Dear Mr. Ullrich:
In regards to our previous discussions pertaining to community related needs,
it appears that a new Armory/Community Center would be the most appropriate use
of contributed funds at this time. A facility of this nature would provide our
citizens with a multi-purpose amenity that has been needed for some time now.
For example, the facility would include a large drill hall for National Guard
functions but would also be used for community events where a large meeting area
would be needed. The facility could also be expanded to accommodate certain
types of recreational activities such as an ice arena, swimming pool, teen
center, etc. Obviously the City would have to survey the community to establish
exactly what the citizens need and are willing to pay for before any final
commitments are made, but as I have stated, there does appear to be strong
community interest in such a facility.
I should point out that the City has been meeting with National Guard officials
to discuss the feasibility of constructing a new Armory/Community Center. The
Guard appears to be very interested in a new facility and have expressed their
willingness to help construct a facility that would serve our needs as well as
their needs.
I have discussed all of this with the City Council and they are very excited
about the possible contribution of funds to help pay for the new facility.
Please let me know if there is anything that you need in order to make a final
decision in this matter.

Regarding III

Accompanying this memo is a letter I received from Dick moore regarding
his attendance at two meetings held by the MWCC to discuss III. I had
previously asked Dick to attend the meetings for the City and I would
strongly recommend that Dick be authorized to attend future meetings.
Dick does a good job of updating Council and staff and I believe the III
issue is an important one to stay on top of. Especially in view of the
potential for surcharges andlor penalties that may accompany excessive
III as explained in Dick's letter.

Dear Mr. Kriesel:
As you are aware, the Metropolitan Waste Control Commission
(MWCC) is conducting a system-wide infiltration and inflow (III)
evaluation. This study will ultimately involve all the municipal
users of the MWCC system.

At present, the consulting engineer for the MWCC conducting the
study has held two workshops. The first workshop was on June 20
at the White Bear Lake City Hall. There were representatives
from White Bear Lake, Woodbury, North st. Paul, steve Russell and
I from the City of Stillwater, Roseville, Birchwood, the MWCC and
Metropolitan Council. An overview of the study and III
quantification issues were the topics covered by this workshop.
The basic question asked was regarding any infiltration and
inflow problems in each community. Most communi ties have very
little III and they have been working on it for several years. A
question was asked if this study will review community violators
instead of the MWCC system. The answer was that the MWCC does
not want to dictate to any City to reduce a certain percentage of
III. The MWCC is hoping to provide a system of incentives and
disincentives to motivate communities into tightening their
system. At this point the communities are not asked to do any
moni toring or anything of that sort. Basically the MWCC is
asking community participation by attending workshops and
presenting community views.
Incentives and disincentives were also discussed at this work-
shop. Comments ranged from being a good idea, something similar
to NSP's incentive program, to penalties that may be imposed upon
communi ties that live in low geographical areas and also have
older systems. Low interest loans were discussed and the
possibi1i ty of providing a funding pool through the MWCC which
could be used to offset some of the costs of eliminating III.

Some comments were hat it is not fair to penalize the dry
communities, that surcharge money should go for a loan
program to assist he wet communities in fixing their III.
Comments from small ommunities were that they did not have the
time, money or resou ces to even identify the III problems, let
alone solve the prob ems. A question was asked whether having a
state or region-wide policy such as incentive and disincentive
plan wouTd . halp e.nfcrc8.' the regulations. The general
consensus seemed to be that the incentive should be there for
communities to e1imi ate cost effective III because of the cost
of processing the cle r water.
The second workshop was held on Monday, July 23, at the MWCC
offices. This works op provided an overview of the program at
this point and dis ussions regarding alternative methods to
quantify the III. his workshop was a bit more technical in
nature and again it a pears the Commission may be heading towards
an incentiveldisincen ive program of some type.
A draft of the first stage of the report will be available for
all communities arou d the first of September. This will given
an overview of the p ogram and discuss the methods of evaluating
the III in the MWCC system. By the first part of October, a
second draft report ill be issued to communities discussing the
quantification of t e III. This report should provide each
community with the e timated III being contributed to the system
in their region. Th III study for the MWCC is scheduled to be
completed in November, 1991.
The City may want to consider having a representative attend all
the future workshops 0 keep the City abreast of the MWCC study~

Re: Permit Parking for
Mckusick lake Park

Parks Directc.t' Blekum has had some cOl'lvet'saticcl'lS with the employees of
Gannons Auto Body and they would like to have the City consider estab-
lishing an employee permit program for the parking lot at the Mckusick
lake park. From what I can determine there are approximately 12 people
working at this location. I am not sure how many permits should be
issued given the number of employees vs parking spaces. Perhaps 4 to 5
would be reasonable. I can try to get more information for you if you
would like to explore this further.
