which includes the grant allocation for the City of Oak Park

Memorandum of Agreement for
Curbsiqe Recycling Grant Distribution
THIS AGREEMENT made and entered into as of this day
of , 1989, by and between the County of
Washington, hereinafter referred to as the "County", and the City
of Stillwater, hereinafter referred to as the "City".
WHEREAS, the County

WHEREAS, the Cities of Stillwater and Oak Park Heights wish
to conduct a joint curbside recycling collection program with the
City of Stillwater coordinating the program,

dollars and twenty-five cents per household which shall
equal $10,599.75 as determined using the Metropolitan
Council's 1988 Population Estimates for Stillwater.

$2,954.25, which is the recycling grant allocation for
the City of Oak Park Heights based on Metropolitan
Council's 1988 Population Estimates. All grant funds
received will be used to provide recycling services and
public education as identified in Section 3.c. of this
Agreement.

Indemnify and hold the City harmless from any claims,
suits, or damages arising out of any act or omission of
the County, its officers, employees, or agents in the
performance of the services provided for by this
Agreement.

3 .
The CitvJs obli~ation:

a. The City shall enter into an agreement with the City of
Oak Park Heights that the City of Stillwater is
authorized to receive recycling grant funds from Oak
Park Heights.
b. The City will sign a contract with Junker RecyclingJ
Inc. which specifies the responsibilities of each party
and the rate of payment for curbside recycling services
as provided by Junker RecyclingJ Inc.
c. The City will use all recycling grant money received in
1989 as a result of this Agreement for recycling
services and public education related to recycling.
d. The City will indemnify and hold the County and its
officers J employees J and agents harmless from any
claims, suits or damages arising out of any act or
omission of the CitYJ its officers, agents, or
volunteer workers in the performance of the services
provided for by this Agreement.

The City further agrees that the City will at all times.
during the term of this Agreement, have and keep in
force a general liability insurance policy insuring the
City at a level not less than the liability limits set
forth in Minn. Stat. Section 466.04.
f. The City will require in its contract with the
Contractor that the Contractor ~ill indemnify and hold
the County and its officers J employees, and agents
harmless from any claims, suits or damages arising out
of any act or omission of the ContractorJ its officers,
agents or volunteer workers in the performance of the
services provided for by this Agreement.
g. The City further agrees that in the contract it will
require the Contractor to at all times during the
course of the Contract to have and keep in force a
general liability policy insuring itself at a level not
less than the liability limits set forth in Minn.
Statute Section 466.04 and to provide the City and the
County with photocopies of said policy.
h.
The City will prepare and submit semi-annual recycling
reports to the County. The report covering the period
from January 1 to June 30 shall be due by July 15, and
the report covering the period from July 1 to
December 31 shall be due by January 31 of the following
year. The semi-annual reports will be made on a form
provided by the County.

The City should organize a recycling committee which
will assist in monitoring the curbside recycling
program and provide direction on addi tional public
education activities and other program needs.
4. The City and County further a~ree that:
a, No money will be given to the City until the Washington
County Public Health Department has approved the City's
Curbside Recycling Work Plan and notified the City of
its approval in writing,
b, Upon the mutual written consent of the parties, this
Agreement may be renewed for successive periods of one
year upon the same terms and conditions in all respects
as hereinafter set forth, and upon such other terms and
conditions as they shall mutually agree in the manner
set forth below, provided that a"ny such other terms and
conditions shall be in writing. Notice of desire to
renew this Agreement shall be given by the party
des iring such renewal to the other party, in writing,
not less than sixty (60) days prior to the expiration
term of this contract.

c.
It is understood and agr.eed that the entire agreement
of the Parties is contained herein and that this
Agreement supercedes all oral agreements and
negotiations between the Parties relating to the
subject matter hereof.
d. All books, records, documents and accounting procedures
and practices of the City relevant to this Agreement
are subject to examination by the County, and the State
Auditor, as appropriate, in accordance with the
provisions of Minn. Stat. Section 16B.06 subd. 4.
e. The Parties will comply with all federal, state and
local laws, ordinances, rules, regulations and
executive orders pertaining to unlawful discrimination
on account of race, color, creed, religion, national
origin, sex, marital status, status with regard to
public assistance, disability or age.

Dear Mr. Kriesel:
As I mentioned to you during our recent telephone conversation, the Minnesota
Pollution Control Agency (MPCA) staff desires to conduct an investigation into
possible soil and ground water contamination at the fo:r:rner Stillwater City Dump.
The MPCA staff has file infonnation indicating that electrical transfo:r:rners
containing PCBs lNere allegedly buried at the dump about 10-15 years ago. The
MPCA is concerned that contaminants may be migrating away from the dump.
I have enclosed an access agreement which would grant the MPCA staff authority
to enter upon the fo:r:rner dump site to conduct soil borings and obtain soil
samples. If you have concerns over the specific locations of soil borings, "We
are willing to meet with you on the site to agree on acceptable locations.
The MPCA requests that you review, sign, and return one copy of the access
agreement. The other copy you may keep for your files.
The MPCA staff will notify you prior to beginning the investigation, and provide
you with the results of our study when the MPCA final report is available. The
study is tentatively scheduled for November of this year. Thank you for your

ACCESS AGREEMENT

THE CITY OF STILLWATER, MINNESOI'A
The Minnesota Pollution Control Agency (MPCA) has reason to believe that there
may have been disposal of potentially hazardous substances at the fonner
Stillwater Dump, near West Myrtle Street and Eagle Ridge Trail in Stillwater.
In order to verify the presence and magnitude of the contamination, it will be
necessary to conduct soil borings on this property. The MPCA is authorized by
Minn. Stat. S 115B.17, subd. 4 and Minn. Stat. S 115.04, subd. 3 to enter upon
any property, whether public or private, to conduct this kind of work.
The MPCA will notify the city of Stillwater at least 48 hours before entering
the property. Work will be conducted during regular business hours (8:00 a.m. -
5:00 p.m.) unless the MPCA receives pennission to conduct work during different
hours. The MPCA will conduct its activities so as to minimize interference with
the use of the property. If any portion of the property must be disturbed as a
result of the MPCA's activities, the MPCA will restore the property to as close
to its original condition as is reasonably possible under the circumstances
upon canpletion of sampling and all necessary inspection work. Results of all
testing conducted on the property will be provided when the MPCA site
investigation report is finalized.

The city of Stillwater agrees that the MPCA and its employees and agents may
have access to the property at the fonner Stillwater Dump for the purposes and
under the conditions described in this access agreement. Stillwater city
employees will take reasonable precautions to insure that MPCA equipoont on the
property is not damaged and that the work being conducted by the MPCA is not
disrupted.
The MPCA shall be liable for injury to or loss of property or personal injury or
death caused by an act or anission of any employee of the State in the
perfonnance of this contract, under circumstances where the State, if a private
person, would be liable to the claimant, in accordance with Minn. Stat. S 3.736
(1989).

EMPLOYMENT AGREEMENT FOR JIM STEVENSEN
Accompanying this memo is a proposed employment agreement for Jim Stevens en for
the Assistant Fire Chief position. The agreement is very similar to the
agreements we have for the Community Development Director and the Public Safety
Director. The benefits, as stated in Appendix A, are the same as those contained
in the Fire Association Labor Agreement which Jim would like to retain.
Perhaps the most important consideration for the Council is the language
contained in Item #5(b). Th~s language basically provides for a return to his
former position if the Assistant Chief position doesn't work - either for Jim
or the City. The language would allow this at any time down the road. It is
a guarantee that Jim would have a position within the department unless, of
course, there was a termination due to a disciplinary action.
I can discuss this with you further at the meeting on Wednesday, November 1,
1989.

EMPLOYMENT AGREEMENT
This agreement made the _ day of , 19_ by and between the City of
Stillwater, a municipal corporation organized and existing under the laws of the state of
Minnesota, hereinafter called the EMPLOYER, and James Stevensen, in the County of
Washington, state of Minnesota, hereinafter called the EMPLOYEE, witnesseth:
1. DUTIES.
a. The EMPLOYER agrees to employ and the EMPLOYEE agrees to accept
employment with the EMPLOYER in the position of ASSISTANT FIRE CHIEF as
described in Exhibit liB", for the duration of this agreement. The
EMPLOYEE agrees to faithfully and dutifully perform the duties of the
position of ASSISTANT FIRE CHIEF and not to accept any other employment
other than that specifically approved by the City Council. The EMPLOYER
agrees to retain the EMPLOYEE in the position of ASSISTANT FIRE CHIEF
during the duration of the is agreement in accordance with the terms and
provision of this agreement.
b. The EMPLOYER agrees that the said EMPLOYEE shall be the ASSISTANT
OPERATIONS OFFICER OF THE FIRE DEPARTMENT. The EMPLOYER further agrees
that the EMPLOYEE shall not be bound to follow any order or directive
given in violation of the laws of the United States, the State of
Minnesota, the County of Washington or the City of Stillwater.

c.
Regular working hours shall be from 8 a.m. to 4:30 p.m. If EMPLOYEE is
assigned to a regular five (5) day, forty (40) hour per week workweek
and from 8 a.m. to 8 a.m. if EMPLOYEE is assigned to a twenty-four (24)
hour, 56 hour per week workweek.
2. DURATION OF AGREEMENT
The parties agree that the appointment of the EMPLOYEE as ASSISTANT FIRE CHIEF
shall be for an indefinite term, subject to the provisions of this agreement
and any other provisions which may be agreed upon by the EMPLOYER and EMPLOYEE
at some future time. The annual anniversary date of this agreement shall be
January 1 of each succeeding year.
3. SALARY AND BENEFITS
a. The EMPLOYER shall provide for the EMPLOYEE salary and benefits as
stated in Exhibit "A" which shall become a part of this agreement.
b. EMPLOYEE'S salary and benefits (per Exhibit "A") shall be reviewed
annually and adjusted accordingly by the City Council based upon
recommendation of the Fire Chief and his appraisal of the EMPLOYEE'S
ongoing performance and on other relevant criteria.
4.
PERFORMANCE EVALUATION
e
Within thirty (30) days of each annual anniversary date of this agreement, the
Public Safety Director shall review and evaluate the performance of the
EMPLOYEE. Prior thereto, the Fire Chief shall meet with the EMPLOYEE to
e
establish mutually agreed management goals and objectives rating criteria, and
expected management support for the said performance evaluation. The
evaluation shall be predicated upon these mutually agreed upon criteria as
well as any other relevant criteria deemed appropriate by the city
Coordinator. A list of such criteria shall be furnished to the EMPLOYEE prior
to the commencement of the evaluation.
The Fire Chief shall provide the EMPLOYEE with a written summary statement of
the performance evaluation and shall provide an opportunity for the EMPLOYEE
to discuss the contents thereof with him for the purpose of improving the
overall effectiveness of the EMPLOYEE in his position.
5. CANCELLATION
The parties agree that this agreement may be cancelled in any of the following
ways:
a. That the parties may, upon mutual agreement which is reduced to writing
and signed by the parties, cancel this agreement upon such condition as
may be acceptable to each of them at such time; or
b. The EMPLOYER or the EMPLOYEE may cancel this agreement unilaterally at
any time upon thirty (30) days notice in writing provided that the
EMPLOYEE shall be entitled to return to his former position as
firefighter.

6.
PROFESSIONAL DEVELOPMENT
The EMPLOYER recognizes its obligation to the professional development of the
ASSISTANT FIRE CHIEF and agrees that the EMPLOYEE shall be given adequate
opportunities to develop his skills and abilities as an ASSISTANT FIRE CHIEF,
and the EMPLOYEE agrees to participate in professional development activities
provided such participation does not consume a disproportionate amount of time
and contribute to a failure on the part of the EMPLOYEE to discharge his
duties as determined by the Fire Chief. The EMPLOYER agrees to budget and pay
for professional travel, and meetings in an adequate fashion to continue the
professional development of the EMPLOYEE and to adequately pursue necessary
official functions of the City.
The EMPLOYER also agrees to budget and pay for travel and subsistence expenses
of the EMPLOYEE for short courses, institutes and seminars that are necessary
for the professional development of the EMPLOYEE and for the good of the City.
The EMPLOYER further agrees to budget and pay for professional dues and
subscription of the EMPLOYEE reasonably related to the professional growth,
development, education and training of the EMPLOYEE.
7.
MODIFICATION
e
No change or modification of this agreement shall be valid unless it shall be
in writing and signed by both of the parties.

8.
APPROVAL
This agreement shall be effective for such lawful period of time as shall be
prescribed by ordinance, statute, regulation or resolution, upon execution
thereof by the Mayor upon the approval of the City Council.
9. LAW GOVERNING
This agreement shall be construed and governed by the laws of the state of
Minnesota as to interpretation and as to performance.
10. SEVERABILITY OF PROVISIONS
If any clause or provisions of this agreement shall be determined to be
illegal or to be void as against public policy, the remainder of this
agreement shall not be affected thereby.

EXHIBIT "A"
The EMPLOYER shall provide to the EMPLOYEE the following benefits:
I. SICK LEAVE
1. EMPLOYEE shall receive payments on account of physical disability to
work by reason of sickness. For the purpose of this agreement,
sickness shall include injury other than accidental injury arising
out of and in the course of employment by the City. Sickness
benefits shall be as follows:
a. If term of employment has been one year but less than two years,
one week full pay.
b. If term of employment has been 2 to 5 years - full pay 4 weeks;
half pay 9 weeks.
c. If term of employment has been 5 to 10 years - full pay 13 weeks;
half pay 13 weeks.
d. If term of employment has been 10 to 15 years - full pay 13
weeks, half pay 39 weeks.
e. If term of employment has been 15 to 20 years - full pay 26
weeks; half pay 26 weeks.
f. If term of employment has been 20 to 25 years - full pay 39
weeks; half pay 13 weeks.
g. If term of employment has been 25 years or more - full pay 52
weeks.
2. No disability benefits shall be paid for absences in excess of three
consecutive days without a doctor's certificate as to sickness
disability.
3. Sickness disability benefits usage shall be subject to the following
conditions:
e
a. The EMPLOYEE may use the full entitlement only once annually.
b. Any days used by the EMPLOYEE must be replaced at the following
earning rate: EMPLOYEE shall earn sickness disability leave at
the rate of two shifts for each month worked.
c. Sickness disability leave time cannot be earned during the time
the EMPLOYEE is on sick leave.
d. Sickness disability leave time shall be earned as a replacement
for used leave time only if the EMPLOYEE has utilized the
benefit.

4. If the EMPLOYEE is receiving Worker's Compensation benefits because
of a job connection injury or sickness shall and assigns his check to
the City, he shall receive full wages for that period. Or, if the
EMPLOYEE is receiving Worker1s Compensation benefits and does not
assign his check, he will be paid for the difference between the
Worker's Compensation allowance and his regular weekly pay. Sick
leave shall than be figured on a prorated basis with no deduction of
leave being made for that portion of the EMPLOYEE'S absence which is
covered by Worker's Compensation insurance.
5.
Sick leave shall not be granted if the absence is due to an injury
resulting from intoxication or from fighting.
6.
Sick leave shall be suspended after benefits have been exhausted;
however, if the EMPLOYEE has fulfilled all of the requirements for
vacation which has not been taken may request vacation pay during
disability.

After all sick leave benefits have been exhausted, the EMPLOYEE, if
disabled, may apply in writing for an authorized leave of absence
without pay; provided that the period of such leave when added to the
period during which benefits have been paid shall not exceed one (1)
year. Such application shall be accomplished by a physician's
certificate stating that such disabled EMPLOYEE has not been able to
return to work. Upon return to active employment, the EMPLOYEE shall
retain all accumulated service credit for time worked prior to his

disability, but shall receive no service credit for the period of
absence.
II.
VACATION.
1. The EMPLOYEE shall be entitled to vacations according to the
following schedule:

2. EMPLOYEE shall take vacation in units of not less than one week's
duration unless authorized by the Fire Chief.
3. Vacation usage shall be subject to the following conditions:
a) The EMPLOYEE may not elect to take vacation pay in lieu of
vacation time, except in the event of disability as hereinbefore
provided under Sick Leave (1-6).
b) A maximum of six (6) weeks vacation may be accrued and a maximum
of six (6) weeks of vacation may be taken during any calendar
year. However, it is understood that the duties and
responsibilities of the EMPLOYEE may require deviation from this
provlslon. Therefore, this provision is intended to be a guide
for establishing vacation usage that is mutually beneficial to
the EMPLOYER and the EMPLOYEE.
e III. SEVERANCE PAY.
1. One half of unused disability benefits shall be granted as severance
pay upon retirement due to age or physical disability to EMPLOYEE
but in no event shall severance pay exceed an amount equal to one
hundred (100) days pay. In the event of death while still employed,
the surviving spouse, if any, or if no surviving spouse, minor
children, if any, shall be entitled to such severance pay in the same
amount as though such EMPLOYEE has retired due to age or physical
disability, as above provided, but in no event shall such death
benefit exceed sixty (60) days of full pay.
IV. HOLIDAYS.
1. The EMPLOYEE shall be entitled to eleven (11) paid holidays per year.

2. Holiday pay shall be made the first day of the month of December of
each year.
3. The hourly rate for holiday pay shall be computed on forth (40) hour
week or one-hundred seventy-three (173) hours per month.
4. Holiday pay shall accrue on the January 1 immediately preceding the
anniversary date of employment.
5. Immediately preceding the 1st anniversary date of employment the
EMPLOYEE shall be entitled to one additional floating holiday without
holiday pay.
V. EXTRA COMPENSATION.

1. EMPLOYEE shall be compensated in excess of his regular pay for
callbacks, filling in for employees on vacation or sick leave,
filling in for employees away at training schools, or other duty
outside their normal shifts. Extra compensation for filling in for

absent employees shall be on a daily basis computed by dividing the
monthly pay by the number of days worked. Other extra duty shall be
paid as follows:
a) For callback and filling in for men away at training schools, the
compensation shall be a time and one-half with two hour minimum
guarantee. Any additional time worked beyond the second hour
shall be calculated on the one half hour.
b) EMPLOYEE requesting in writing to the EMPLOYER to receive
compensatory time off in lieu of paid over-time as established in
l(a) above shall be allowed such compensatory time off at a time
that is mutually acceptable between the EMPLOYEE and EMPLOYER.
Any compensatory time not taken off by December 31st of each
calendar year shall be paid off by that date unless the EMPLOYER
allows the time to be carried over to the next year.
VI. EMERGENCY LEAVE.
1. Emergency leave with pay shall be allowed as provided for in the
City's Personnel Policy.
VII. FUNERAL LEAVE.
1. Funeral leave with pay shall be allowed as provided for in the City.s
Personnel Policy.
VIII.INSURANCE
1. The EMPLOYER will contribute up to a maximum of $195.00 per month
during 1989 toward group health insurance including dependent
coverage.
2. The EMPLOYER will also provide a $15,000 term life insurance policy
for EMPLOYEE. It is understood that the group health and term life

insurance shall be the same as is presently provided to other City
employees.
3.
If the EMPLOYEE retires after fifteen (15) continuous years of City
service and is eligible to receive PERA benefits, he shall be allowed
to continue his medical insurance coverage at City expense until his
death. If said EMPLOYEE provided dependent coverage for his spouse
prior to his retirement, the City shall pay said dependent's coverage
until death.
4.
Any changes in the EMPLOYER contribution toward group health and term
life insurance shall be provided for under 3(b) of the agreement
between EMPLOYER and EMPLOYEE.
IX.
SALARY.
1. The EMPLOYER shall pay to the EMPLOYEE a monthly salary of $3,104.00
for the period beginning October 17, 1989 and ending December 31,
1989. Said salary shall be bimonthly to the EMPLOYEE.
X.
AMENDMENT.
1. Any changes to EMPLOYEE'S salary and benefits shall be as provided
for in 3(b) of this Employment Agreement between the City of
Stillwater and James Stevensen.

I have been asked to review the request from Sgt. Larry Buberl to increase
salaries for part-time licensed patrol officers. Sgt. Buberl is requesting a
$2.00 per hour wage increase.
Presently, the part time officers are paid a wage rate as follows:

After 2 years
$7.00 per hour
$8.00 per hour
$8.84 per hour
This wage amounts to about 60 percent of the full-time patrol officer wage rate.
This pay relationship is not as favorable as the wage structure for part-time
firefighters. The following is acornparison of the pay relationships between

As you can see, the part-time firefighter salaries range from 7~percent to 87
percent of the full-time salaries. Whereas the part-time police salaries range
from 53 percent to 60 percent of the full-time salaries.
For discussion purposes, I am listing a salary schedule that is based on the step
salary schedule of full-time patrol officers but also includes what the salaries
would be based on differing pay relationships for 1990:

After considering several factors, the most important factor being your
contention that:
1. The part-time officers perform a significant role in the patrol
aspect of our police department; and
2. The present salary schedule is not attractive enough to attract and
retain qualified personnel.

I would recommend that we ask the council to consider adopting a salary schedule
that would pay part timers a salary that would be 70 percent of the salary
schedule of the full timers. This appears to be an attractive schedule. Also
note that the salaries do not, at any step, exceed the salaries of a beginning
full-time patrol officer. For example, the three year part time salary under
the 70 percent column is $12.05 per hour. The salary for a starting full-time
officer would also be $12.05 per hour. I would further recommend that regardless
of what percent schedule is adopted, that we try to maintain this schedule over
time - but not to tie the salary directly to the full-time schedule because
historically our contracts have been settled well into the contract year. This
would create a retroactive pay situation.
I would also recommend that we establish a salary differential for part-time
sergeants. This differential should be about 10 percent above the part-time
patrol officers salaries.
If you concur with this proposal, I will bring it to the council for discussion
at the meeting next Wednesday (November 1, 1989).

SUBJECT: Request For Hourly Rate Increase
As the senioL Part-Time police officer, I am requesting an hourly rate in-
crease for all of our part-time officers. The reason are listed below:
1. Our part-time officers have not received a raise since since March 1987.
That raise was minimal.
2. It is getting more and more dificult to attract licensed officers. Recent
advertisments for qualified officers did not produce anywhere near the results
previous advertising had.
3. Maintaining good officers is becoming more and more dificult: two of our
six officers currently have applications pending at other departments, a third
is out for an indefinate period due to a serious back injury.
4. Most shifts that require a part-time officer are either night or weekend
shifts. By the nature of the work, many of these shifts must be filled on
short notice. This requires the families involved to change their plans for
only a modest compensation.

I believe that our part-time officers act in an ambitious and professional
manner which results in favorable impressions toward the department and the
City of Stillwater.
Due to the minimal raise received in March of 1987 and the current manpower
status of the part-time officers, I highly recomend that they receive a $2.00
per hour wage increase begining with the next pay period.
This raise would bring us closer to the rates paid by other departments, and
would help resolve the situations listed in 1-4 above.

1990 Local Boards of Review

The Washington County Assessor's Office is currently
establishing a schedule for 1990 Boards of Review. Most Boards
will take two meetings, the primary meeting where property owners
will express their concerns to the Board, and a reconvened
meeting a week or so after the primary meeting, which will allow
the assessors time to analyze the concerns and make a
recommendation to the Local Board. The second meeting is
generally when official actions are taken. By Law the second
meeting must be within twenty days of the first meeting. In 1989
we would frequently have the second meeting prior to a regularly
scheduled council meeting.
If you want a specific date for your first and second Board
of Review meetings, please contact our office. If we do not hear
from you by November 9th, we will make a schedule based on last
year's schedule and accommodating our office staff and local
assessors.

The 1989 Legislature in both the regular and special session
made several changes to the property tax system. We are
currently develop1ng a presentation to outline these changes. I
would like to meet with the city councils/township boards in a
work session atmosphere to make a brief presentation covering:
- a brief explanation of Minnesota's property tax system
- changes made by the 1989 Legislature
- changes made in the 1990 assessment for the jurisdiction
- suggested procedure at 1990 Local Board of Review
The presentation would last about fifteen minutes, excluding
questions. If your council/board is interested, please call me
to set up a convenient time.

Dear Mayor Abrahansom:
This letter is concerning the structure on the corner of Pine and Fourth
Streets. It is our opinion that his structure is a dangerous situation
in its present condition. The trees and shrubs on the property are
very overgrown and are blocking our view as we back out of our driveway.

It is our feeling that the future status of this structure shoul~ be con-
sidered by the City Council at a council meeting in the near future.
We would appreciate hearing from you concerning this matter as soon
as possible.

RE: 1990 BUDGET
Background
The 1990 Budget has basically been on "hold" status, awaiting the outcome of the
Special Legislative Session. The results are now in, with the bottom line being
a cut in LGA state aid to Stillwater in the amount of $361,581. This cut in
state aid has been offset by a corresponding increase in the "overall levy limit"
for the City. This cut in LGA to cities is being transferred to the school
districts as additional state aid for education. The school districts increase
in state aid is offset by a corresponding decrease in their levy limit. This
increased city levy and decreased school district levy should have a net impact
of -0- for individual property taxes.
Analysis
Attached is a comparison schedule of tax levies for the city for 1989 and 1990.
As you can see from the schedule, the total increase in the city levy is
projected at 16.5%. The largest dollar increase ($361,581) is due to the cut
in LGA state aid. The second largest dollar increase is for the library budget
($101,324). The general operating fund dollar increase is at $27,014 and debt
service levies have decreased by $18,713.
Conclusion
The state has set a deadline of November 15 for certification of proposed 1990
levies to the county. There are several other items that need to be addressed
in conjunction with the 1990 budget. These are: capital outlay, parking fund
budget and sewer fund budget.
Revised capital outlay worksheets and revenue/expenditure worksheets will also
be handed out at the November 1 workshop. Please bring your budget books. Thank

I am requesting purchase of a "Hon" five-drawer, 42 in. wide lateral file
cabinet for the vault for storage of local improvement and other records.
The present file cabinets are old surplus items and dangerous. The drawers
drop down, may fallout, the locks stick, making it hard to open them.
The vendor is Acro-Minnesota, Inc. who will offer a 30% discount.

The cost is $604.10 with a 30% discount. The money is in the budget.
