It is important to receive input from the cities regarding these preliminary plans, especially as it relates to Lmpacts on the neighborhood and parking needs. . The meeting is scheduled for June 27th at 6:00 p.m.-in Rooms B & C adjacent to the County Board Room in the Government Center. Arrangements have been made to have box lunches delivered. . Meal costs will be "dutch treat". Staff members are invited. Please inform us of the number coming by Jtme 23rd. As you requested, we have revised our letter report dated May 16, 1989. We reviewed the existing catch basins and storm sewer cross~g South 6th Street between Olive and Pine Street. The two structures were apparently constructed over a cross culvert which provided drainage for a low area behind residences on the west side of South 6th Street. This culvert at one time drained across South 6th Street to the east side and discharged on pri vate property. Over the years this cuI vert has been extended at times and filled over at other times. It appears now that the catch basin structures are deteriorating and are in need of replacement. Our preliminary investigation indicates that it may be possible to construct two new structures on South 6th Street and provide a 12" storm sewer north to the existing storm sewer in West Olive Street. As a part of our investigation we estimated the cost of constructing , the storm sewer, two new catch basin structures, concrete curb and gutter, concrete sidewalk, water service replacement, aggregate base, bituminous surfacing and miscellaneous grading and removal items. The storm sewer will be constructed in the gutter line on the west side of South 6th Street and will be connected to the existing storm sewer on Olive street. This preliminary assessment roll is based upon the total cost being assessed against abutting properties with individual water service assessments only for those services requiring replacement. It is Water Board policy to replace galvanized and lead water services before new streets are constructed. If the project is constructed, the Council will have to hold a public assessment hearing, notifying all affected property owners. This preliminary assessment roll is intended to indicate what the assessments to abutting property may be based upon the estimated project cost if all costs were assessed. We have also included four' new water and sewer services for properties that could possibly provide lot splits. These new services should be reviewed with the property owners to determine if lot splits are possible in the future. Drawing No. 1 indicates the proj ect location and Drawing No. 2 indicates the proposed improvements. We find the proj ect feasible and can best be constructed as outlined in this letter. SCOPE OF WORK FOR WEST STILLWATER BUSINESS PARK PLAN BACKGROUND: Last fall the City Council placed a one year moratorium on certain types of new development located in portions of the Industrial Park area and directed a study be prepared to examine the appropriate land use, to formulate design standards for new development, and to review utilities, road system and developnent staging needs for the area. STUDY AREA: The study area is shown on the attached map. Besides the West portion of the Stillwater Business Park, two areas of Stillwater Township land are included in the study area. The Benson farm is completely surrounded by City lands and is located adjacent to the Stillwater Business area~ An area West of County Road 5 is al so in the Townshi p but should be considered when planning in the City industrial area to the East. ISSUES AND AREAS TO BE CONSIDERED: lAND USE, - The appropriate land use will be considered for the area. Currently, much of the area has a land use designation of Industrial Park and is zoned Industrial Park Industrial. The zoning district allows for office, service and some retai 1 uses. The Benson farm is located next to the Pine Tree Trail residential area, Lily lake School and the Cottages of Stillwater residential uses and vacant industrial lands to the South. The area represents a transition area between residential, industrial, and commercial areas to the South: The lands West of County Road.5 are currently designated residential. A pond and drainage way runs through the property. Strip commercial is becoming established along County Road S-Croixwood Boulevard to Highway 36. SITE AND BUILDING DESIGN - The quality of site planning, building design, and landscaping has been discussed with recent industrial park project reviews.
