Minnesota. The tour would take place at 6:00 p.m., Thursday, January 5, 1989.
Members were encouraged to attend the tour.

Judy Ehrens explained certain -elements of Washington County" s Recycling
Implementation Strategy which was adopted by the County Board on November 30,
1988. Ms. Ehrens said that Stillwater would probably only have residential waste
reduction goals (i. e., commercial industrial waste reduction goals would be
handled by other programs). A penalty would be assessed against each improved
lot ~r'parcel if the goals were not met. Presently, 23.70 is assessed against
each parcel in Washington County to help fund solid waste programs and to help
fund programs associated with the Lake Jane ground water contamination problem.
Jay Kimble said that the City Council would not favor any penalties associated
with solid waste reduction. Jack Evert said that a penalty fee may be needed
to encourage communi ties to meet their goals. However, Mr. Evert said the County
should also establish a rebate or "reward" program for exceeding goals.
Discussion followed on the need for a County ordinance and the need for a
penalty. Jim Junker said that if a penalty is needed, it should be a tax rather
than a fee because the former is deductible. Mr. Junker also felt that the
County should have established a tax initially to pay for the tipping fee
differential (i.e., RDF fee versus landfill fee}. This would have allowed the
homeowner to have a tax deduction rather than an increase in the solid waste
collection fee which is not deductible.
The Committee also reviewed a handout prepared by Judy Ehrens which composed
various recycling programs of some metropolitan communities.

The Committee also reviewed a handout prepared by SuzAnn and Cal Stenso-Velo
which showed the effectiveness of various recycling strategies. The most
effective strategies with 90% participation was - a program that included
bimonthly, mandatory pick-up using specialized containers along with volume base
fees. _ This strategy also cost the most per month (45 cents). The least
effective strategy (17% participation) was monthly, voluntary pick-up with no
volume base fees and no specialized containers. The most questionable strategy
was to have a drop-off center with voluntary participation.

Barb MaGuire asked the committ~ to list short term and long term goals related
to recycling and solid waste re ction. However, Jay Kimble suggested that the
goals could not be addressed at this time because the Committee would need to
develop information regarding the options available and the advantages,
disadvantages associated with etCh option. Mr. Kimble further suggested that
this be done a the next meeting

The Committee reviewed a report and information pertaining to the City of White
Bear recycling and solid waste program. The City of White Bear had imJ?lemente9-__
a recycling program coupled with volume base fees.q The- report --corrtalned
background information on the city's solid waste collection system, a description
of the new system and the contract between the city and the waste hauler.

The Committee also reviewed the following items: Recycling tonnage summary for
the cities of White Bear and Mounds View, Stillwater waste generation estimates,
a newspaper article about the city of Ashland's garbage disposal program, and
some additional data pertaining to Washington County.
The Cofumittee then discussed various recycling options such as drop-off centers,
curbside pickup, mandatory vs voluntary recycling and volume base fees. The
advantages, disadvantage and incentives for each option were discussed.
Bob Kondrasuk explaining the survey that was given to the parents of Stonebridge
Elementary students regarding recycling. The survey indicated that 121
respondents favored curbside pickup and Sl favored a drop-off center. These
results indicate that there may be a need for both curbside pickup and a drop-
off site.
Chairperson MaGuire asked the Committee to think about incentives for encouraging
recycling which will be discussed at the next meeting. Ms. MaGuire would develop
a synopsis of definitions to be used in the discussion of and reporting of
recycling programs.
The next meeting was scheduled for 6:30 pm., Thursday, February 2, 1989.

Judy Ehrens explained the proposed Recycling Implementation Strategy that was
to be presented to Washington County Board of Commission on N<:>Y~~~;-?~r ).988
for approval. The implementation strategy included:.
The program goals for 1990 were to eliminate 4% of the waste_t.hrough wa~1;~_ __ __
reduction, 16% of the waste would be recycled and the balance of 80% would
be processed. through the RDF plant in Newport. The plan also provided for
mandated recycling and volume base fees if the waste reduction goals were
not met by 1990. The plan also called for penalty fees if corranunities did
not comply with the mandated programs.
Jim Juhker questioned the need for mandatory curbside recycling and the need for
volume base fees. Mr. Junker said that the City of Stillwater already had
established an excellent solid waste collection program which included just about
all types of residential waste pick-up and he did not think that the City Council
wanted this service to change. This might happen if a volume base fee system
were to be implemented. Mr. Junker also felt that a central drop-off site for
recycling would be more cost effective than curbside pick-up.
Mary Kueffner said that the most successful recycling programs are weekly
curbside pick-up. Ms. Kueffner said she believes that people would not use a
central drop-off site and that volume base fees would encourage people to reduce
waste and recycle certain materials.
Discussion also included services presently provided by Junker Sanitation and
the cost to Junker Sanitation for collecting and processing solid waste.
The next meeting was set for 6:30 p.m., November 30, 1988.

Cal Stenso-Velo reported on the recycling~orkshops that he had attended on
October 25th. Mr. Stenso-Velo distributed some of the literature that was
provided at the workshop. Nile Kriesel played two video tapes provided by
SuzAnn Stenso-Velo. The tapes were on the RDFfacility-and dn "recycling:--The----:----
committee continued to discuss, in general terms, issues related to recycling.
A representative from Washington County will be -at the next meeting whith-;s-n
scheduled for 6:30 p.m., November 10, 1988. "Ni le Kriesel was directed to
contact Jim Junker and have him attend the meeting.

DISCUSSION:
This was the first meeting of the Solid Waste Advisory Committee. The
Committee accepted Barb MaGuire's offer to serve as the Chairperson of the
Committee.
Mr. Kriesel handed out the Goals and Objectives (Mission Statement) that had
been adopted by the Stillwater City Council on October 11, 1988. Mr Kriesel
also provided the members with a copy of the Washington County Waste
Management Plan adopted in 1986. .
Committee discussion centered primarily around recycling. The Committee also
discussed the need to develop a data base to help determine costs associated
with ~aste collection and disposal. It was decided to invite Tom Haugen,
Environmental Health Specialist for Washington County Public Health
Department, to the next meeting to talk about the county.s waste management
plan and to provide the Committee with ideas pertaining to data gathering.
The Committee would also be asking Jim Junker of Junker Sanitation to attend
appropriate meetings to gather information and to hear his ideas regarding
recycling and/or waste collection/disposal.
The next meetings are scheduled for 6:30 p.m., Wednesday, October 26, 1988 and
6:30 p.m., Thursday, November 10, 1988 at Stillwater City Hall.
The meeting was adjourned at 8:30 p.m.

MANAGEMENT DEVELOPMENT PROGRAM
As you know, I have been participating in a management development program for
the past six months. The program is designed to identify (through a needs
assessment) areas where a manager needs to improve his management skills and
style. I think the program has been very beneficial to me in understanding my
strengths and weaknesses as a manager and ultimately, I hope to improve in all
areas of management. At least, it has provided me an opportunity to think
about myself as a manager and what I may need to do to "survive"in the
management field.
This program I am participating in is administered by Don Salverda, President
of Attitude Development Consultants, Inc., Roseville, Minnesota. Don is also
a Ramsey County Commissioner.
The program has previously been available to top managers.--Don--is now
starting a program for second level managers (i.e. Department Heads) and I
would recommend that the City allow Dave Mawhorter to participate. The
program runs for about one (1) year at a cost of $600 per parti ci pant.--I- have
talked to Dave about the program and he is very interested. He would be able
to attend an orientation session to determine if the program is worthwhile
before a final commitment is made. I would request that the Council approve
his participation if he deems it worthwhile.

Management today in both the public and private sectors is complex,
highly professional and changing.
One of the purposes of the Metropolitan Area Management Association
is to enhance the management knowledge and skills of its members.
Toward this end, I have been working with a number of MAMA members
over the last several years with a management development program
ca 11 ed the Development Needs Inventory /Effecti ve ManagelTlentProgralTi
(DNI/EMP) .
The DNI/EMP follows a 6-12 month cycle and includespre~-and post- -
program management behavior assessment, a comprehensive effective
management manual, and monthly participant collegial meetings.
Those managers and administrators who have or are currently partici-
pating like the system format and are benefiting from participation.
1nterest has been expressed to offer the program again in 1989
and to make additional offerings for department heads.
The first session for city managers will be Wednesday, January 25
from 9:00 - 12:00 AM. The session will be held in the conference
room of the Roseville Professional Center.
The first session for department heads will be held Wednesday,
January 25 from 1:30 - 4:30 PM at the same site.
If you are interested in participating in the upcoming offering
and/or registering one or more of your department heads, please
let me know as soon as possible, but no later than Friday, January 20.

RE: Dock Relocation and Charter Dock Facilities
Dear Mr. Kriesel:

I have been following the communications and notices to and from
the City of Stillwater regarding the proposed relocation of the
City transient docks and the charter boat docks (switch
locations), and the permit applications for-these items.
Thank you for sending us copies of the meeting notices and
permit applications. I have the following comments as staff for
the Minnesota-Wisconsin Boundary Area Commission:
Please be advised that I have no objection to the
"flip-flopping" of the dock locations under separate permit
applications by the City.
I have a couple of concerns about the particular requests,
however, in terms of compatibility with the Riverway zoning
standards and Lower St. Croix River Management Commission
policy:
1. We are concerned about the inclusion of a structure
(the small shelter) on the transient dock. This
appears to be the placement of a visually conspicuous
structure (although floating) within the Riverway.
2.
While transient docks certainly could be used for more
24 hours by any party - we suggest they not be given a
reservation in excess of 24 hours and they be required
to pay on a daily basis - to avoid the transient docks
being construed as a marina.

3. Is the floating ticket office a vessel or a structure
floating on the water? We would advise_~larification
from the DNR about the acceptability of~this-request.

Dear Colonel Baldwin:
This responds to your November 10, 1988, public notice (#88-
1182-23/88-1209-23 and VF 88-24~90) regarding the city of
stillwater application for after-the-fact authorization for
the placement of a barge and floating dock facility at the
municipal docks on the st. Croix River, in-washington county,-
Minnesota. The following comments have been prepared under
the authority of the Fish and wildlife Coordination Act (16
U.S.C. 661 et seq.), the National Environmental Policy Act of
1969 (42 U.S.C. 4321-4327), the Endangered Species Act of
1973, (16 U.S.C. 1531-1543), as amended, and the u.s. Fish
and Wildlife Service Mitigation Policy.
ITh coordination with the National Park service, the U.S. Fish
and Wildlife Service offers this response in an effort to
conserve the ecological, aesthetic, and public use values of
the st. Croix National Scenic Riverway.
We do not object to the issuance of the subject permit
provided the following modifications are incorporated as
conditions of permit issuance.
1. The barge, or "floating ticket office" feature of the
project should be eliminated. Such a structure is
not water dependent and would add to the congestion
of the waterfront at this location. The ticket
office can be located on fast land nearby and, within
local zoning constraints, contribute to rather than
diminish the aesthetic appeal of the riverway.

2. The permit Jor the (#88-242-12) municipal dock should
not be modi~ied to allow for extended moorings. We
recognize t~e need for lengthening the time
restrictions, and we would offer a compromise-between
48 and 72 h~urs. The st. Croix River is beleague~ed
by recreati nal boats on busy weekends. This- .
management hallenge requires that a very careful
public inte est determination be made on every permit
for dock fa4ilities.

The MissisSippi River System Management Team has reviewed
the City of Stillwater's applications to both the Department
and the Corps of Engineers to modify its permits for the
public courtesy docks and the excursion.boat docks. Our
comments here are intended t~ serve both as comments to you
on the state permit and as recommendations for part of your
comments to COE on behalf of the Department.

We have no objections to reversing the location of the two

The public courtesy dock should continue to have a 24-hour
stay limitation. Such a limit currently exists in permits
for all public courtesy docks on the river (Stillwater.
Hudson. Afton. Prescott) and is necessary to prevent the
. docks from becoming a mini-marina with seasonal or partial
season rentals. The purpose of these docks is to accomodate
boaters who wish to visit businesses in downtown Stillwater,
not to provide multiple-day docking for craft visiting the
St. Croix from out of the area. Most marinas have space to
. accomodate the out-of-town boater who is visiting the area
for 3-10 days from La Crosse or St. Louis. for example.
Such multiple-day docking was not the original intent of
these courtesy docks.
The public courtesy dock should not contain a structure.
The permit regulations appear to clearly prohibit such a
practice.

We also feel permanent mooring of a barge containin~ a
floating ticket office should be prohibited. Usurping the
public's water for a private. for-prOfit business is
certainly not in the public interest. 'Permanent. priva~~
mooring of a structure on public waters appears to be
prohibited by the permit rules. The situation is identical
to the permanent boathouse-dwellings in the Winona area that
the Department has determined are nonconforming. cannot be
permitted and cannot be improved. There are on-land
alternatives for excursi-on boat ticket_offices.

.1. The following is submitted in response referenced matter:
Relocating the docks as proposed would cause navigation problems
in an area of the river that already is crowded. The existing setup
of the docks allows for relatively easy flow of boat traffic in/out
of both the general dock and charter dock. If these docks are flip-
flopped.as propose~, I do not believe there is anyway we could set
the docks that would not cause grave hazards to docking of the boats
and also allow for an accessable entrance to the charter boat dock.
There just isn't enough land available.
In order to accommadate both docks in a flip-flopped situation
the general dock would have to be situated in such a manner that
it would extend approximately 300 feet into the river as indicated
on the diagram in yellow.
As the agent for the City of Stillwater and lessor for charter
dock we have done everything possible to work out a business like
relationship with our neighbor, Dock Cafe. I thought operations went
quite well during the 1988 season and we can improve on them next
year.
Before a decision is made to move these docks, I believe we must
accurately look at how they are placed to ensure the plan is workable
from a navigation standpoint.

St. Croix Boat & Packet Co., operators of .the Andiamo Charter/Excursion
Boats and lessee of the Charter/Excursion Docks, would like to submitt
the following comments rega~ding the relocation of the docks.
.
1. The proposed relocation of the docks is going to serve no usefull
purpose to the General Public or The City-of Stillwater ~.. ..It would.
only serve to satisfy private concerns and for how long remains to
be seen.
2. The proposed relocation would cause the larger of the two docks,
The General Public Dock, to stick out into the river even farther
than the Charter/Excursion Docks do now. This could cause a safety
factor as the south end of the relocated 'General Public Docks would
come close or penetrate the main channel of the river.
3. The diagram sent with the letter dated November 10, 1988, by the
Corp. of Engineers is basically right, but some error does exist.
(a) The Charter/Excursion Docks are located to far south and are
not in the present location of the General Public Docks, which
they would have to be to provide access from the shore line.

(b) As per the Corp. of Engineers Diagram, moving the relocated
Charter/Excursion Docks farther to the north would cause the
angle of the General Public Docks to change. This change in
the angle would be necessary to allow safe departure and entry
for the vessels at the Charter/Excursion Docks. Keep in mind
the Summer winds, from our experience, comes out of the South-
East. This is going to cause departing vessels to be blown
towards the relocated General Public Docks.

There was no objectibns on the location of the docks until~a
floating, Barge Tickkt Office facility was constructed. This
Ticket Office was nellded to address yours and others concerns.
This concern being, he amount of charter versus public excursion.
During the Summer se,son of 1988, 40% of all boat trip conducted
were Public Excursio~s. More were scheduled, but had to be can-
celled do to lack oflpublic interest. This was a substantial

increase over the 19~7 season. We fee; this increase was do to
the newly constructep Ticket Office and it's location. We expect
the percentage of Pu~lic Excursions to increase even more in the
coming seasons. '

concerns of which we are now in the process of addressing and

The purpose of this dock is to provide boaters with an oooortunity
to walk around historic Stillwater, visit the shops and possibly
stay overnight. In mid-summer this dock often can't accommodate
all the boats with the present 24 hour limit. To extend the time
liILli t for boats \vould further limit the service the dock is
intended to provide. Boaters on vacation should make arrangeILlents
with marinas, not the Stillwater courtesy dock.

Comments Regarding Permit 85-415-23
We support the relocation of this dock. Presently, the boat moored
on the north side of the dock extends beyond city property and
severely limits our ability as adjacent land owners to provide
courtesy docks for our business.
The proposed use for this dock as first presented to us as adjacent
property owners was to provide on a regular basis boat rides,~ ._ _
traveling up and down the St. Croix, stopping at Hudson and Afton,
allowing individuals or small groups to travel from on~ town to
another without prior reservation. As far as we know, this has
never happened. The major emphasis from the beginning appears to
have been the chartering of entire boats by private parties. When
we called the St. Croix Packet Company in August of this year to
inquire about excursions, we were told our only option was to
charter an entire boat. Incidentally, meals had to be ordered
with all cruises.
The operation has changed in size as well, expanding each year.
The boats can now carryover 270 people. In the spring of 1983,
a 500 square foot floating building was added that provides office
and storage facilities and a gift shop.

the Oak Park Heights Council to discuss a variety of issues common to
the Cities of Oak Park Heights and Stillwater. Some of the issues of
mutual concern are: the bridge across the St. Croix River, expansion
of sewer treatment plant, expansion of municipal boundaries, and the
sharing of municipal services. I am listing issues tnatr-eadily
