I would appreciate being placed on the City Council's Agenda
Tuesday, April lOth, 1990 to discuss:
1. Current position with the purchase of the property being
occupied by the Minnesota Zephyr at 601 North Main.
2. Workshop discussion on-site plans of the Minnesota
Zephyr's depot/museum, etc.
This could be a lengthy discussion, so possibly an informal
workshop meeting would be possible.
I would appreciate a reply at your earliest convenience.

PARKING PERMITS

A question has been raised regarding the City policy on Parking Permits.
Holders of Parking Permits have asked for refunds for permits which were
issued prior to the removal of meters, but the fee covered that period. They
do not feel it is fair that they had to pay for a period of time in which
metered parking was not in effect.
City Staff is aSking the City Council to establish a policy regarding this
issue. This item can be discussed more fully at the meeting on Tuesday
afternoon.

MEETING WITH WASHINGTON COUNTY BOARD AND OAK PARK HEIGHTS CITY
COUNCIL.
A meeting has been scheduled for the Washington County Board, Oak Park Heights
City Council and Stillwater City Council at 7:00 P.M., Wednesday, April 18,
1990 to discuss the Law Enforcement facilities and other County building
plans.
A letter will follow from Washington County explaining the location for the
meeting.

Congratulations! You have been appointed to represent elected
municipal officials from Precinct B on the Metropolitan Waste
Control Commission's General Advisory Committee. We
appreciate your interest in assisting in the important
studies this advisory committee will undertake.
Enclosed is a copy of the MWCC Precinct Map, listing cities
within each precinct and the MWCC Commissioners who represent
each precinct. This will assist you in knowing the area you
represent.

The first General Advisory Committee meeting will be held in
May. I've enclosed a sheet to enable you to have input in
selecting the best time for our advisory committee meetings.

groups affected by our decision-making process.

LMC Legislative Policy Committees
Would you like to help shape the League's legislative policies and
priorities? The involvement of local officials is a key component
of the League's legislative program. Local officials contribute to
the League's ability to advance city positions by identifying
issues, studying and recommending solutions, voting on legislative
policies at the Legislative Policy Adoption Conference, and through
personal contact with their legislators. LMC legislative policies
have high credibility with legislators because they know that the
policies are determined through the grass roots involvement of many
local officials.

To encourage increased participation of city officials--particularly
elected officials--the League will revamp its committee process this
year. We will attempt to hold most committee meetings on Saturdays
in the hope of increasing participation by elected officials. We
will also attempt to make less demand on committee members' time by
limiting the number of meetings to three--one meeting at the
League's annual conference, one meeting during the summer, and one
meeting in early October.
We encourage elected and appointed officials from throughout the
state to sign up for a committee. There are six legislative
committees dealing with different policy areas. The committees are:
DEVELOPMENT STRATEGIES: general development issues including tax
increment finance, industrial development bonds, redevelopment,
economic development authorities, and housing.
ELECTIONS AND ETHICS: election and ethical issues, such as voter
registration, local government elections, and combined city/school
district elections.
FEDERAL LEGISLATIVE: develop positions on federal policy issues in
coodination with the National League of Cities on issues such as
fiscal relations, rural development, housing, environment, and
~ transportation policies.
