This memo is a reminder to Council that a Special Council Meeting has been scheduled for Tuesday afternoon, August 22, 1989, 4:30 P.M. in the Council Chambers of City Hall, 216 No. Fourth St., Stillwater to discuss the fallowing: . 1. Pavement Management Workshop. 2. Report on condition of North First Street (RE: Case No. Vj89-56 - Mitch Hurlburt). 3. Possible review of Recycling Contract. 4. Any other business Council may wish to discuss. . March 16,1989 Dear Mayor and Council members First, let me say that Stillwater has way too many s~op signs" A petition was circulated last fall and submitted to the city to have stop signs ,installed on Willard St. at Holcombe St.. Instead, 4 more signs were installed along Willard St., tnereby speeding up traffic. We have had a nu~oer of accidents, through the years, on this corner, including my being hit broadside" in my new van, as I drove West on Willard Street by a 17 year old girl who ran the stop sign going North on Holcombe. 1f the stop signs had been installed on Willard, as requested, by the petition, I would not have been hit. I would have stoppe~ a~ the Willard St. sign and the girl wOula have gone across in front of me. I disagree with your engineers that stop signs do not slow tr~ffic. Properly placed signs will conLrol and slow down traffic. .0 I request that you reconsider placlng stop signs on Willard at Holcombe, and ta~ing out most of those along Willard, ad well as other unnecessary signs, throughout~ the city. 'lllard St. $til ater, MN55082 P.S.: I also suggest that the police publicize and then inforce the law for bicycle riders at stop signs. Most riders pay no attention to the stop signs. I told the Mayor about my experience at 4th and ~ine. I was ariving North on 4th St. and 6 cyclists, in single file, rode through the stop sign on Pine and proceeded across in front of me. r had to come to a complete stop to Keep from r~nning into them. Our Metropolitan Agencies Appointments Committee will be conducting a public meeting on Sept. 20 to hear statements from candidates and on behalf of candidates for District B on the Metropolitan Parks and Open Space Commission. District B includes all of suburban Ramsey County, Washington County north of Hwy. 36, and Lino Lakes and Centerville in Anoka County. The vacancy occurred when Dick Wedell was appointed to the Regional Transit Board. _ ~ou are invited to attend and speak on behalf of any of the candidates. Following the meeting, the committee will submit its recommendation to the Metropolitan Council, which will appoint the new commission member. In making its recommendation, the committee will consider evidence of the candidate's commitment to communicate regularly on issues before the agency with Council members, legislators and local elected officials in the district. The meeting will be at 7 p.m. in the Council Chambers of the old White Bear Lake City Hall at 4700 Miller Ave., White Bear Lake. NOTICE IS HEREBY GIVEN that a watershed management plan was filed with the Minnesota Board of Water and Soil Resources (Board) by the Browns Creek Watershed Management Organization (WMO) pursuant to the requirements of the Metropolitan Surface Water Management Act. The Browns Creek WMO encompasses approximately twenty-eight and three-tenths (28.3) square miles of land in Washington County. The Browns Creek WMO includes land in: the cities of Hugo, Lake Elmo, and Stillwater; and in the townships of Baytown, Grant, May, and Stillwater. . The plan includes background information on the WMO, a watershed inventory of geologic, hydrologic, and land use conditions, a description of existing and potential problems, a statement of WMO goals, objectives and policies, a management plan, an implementation program, and amendment procedures. The Browns Creek WMO will assist the member municipalities In preparing detailed local water plans. The municipalities will implement the local plans and the capital improvement programs, and report to the Browns Creek WMO. The WMO will conduct a study of the flood hazard for the areas tributary to Browns Creek, and possible methods to prevent future flooding. A baseline water quality monitoring program will be conducted of Brown Creek. Capital improvements will be made only if they're required to protect Browns Creek. The Browns Creek WMO will carry out an education program to inform the public of Its activities and goals. The Board must re\liew the plan for conformance with the requirements of the Minnesota Watershed Act (Chapter 112) and the Metropolitan Surface Water Management Act (Sections 473.875 to 473.883). The Board may disapprove all or parts of the plan that it determines are not in conformance with state law. The Board invites written comments on the proposed plan. All comments and information received by the Board will be considered before a decision is made on the plan. Any person who objects to the proposed plan may submit a written request for hearing to the Board of Water and Soil Resources. If no written requests for hearing are received by September 29, 1989 the Board will consider all the information and comments received and will make a decision on the plan at a Mure regular meeting of the Board. A copy of the plan is available for inspection by any Interested persons during normal business hours at the office of the Board at 155 South Wabasha Street. CROIX RIVER . The Department of Natural Resources has reviewed the information you submitted regarding Popeye's Restaurant1s request to install an awning from Memorial Day to Labor Day each season. Department staff attended the July 11, 1989 hearing and submitted written comments to the public hearing record. We have also reviewed the Council's resolution #8111 approving the variance. Based on our review and the minutes of the hearing, the Commissioner of Natural Resources hereby certifies the variance as complying with the intent of the National Wild & Scenic Rivers Act, the federal and state Lower St. Croix River Acts and the Master Plan adopted thereunder, and Minnesota Rules, Parts 6105.0351 to 6105.0550 based on the following conditions: 1) The awning shall be installed after Memorial Day and removed by Labor Day each season. 2) The deck area shall never be screened, walled, or permanently roofed. 3) The awning may be blue or an earth tone color which would be compatible with the cedar shakes. 4) No further variances or variance modifications shall be considered for this structure.
