This work has now started, and we are currently making plans for public involvement activities relating to bridge and corridor design issues. We are requesting the assistance of local public officials in continuing the Citizen Task Force involvement which proved so useful during the location phase of this environmental impact statement (KIS) process. In 1984, government officials from the eleven study area communities were asked to appoint-one primary and one alternate member to the Task Force. The Task Force met regular ly and served ably through last summer, when members voted on their final BUILD/NQ-BUILD and location recommendation. Local governments have the option of asking existing representatives if they would like to continue serving, or appointing all new members. (For your reference, I have enclosed the most recent list of Task Force representatives.) Topics of discussion for the design Task Force will include bridge type and design, interchange and overpass locations, frontage roads and access, relocation issues, and other matters. e The aim of the Task Force will be to provide community input into the decision-making process; act as a liaison between communities and the DOTs; and review documents and analyze design alternatives in order to make recommendations. Members are not necessarily expected to represent or endorse any formal resolutions their respective local governments may make on design-related issues, although they should be able to communicate these positions to the Task Force. Members should be willing to serve for approximately a year and a half, meeting several times over that time span. An Equal Opportunity Employer \ In addition to meeting with the Task Force, the DOTs plan on continuing to meet regularly with businesses, agencies, and the public at large. The design study process will culminate with a type and design public hearing, which we anticipate holding late in 1991. After design input from the public, agencies, citizens, local governments, and the Task Force has been received and analyzed, the final co~ridor alignment and design will be discussed in a final ElS, tentatively scheduled for release in early 1992. Under a ~st-case scenario, right-of-way acquisition could start later in 1$92, with construction beginning in 1994. The earliest a new bri~ge and corridor could be open for traffic is 1997. e Your help in assembling a Task Force for the design phase of this river crossing study will be greatly appreciated. Once you have selected (or reappoint~d) your primary and alternate Task Force members, please send $e a list of their names, addresses, and home and work phone n~bers. I will then contact them about our first meeting. The DOts would like to begin meeting with the newly assembled Task F<i>rce in February, 1991. If you have questions, please feel free to call me (612-779-1208).
