afternoon hours. The trees are located to
frame the entry to the building.
The estimated cost per tree is $1,000 for tree and grate.
The owner would pay for the cost of the grate and trees.
RECOMMENDATION:
Decision on request and direct Staff to coordinate prOject
with contractor as necessary.

DISCUSSION OF 1992 BUDGET

City Coordinator Kriesel outlined recommended changes to the
revenues and expenditures made to the 1992 budget subsequent
to the August 13 budget meeting. Council agreed to reinstate
the building inspector's request for a pickup truck, to
eliminate one of the part-time secretary requests by the
police department, and to contact the Public Works Director
to determine whether a sweeper or a water truck should be
included in the Capital Outlay Budget. Council will formally
adopt the budget at next Tuesday's meeting.

Funke to set November 19, 1991, at 7:00 p.m.

1. This is the day and time for the Public Hearing to consider a
Variance request to the front yard setback requirements (20
ft. requested, 30 ft. required) for the construction of eight
single family hpmes on the north side of Van Tassel Dr. and
the east side of Neal Ave., Lots 1-8, Oak Glen 13th Addition
in the RA, Sirgle Family Residential Dist., David Johnson,
Applicant. Case No. V/91-39.

Hr. Russell ekplained that the reason for the request is
because of a hlgh perched water table. Planning Commission
Chairman Fontaine stated that the Commission approved the
request with three conditions. Condition No. 1 states that
Lots 1 and 3 shall have front and corner sideyard setbacks of
thirty feet. The applicant, David Johnson, requested that
Lots 1 and 3 be allowed the variance also. The variance will
be used only if it is determined to be necessary after
digging begins.

PROJECT DESCRIPTION:
A variance request for a 16.3 foot front yard setback for construction of a
single family residence.
DISCUSS ION:
The reque s tis for a 16.3 foot front yard setback for constructi on of a si ngl e
family residence. Tile required setback is thirty feet. Tne vacant lot is very
steep, droppi ng off over twenty feet from in front of the house to the rear.
Also, large mature trees including a 26 inch oak is located on tile sloped area
and would have to be removed if the 30 foot setback is met. These trees hold
the slope and stabilize the site.

Water service is available in Riverview Drive and sanitary service in
Sycamore Street. The applicant would be responsible for constructing a system
that would hold and pump the sewage up to the City sewer system and connect to
water.
It will be important during construction that the site be protected from
erosion and that there be minimum disturbance to the steep area behind (down
slope) the structure.

RECOMMENDATION: Approval with conditions.
CONDITIONS OF APPROVAL:
1. The 26 inch oak tree and otner mature down slope vegetati on shall be
protected and preserved to the maximum extent possible and the sloped
area left undisturbed.
2. A drainage and erosion control plan shall be submitted and reviewed
and approved by the Community Development Director showing how roof
drainage from the structure and runoff from the paved areas will be
handled without causing erosion.
3. All disturbed yard areas shall be replanted and erosion control
measures provided to minimize erosion as soon as possible.
4. A soils and engineering report by a qualified professional shall be
submitted for review and approval showing the residence foundation
design can accommodate the site.
5. Water and sewer connection to City services shall be constructed by
the developer according to plans approved by the City Water Department
and Public Works Department.
6. The City Engineer shall revie~J the site plan to make sure the storm
sewer drainage can be accommodated.

I am writing this letter on behalf of Clifford & Donna Fearing, who
are the fee owners of the property located on Riverview Drive,
Stillwater, legally described as:

Lot 1, St. Croix Heights, according to the plat thereof
on file and of record in the Office of the Registrar of
Deeds, Washington, County, Minnesota.
The South Thirty Three and one half feet of Tract
2, Registered Land Survey No.7, according to the plat
on file and of record in the office of the Registrar
of Titles in and for Washington County, Minnesota.
All that part of vacated North Broadway which
accrues thereto.
The purpose of this letter is to formally request definitive City
determination relative to the actual siting of the proposed home for
Mr. & Mrs. Fearing. As I understand the City Ordinance relative to
front setbacks, it is a requirement that a home to be built between
two existing homes must be behind a line drawn from the adjacent
structures across the vacant site (effectively averaging the front
setbacks of the adj acent homes). If my understanding of this City
requirement is in error, and if a formal variance procedure is
required, please allow this letter to serve as our official variance
application.
As you can see, by reference to the attached land survey prepared by
Schoell and Madson, Inc. Land Surveyors, there is a very significant
vertical deviation on this site. This severe topography has been a
foremost factor in the development of architectural plans. Although
great care was taken to develop architectural plans that provide a
narrow foot print from front to back in the house, you can see that
there is a tremendous vertical deviation caused by the severe
topography. To quantify this statement, one will note that the

existing grade deviates from 829.4' at the southwest garage corner to
811.2' at the northeast house corner. This is a difference of 18.2
feet of vertical deviation, and the topography continues to slope
very dramatically as one goes in an easterly direction. By moving
the house even a few feet to the east, significant additional
vertical deviation Will be occasioned, and extraordinary earth
retention and corrective measures will need to be undertaken.

In addition to the drastic topographical features on this site are
several mature trees. By siting the house several feet to the east,
one would need to fill an additional vertical area, which
necessi tates a horizontal clearing of trees for the slope of the
fill. In short, for i every additional foot this house moves to the
east, additional vert~cal deviation occurs, which requires additional
extraordinary filling, which requires additional tree removal. It is
the Fearings' express desire to intelligently preserve all possible
native vegetation, and we respectfully request a final City
determination that th~ house front setback as shown on this attached
survey be approved.

Since the Planning Commission meeting of August 12, 1991,
Staff has become aware of Conditions of Approval that were
placed on a variance for Lots Y and Z (see attached). A
small portion of the residence is located on the southern
portion, 30,5 feet of Lot Z.
To clarify the situation regarding the conditions, it is
recommended that the City Council remove the conditions
from the south 30.5 feet of Lot Z and review the current
variance setback request as a separate project. The new
Conditions of Approval for Case No. V/91-41 would then
apply to the project.
RECOMMENDATION:
Approve a resolution relieving the south 30.5 feet of Lot Z

PROJECT DESCRIPTIONS:
The proposal is for a Special Use Permit to conduct a com~rcial entertainment

DISCUSSION:
The request is to conduct a commercial concert studio in the basement of Water
Music at 116 East Chestnut Street. This use is defined as a commercial
recreational entertainment requiring a Special Use Permit under Subdivision 17
in the Stillwater Zoning Ordinance CBD, Central Business District. The use is
now being conducted. The applicant also is considering a restaurant use.
The Speci al Use Permi t expands the use of the basement as not only a recital
space and waiting area for Water Music and a video and audio recording studio;
but using this space as a commercial concert studio.

The concerts at the Blue Guitar range from 20-44 patrons. The occupancy load
for this use is allowed by Fire and Building Codes up to 49 people. The Fire
and Building Departments have inspected the site. The parking demand is 16
parking spaces. The applicants have stated there are plenty of parking spaces
on Chestnut Street, the City lot and on Third Street during hours of business
which includes weekends 8:00 P.M. to 10:00 P.M.
The restaurant use \'Iill require additional licensing from the Health
Department and City Building Department. Proof of these inspections should be
submitted when necessary. The occupancy load of 49 will not change with the
additional use.

CONDITIONS OF APPROVAL:
1. Food service on the site is limited to beverages and snacks, services
accessory to the entertainment.
2. Requi red County heal th inspection for a limited food 1 icense shall be
submitted to the Planning Department.
3. No outdoor music is allowed.
4. This permit shall be reviewed if there are any complaints on noise.
5. The maximum occupancy for the Blue Guitar is 49 people. If this limit
is exceeded, the permit shall be revoked.
Hours of operation snall be after 6:00 P.M. on weekdays and after 12
noon weekends.
RECOMMENDATION: Approval.
FINDINGS:
The proposed use will not be injurious to the neighborhood or otherwise
detrimental to the pUblic welfare. The use will be in the general purpose of
the CBD zoning regulations.

Dear Commission and Council Members:
We are requesting a special use permit for the downstairs of
our existing retail space at Water Music. The space is
called The Blue Guitar, and will provide a variety of
services to our customers, including recital space, waiting
area for parents of music students, try-out facility for
instrument customers, and video and audio recording studio.
The Blue Guitar will also function as a concert studio for
groups of musicians performing all-original material, in
keeping with our Water Music goal of promoting musical
performance. We want to provide a cultural experience for
music lovers that is beyond hearing familiar tunes in a
distracting, noisy setting.

Our concerts are attended by 20 to 44 people. We have a very
quiet, listening audience, whose politeness and appreciation
of the music makes our concerts a unique experience.
In the evening hours (on the weekends) there seems to be
ample parking. Since we have been in operation we have found
plenty of space, both in the city lot, on Chestnut, and on
Third Streets. While the construction is in progress, and
Third Street parking is restricted, parking is not as good,
but this will be a short-term problem, and impacts Water
Music far more than it does The Blue Guitar, due to the hours
of operation (from 8:00 p.m to 10:00 p.m.).
The Blue Guitar, located under the substantial concrete floor
that forms Water Music, is well insulated. The only time
its music is heard on the street is if the door is left open.
The Fire Marshall and the Bulilding Inspector hae reviewed
our project with us and determined that our square footage
and Exits allowed 49 people to be in the space. We have
always limited attendance based on those guidelines.
We currently serve natural snacks and beverages (in their
containers). We do not have a food license, but are
considering applying for a limited one. We would like to
have this special use permit include permission to do that.

River Heights Plaza exterior signage shall consist of store
identification only. Copy shall be restricted to the Tenant's proper
names and major product or service offered. Corporate logos, emblems,
shields and similar identifying devices shall be permitted provided they
are confined within the signage panel.
All signs shall be located in the designated sign band area assigned by
the Landlord.

All signage is to consist of individual illuminated letters with a
maximum height of 24" and a minimum height of 10". Descenders shall not
exceed 5".
Neon must be double-row for even illumination.
All neon must have 30 M.A. transformers. Argon gas (white, blues and
greens) must have 60 M.A. transformers.
All signs must have an 18" margin on each side of their allotted sign
band in Phase I with Phase II having 12" margins on both sides.
All letters must be constructed of aluminum. Sides may be painted to
~atch the lettei face.
Letter fac'es shall consist of 3116" plexiglas. Color choices by Tenant.
All letters must be constructed to U.L. standards and must be U.L.
approved.
All signs for each Tenant, will be furnished, paid for and properly
maintained by said Tenant.
Tenants or their representative must submit three drawings for all
proposed sign work to the Landlord for approval clearly detailing the
proposed sign and specifying the color selected. The Landlord will return
one signed set upon approval. If a sign should be disapproved, the
Landlord shall provide a written explanation.
12. The following is not permitted and is expressly prohibited:
a. Signs with exposed neon, fluorescent tubing or exposed lamps.
b. Signs with flashing, blinking, moving, flickering, animated, audible
effects or types.
c. Printed signs on storefronts or windows.
d. Paper signs, stickers, banners or flags.

DISCUSSION
The request is to place a free-standing monument sign approximately twelve
feet from the street and one to two feet from the property line. The
appl icants do not have exposure from Tower Drive. The travel agency in the
front of the building has the visibility from tl'1e street and also have a large
monument sign which was placed when the building was constructed. Each
business, the insurance agency and the lawyers office, will have less than
twenty two square feet. The sign has the address of the building for
additional exposure. This sign face is approximately forty five square feet.
As shown on the sign plan, the sign will be approximately six and one half
feet in height. No landscaping is shown.
CONDITIONS OF APPROVAL:
1. The area around the sign shall be landscaped.
2. No additional signage is allowed.

PUBLIC HEARINGS
Case No. V/91-39 - A Variance to the front yard setback
requirements (twenty feet requested, thirty feet required) for
the construction of eight single family homes on the north side
of Van Tassel Drive and the east side of Neal Avenue. Lots 1
through 8, Oak Glen 13th Addition, in the RA, Single Family
Residential District.
The applicant, David Johnson, explained that the request is
because of high perched water in the area. The digging will
start at the 30-foot setback, but may have to be moved up to 20
feet if the high water makes it necessary. Recent soil borings
have shown the water to be three feet higher than in 1984. He
also stated that one excavation may drain the other sites, making
the variance unnecessary. The variance will only be used if it
is shown to be necessary.
There are two recommended conditions of approval. The Commission
determined that a third condition should be added, allowing a
maximum of five feet in the difference between setbacks of
adjacent lots.
Motion by Gary Funke to aprove the variance request with three
conditions. Seconded by Glenna Bealka. All in favor.

along with Clifforp and Donna Fearing, property owners.
There are five recpmmended conditions of approval. Mr. McNamara
stated that condi~ion No. 1 as written may be impossible as the
foundation has not yet been engineered and he does not know how
much working area rill be needed. He agreed that the area will
be as undisturbed ~s possible, and that the trees will be fenced
and erosion control fences erected during construction to
preserve the site. The Commission agreed to add "to the maximum
extent possible" t~ the first condition.

placement of a forty five square foot monument sign approximately
twelve feet from the street at 1826 Tower Drive.
Janet Jezior presented the application. An existing shrub will
be removed for placement of the sign. The sign will be 8 or 8-
1/2 feet wide. She feels the 12 foot location will give better
visability to the sign from Tower Drive.
Members of the Commission felt that placement of the sign at the
IS-feet allowed by the ordinance would be adequate and that there
would be sufficient room for the sign at 15 feet.

Motion by Duane Elliott to deny the variance request. Seconded by
Rob Hamlin. Motion to deny carried 3-2 (G. Bealka and G. Funke
opposed) .
OTHER
Vacancies on the Planning Comission - There are currently two
vacancies on the Commission. The Commission reviewed eight
applications which have been received. One applicant was
immediately excluded because of membership on another commission.
Each Commission member chose four applicants whom they would like
to interview. There were five applicants receiving an equal
number of votes. Those applicants will be interviewed by the
Commission before next month's meeting at 6:30 p.m. on September
9. The Commission will then recommend two of the applicants to
the City Council for membership.
Floodway zoning Amendment - The commission reviewed and discussed
the second draft of the Flood Plain Ordinance.
Motion by Rob Hamlin to recommend adoption of the Flood
Ordinance by the City Council. Seconded by Duane Elliott.

As authorized, we have prepared this Feasibility Report for the
street construction of Northland Avenue located in southwest
stillwater. This report was a result of the stillwater Pavement
Management Study which has indicated the need to reconstruct a
large portion of Northland Avenue. Drawing No. 1 shows the proj ect
Location.
EXISTING CONDITIONS
Northland Avenue was rated along with all of the streets in
stillwater as a part of the Pavement Management Study. The ratings
are based on a visual inspection which identified various problems
that affect the life of a street. Signs of distress include trench
and curb and gutter settlements, alligator cracking, map cracking
and lack of crown. This type of damage is typically caused by
inadequate drainage, frost action, inadequate street section,
ground water or poor subgrade soils.
Northland Avenue showed signs of distresses to some degree along
the entire length of road. The distress was to varying degrees so
Northland Avenue was broken into the following four (4) segments:
1. South of Sunrise Avenue to Croixwood Boulevard
2. Croixwood Boulevard to Interlachen Drive
3. Interlachen Drive to Hawthorne Lane
4. Hawthorne Lane to C.S.A.H. No. 12 (Myrtle Street)
The Pavement Management Report indicates that the first and fourth
segments should be resurfaced, the second segment should be totally
e reconstructed and the third segment partially reconstructed.

PROPOSED IMPROVEMENTS
Resurfacing is recommended for the segments from south of Sunrise
Avenue to Croixwood Boulevard and from Hawthorne Lane to Myrtle
Street. Under the resurfacing recommendation, trench and curb and
gutter settlements are repaired and leveled. Alligator and map
cracking areas are excavated and the cause for the cracking is
determined, prior to patching. Large transverse and longitudinal
cracks are filled with a rubberized asphalt. The bituminous is
milled along the entire length of the resurface areas to provide a
match at the gutter and driveways. The length of these areas are
then overlaid.
Partial Reconstruction is recommended for the area from Interlachen
Drive to Hawthorne Lane. Partial Reconstruction indicates that the
street is deteriorated to the point of requiring reconstruction,
however the curb and gutter, for the most part, is in good enough
condition to save. The small segments of curb and gutter that have
settled are repaired as a part of the reconstruction. The subgrade
is inspected to determine the reason for the street failure as
reconstruction occurs. A one foot granular subgrade is included.

Total Reconstruction is recommended for the area from Croixwood
Boulevard to Interlachen Drive. Total Reconstruction indicates
that the street is in need of total replacement. The majority of
the curb and gutter has also failed and is in need of replacement.
Again, as construction occurs, the subgrade is inspected to
determine the reason for failure. A one foot granular subgrade is
included.
Drawing No. 2 shows the Proposed Improvements.

If the proj ect is to be assessed, a Public Hearing will be
required. Because of the size of the project, the requirements for
the Public Hearing and the time required for the advertizing for
bids, do not make it feasibile to construct these improvements this
year. We therefore recommend winter design and an early spring

COST RECOVERY
The project costs for the construction of these improvements is to
be recovered through special assessments. Street assessments in
Stillwater have typically been computed on a front foot basis.
Based on the total assessable footage of 9,814.32 lineal feet and
the Total Estimated Project Cost of $239,948, the assessment rate
would be $ 24.45 / FF if all properties are equally assessed
regardless of the type of construction in front of their property.

If the project is assessed based on the type of construction, the
properties fronting on resurfacing segments would be assessed
$10.37 / FF ($ 48,257 project costs and 4,653.12 lineal feet).
Properties fronting on reconstruction segments would be assessed
$37.14 / FF ($ 191,691 [project costs and 5,161.2 lineal feet).
Attached is a copy of the Mock Assessment Roll.
CONCLUSIONS AND RECOMMENDATIONS
The improvements outlined in this report are feasible. We
recommend that the improvements be constructed as proposed.

SUBJECT: FINAL PLAT /PUD APPROVAL FOR SECOND PHASE
HIGHLANDS OF STILLWATER, SECOND ADDITION. 42
LOTS.
The request is for Final Plat and PUD approval for the
second phase of the Highlands project. The subdivision is
for a 42 lot single family subdivision. The second addition
Final Plat request is consistent with the Master Planned
Unit Development approved for the site.
The applicant has also petitioned for the preparation of
plans and specifications for the public improvements for
the second phase
The request has been referred to City departments for
comments. The Water Department has approved the plans and
comments will be available at the meeting from the City
Engineer.
RECOMMENDATION:
Approval of Final PUD approval and Final Subdivision
approval for the Highlands of Stillwater, Second Addition.
CONDITIONS OF APPROVAL
1. The Final Plat shall not be filed with the County
until a contract for public improvements has been
entered into by the City.
2. No building permits shall be issued for lot
development until the Final Plat is recorded and
site grading completed, public utilities in and
corners of lots plainly staked.

We have reviewed the preliminary development plan and final plat
for the Highlands of Stillwater 2nd Addition. The grading plan
is to be submitted in the near future. The property is located
north of Orleans Drive.
Sanitary Sewer
The development plan provided for the 2nd Addition does not show
the proposed sanitary sewer. The overall development plan
previously approved indicated the sewer from the 2nd Addition
flowing south to the Orleans Drive system. The first addition
was constructed with sewer stubs for this expansion.
Watermain
The development plan provided for the 2nd Addition does not show
the proposed watermain. The overall development plan previously
approved indicated that the water service for the 2nd Addition
will be fed from stubs provided in the 1st Addition. These stubs
were constructed this summer.
Grading
The development plan shows the general direction of runoff but
not in enough detail for review. A grading plan will need to be
submitted showing the proposed grades and erosion control.
Restoration will be required following the grading.

storm Sewer
The development plan indicates the proposed storm sewer.
Existing runoff from the 1st Addition will be picked up and piped
to the existing ponding area at the northwest corner of the site.
In addition, runoff from easterly areas in future Highland
Addi tions that were originally to flow to Lilly lake have been
rerouted to flow into this holding pond. With an increase in
area contributing to the pond, additional ponding capacity will
be required. Computations for the pond capacity will need to be
submi tted by the developer for review to assure that flooding
does not occur. The computations for storm sewers will also be
required to assure that pipe sizes and grades can provide service
to future additions in the Highlands site.
Final Plat
The proposed final plat was also reviewed. Proposed utility
easements are adequate, however, as indicated under the storm
sewer section, the proposed drainage and utility easement at the
northwest corner of the site may require revisions depending on
the ponding capacity required. After reviewing the ponding
computations we will be able to determine if the indicated
ponding easement is adequate.

Association will hold its annual convention in Minneapolis. This is an
association of flag researchers, collectors, manufacturers and others
interested in flags.
When meeting in the different areas of North America, members research
local flags and ijag history, display their findings during their
meetings, and in many cases publish the results in vexillological
journals.
There will be a public display of Minnesota city and local flags during
their meeting in' October.
This interest and attention to the local areas of Minnesota is good
for our state, anp good for the many cities and counties of Minnesota.

Dear City Official:
I wish to extend a cordial invitation to attend the League of Minnesota Cities' regional
meeting hosted by the City of Lakeville Monday, September 30, at Brackett's Crossing Country
Club, 17976 Judicial Road. We believe the LMC has saved the best for the last regional meeting
of 1991.
The afternoon program will begin at 2:30 p.m. and conclude at 5 p.m. It will focus on
personnel issues, including pay equity/comparable worth, veterans preference in hiring and fed-
eral withholding information (W2's versus 1099's, along with the defined contribution plan for
elected officials.) The presentation regarding pay equity/comparable worth is especially important
now because the law calls for compliance by December 31, 1991. Personnel from the Internal
Revenue Service will make a presentation on payroll withholdings. You are urged to include
among your attendees the person or persons responsible for your fire department payroll because
the July 1 law regarding Social Security and Medicare will affect salaries earned by firefighters.
The social hour and dinner will begin at 6:15 p.m., followed by the eveni,ng session. LMC .
President Pete Solinger will discuss the League's goals for the coming year. Included will be a
League video on 1991 legislative decisions, their effect on cities and future implications. A
discussion on the future of property tax relief funding will follow. The meeting will conclude with
door prizes, including a free registration to the 1992 annual conference June 9-12 in Bloomington.
We extend a special invitation to you to tour our new City Hall at 20195 Holyoke Ave. Tours
will be available all afternoon, beginning at 1 :30 p.m. and continuing through 4:30 p.m. A map that
points out the location of City Hall and Brackett's Crossing, along with detailed directions for
reaching Brackett's, is printed on the reverse side of this letter. To reach City Hall from 1-35, exit
on Highway 50. From Cedar Avenue, take 202nd Street west.
To make reservations for your city, please return the enclosed registration form as soon as
possible. The first 150 people to register will receive a special commemorative gift. If you must

The Heritage Preservation Commission met Monday, August 5,1991 at 7:00 P.M.
in the Council Chambers of City Hall, 216 North Fourth Street.
Present: Chairperson Jeff Johnson, Shawn Draper, Marlene Workman.
Not Present: Bob Kimbrel, Tim Stefan and Katherine Francis.
1. Approval of Minutes:
Jeff Johnson made a motion to approve the minutes of July 2, 1991,
seconded by Marlene Workman. ALL IN FAVOR.
2. Case NO. DR/91-15 - Design Revie,;/ for a facade rehabilitation and signage
at 116 East Chestnut Street. David Johnson, Applicant.
Mr. Johnson presented the proposal for the facade rehabilitation which
included a brick facing at the street level, adding an awning, and
painting a mural on the second level.
Discussion followed on the amount of signage on the building. Jeff Johnson
suggested lettering be placed on the sides of the awning toward Third and
Second Streets for increased visibility.

Dave JohnsQn stated that his signage and storefront needs to appeal t~all
age groups. The local market is very important to his business.
- Jeff Johnson made a motion to approve the plan as stated:
1. A brick veneer face on first level,
2. Projecting sign for Blue Guitar,
3. Awning.
The mural was not approved. Mr. Johnson shall submit detailed plans for a
mural to include color and size.
Marlene Workman seconded the motion. ALL IN FAVOR.
3. Ann reviewed the status of the local historic district. It has now been
certified by the National Park Service. The Preservation Commission would
like to find out when the State Review Board will be meeting for
recommendation to the National Register. Ann will cal i Susan Roth at the
SHPO office to find out. Marlene Workman stated that a walking tour could
be developed as a part of the National Register nomination and the Chamber
of Commerce promotion.
4. The Commission discussed the appointment of a new Heritage Preservation
Commission member. Various downtown individuals have stated an interest in
the group. Resumes and letters of interest will be presented at the
September meeting.

5. During the labor Day holiday, the Preservation Commission \'Ii11 flEet on
another evening. Ann will check the City schedule. Two evenings which may
be appropriate are September 4th or September 9th.
DESIGN REVIEW
6. Case No. DR/91-15 -, Design Review for the placement of a six square foot
projecting sign at 216 South Main Street. Deborah Ash, Applicant.
The sign met the purppse of the Design Guidelines and Sign Ordinance.
Shawn Draper made ~ motion to approve the sign as proposed. Marlene
Workman seconded the ~otion. All IN FAVOR.
7. Case No. DR/91-14 - Design Review for the placement of an awning at 224
South Main Street. Richard Chilson, Applicant.
The applicant was not present to discuss his proposal. The Commission
commented on the amount of existing signage on the building, the
appropriateness of this type of awning on this original historic
storefront and the actual need for an awning on the west side of Main
Street. These com~ents could not be discussed further because the
applicant was not pre~ent. ·
Jeff Johnson made al motion to continue this case to the next regular
meeting so the appl~cant could present his proposal. Marlene Workman
seconded the motion. All IN FAVOR.

The Commission discussed inappropriate signage in Downtown, including the

SUMMARY OF COMMUNITY ASSESSMENT

The Washington County Board of Health has sought, through this health planning process, to
develop public health programs to serve our population as a total community and to serve
targeted, special need segments of our citizenry. In initiating our planning process in
September 1990, the County Board solicited the involvement of the community in
identification of health needs and input into the preparation of this plan.
The Public Health Advisory Committee, at its first planning meeting on September 19, 1990,
developed 25 health issues with existing or potential health impacts on our community. The
methods used to develop these health issues were:
1. A review of our County demographics. The advisory committee looked at
demographics of our population including age, sex, race/ethnicity, residence/location,
household income and educational level of household, family size and occupational
level of head of household. Of particular importance to the committee in its planning
efforts for 1992-1995 was the age cohort as an indicator of the potential health needs of
our population. In addition to population characteristics, the advisory committee
considered individual health characteristics of our population as derived from
Minnesota Department of Health statistical reports and reports on program activities of
our local health department.

2.
A review of Year 2000 Health Objectives and the draft "Minnesota Health Goals and
Objectives for the Year 2000" .
3. A review of the Washington County Board's draft strategic plan for health and human
services as developed during 1990. This draft strategic plan has emphasized primary
prevention as opposed to tertiary prevention or treatment in establishing long-term
effectiveness of governmental activities. A second emphasis of this County Board
strategic planning effort has focused on the important role of local government in
environmental protection.
4. A review of the Public Health Department's mission statement and our 1985 strategic
planning effort. The Board's emphasis for public health programs is in service which
emphasizes the protection, preservation and promotion of the community's health with
emphasis on services which meet the needs of the public in general and the needs of
targeted high risk population groups.
5.
A review of existing health providers. The County has made a commitment to
emphasize direct delivery of those health services which no other provider can deliver
taking into consideration effectiveness, efficiency, and community access. Where
appropriate, the County seeks collaborative service arrangements with other public and
private sector health care providers.

An environmental assessment of our community.

After review and discussion of these materials, the advisory committee concluded that it
needed more in-depth assessment and community input on 9 of the 25 health issues. The
remaining 14 health issues were remanded to staff for research and development of health e
,. goals and objectives. The 9 issues undertaken for further study and community input by the
Public Health Advisory CQmmittee were:

C. The Committee created a task force to develop a key informant interview tool to solicit
information on "al~hol use by youth under the age of 21, persons with inadequate

and lack of exercise~" Interviews using this survey were completed with 16 community
persons who were 'I selected based on their expertise in the topic area and their
geographic representation of the County.

As can be. expected throu~h more indepth study and solicitation of community input, these
issues evolved and changed~ Each of the task forces reported the outcome of their study in the
first quarter of 1991; these task force reports were incorporated into the problem prioritization
process undertaken by the advisory committee in March 1991.
In order to determine the ~riority health problems for emphasis in our 1992-1995 CHS Plan,
the Public Health Advisory ICommittee used the problem prioritization process presented in the
Minnesota Department of ~ealthls CBS Planning Guidelines. The outcome of the decision
matrix for ranking proble~s is attached and made a part of this community assessment
