My objective was to hold the overall budget increase to 4 percent (4%) as explained in my memo to the department heads. If we were to achieve this objective, the tax levy could be reduced by about $143,000 to $3,182,277 or an 11.5 percent (11.5%) increase over 1989 (versus the current proposed 16.5 percent (16.5%) increase). The budget reductions will undoubtably have an impact on City services. At this time, I do not have responses from all of the departments so the exact impact is not known. However, I should have all of the information available for your review and consideration at the meeting Tuesday. e //lJ4 e .... e MEMORANDUM TO: All Department Heads FR: City Coordinator DA: November 3, 1989 RE: MODIFICATION TO 1990 BUDGET REQUESTS The City Council has directed me to have all departments review their budget requests and to come up with a contingency plan in the event. the Council needs to reduce the tax levy. At this time, I am not sure what plan will be acceptable. However, in reviewing the budget requests, it appears that the total increase of all departments is 7 percent (7%) or $327,161 above last year's budget. If the total increase was held to 4 percent (4%), the 1990 budget would increase by only $184,319 or a reduction of $143,000 from the requested amount. In order to collectively achieve this reduction I have developed a formula that is based on the amount of increase for each department in proportion to the total increase. The .proportional amount ( %) is then applied to the amount to be reduced ($143,000) to obtain the amount that a department would have to reduce its budget to meet and not to exceed the 4 percent (4%) goal. The results of this exercise is attached to this memo as Exhibit "A". Your suggested budget reduction is shown on the Exhibit. A copy of your requested line item budget also accompanies this memo. ~I realize that this is not 'necessarily a fair or objective way to amend budgets. However, the Council will still have the final say and the budgets mayor may not be trimmed in the amounts that I have come up with. This depends in part on what you will need to trim from your budget. Therefore, you will need to explain what impact the cuts will have on your budget. For example, in reviewing the admin/finance budget, I have decided that I would propose to trim my budget by deferring a request for an additional position to 1991. This would trim about $30,000 from the admin/finance budget. The impact would be that many areas of personnel administration including the administration of labor contracts, affirmative action policy, personnel polices, employee leave records, etc., would remain inadequate. The development of polices and procedures to deal with the ever changing labor laws or employment practices would not be done in a timely manner; administration would continue to be in a reactive rather than proactive position. I also could suggest trimming the budget for maintenance agreements from the budgets. This could lead to lack of maintenance on the various systems we have and ultimately higher repair charges. I could also trim memberships and dues from the budget, however, memberships in certain organizations provide information and direction pertaining to a wide-variety of issues affecting the City. without the information and direction, the City could fail to comply with certain mandates and/or unknowingly take action that would adversely affect the City. This is the kind of information the Council needs in order for them to make a well informed ~ decision on trimming the budget. If you need further direction or explanation, please see me. The only issue that appears to be unresolved is the questions of salary. For purpose of discussion, I am listing 1989 comparative salary data for the Captain's position (Note: the salaries are the maximum for each position listedr excluding the stanton salaries): stanton Base Base Sgt. As I stated at the last meeting, the problem is not the salary that is being requested for the Captain position because Don Beberg' s total salary for 1990 - as a sergeant - will be about $47,500 without any promotion and without any additional duties or responsibilities. The problem is with the salaries of the other management/exempt employees. The differential between exempt and non-exempt salaries is simply too low. For example, a patrol officer with 16 years experience will, on an average, earn about $42,500 during 1989. This salary exceeds the salaries of all but three (3) of the exempt or management positions. Even if holiday pay and overtime were not considered, the patrol officers salary would still exceed or at least equal the salaries of 60 percent (60%) (seven) of the exempt employees. I am not suggesting that patrol officers are being overpaid. All of us have a personal opinion as to whether a position is being overpaid or underpaid. However, personal opinions are not what municipal employees salaries are made of, salaries are determined by professional people who use market analysis, comparative data, including private sector salary data, and cost of living data to determine what a salary should be for a certain classification. Obviously, our salary setting process is driven by the! essential employee/mandatory arbitrator feature of Minnesota law. Undoubtably, this e ~mandatOry feature has driven public sector employees upward. But the reality is that this feature will probably not be removed and the process will continue to drive salaries upward - at least by an amount equal to the cost of living increase. I think we have to take a real hard look at the salaries of the exempt classification because unless some adjustment is made, we will encounter the following problems: 1) Current exempt employees moral and productivity will deteriorate because they will not feel they are adequately compensated for the work they are doing when compared to the work and compensation of other employees. 2) It may be hard to retain exempt employees - especially the most qualified and experienced employees, and 3) It will be difficult to fill vacant position with qualified people. One thing is for certain, there certainly doesn't seem to be much incentive for Don Beberg to take the Captain's position when he can, as I indicated before, remain a sergeant and still earn approximately $47,500 in 1990. This memo is not intended, in any way, shape or form, to be a criticism of the City Council. You have inherited this problem not caused it yet you are the ones who have to bear the brunt of the criticism of those in the public who feel that the salaries are unreasonably high. It is a difficult situation to be in and I am not sure how you can deal with this situation except to let the public know how salaries for municipal employees are determined. - e ~ e MEMORANDUM TO: Mayor and City Council FR: City Coordinator DA: November 8, 1989 RE: SEWER BACKUP AT 1422 LOOKOUT STREET (KEVIN CHARLSEN) - The insurance company has denied the claim of Kevin Charlsen for damages received because of a sewer back up. I have looked into this claim and have corne to the conclusion that there is a strong likelihood that the main sewer line was blocked and caused sewage to flow into Mr. Charlsen's line. My conclusion is based on statements from Mr. Charlsen, Mr. Torn Polachek (Pinky's Croixland) and our sewer maintenance crew. Mr. Polachek said that he had been called to clean Mr. Charlsen's line because Mr. Charlsen said the water was "barely" draining. However, Mr. Polachek said that when he arrived at the house, the water was draining properly and that he couldn f t get the water to back up. This was about nine - twelve hours prior to the major back up. Mr. Polachek further stated that he used a 1-1/2 inch rodder to clean Charlsen's sewer service line and he could not have loosened any plug in the service line that would have caused the main line to plug (the sewer maintenance employees contend that the cleaning of the 4" sewer service had some affect on the 8" sewer main). I tend to concur with Mr. Polachek. On the other hand, I do not believe that the problem was necessarily caused by negligence or lack of maintenance. Maintenance records indicate that this line was cleaned in August", 1987. Further, the line below the sewer backup location is a "trouble spot" and is checked almost on a weekly basis. This claim was denied on the basis that the City was not responsible. However, it appears that the backup took place because of tree roots in the main line. I believe this claim was submitted to the City Council a second time, after denial by the insurance company and was also denied by the City Council. Mr. Kunz in now asking the City to reconsider reimbursing him ($350.00) for the clean up work that he had to perform.
