PLANNING APPLICATION REVIEW
CASE NO. SUP/V/88-46
Planning Commission Meeting: August 8, 1988
Project Location: Curve Crest Blvd.
Comprehensive Plan District: Industrial Park/Commercial
Zoning District: IP-Cl
Applicant's Name: Con/Spec Corporation
Type of Application: Special Use Permit/Variance
PROJECT DESCRIPTION:
A Special Use Permit to construct a 23,000 square foot office/warehouse on
Curve Crest Blvd. and Variance to lot coverage requirements (east of Arrow
Building Center and west of the Curve Crest Building).
DISCUSSION:
.
A warehouse in the IP-Cl District requires a Special Use Permit to evaluate
the impact of the use and de.sign of the site on the surrounding area. Other
uses in the area jnclude Time Out Sports to therear, Arrow Building_ Center_to
the west and Curve Crest Office Complex to the east. The rear of the building
is where the loading docks are located. Loading and unloading will take place
in this area. The vacant lot to the rear could .be developed in retail or
office uses permitted in the IP-Cl District. To minimize the impact of the
loading area, on the adjacent lot to the rear, a six foot solid wood fence
with street trees as shown on the front of the project, is recommended.
The project meets the setback, parking and height limits for the use and
zoning district. The maximum lot coverage (building and parking coverage) in
the IP-C District is 80%. The proposed development covers over 90% of the site
resulting in less green area. The site plan is very tight and in order to meet
the 80% requirements, the bulding size would have to be reduced.
, 'to'
A review of the site plan by the Fire Department indicates the one-way drives
around the bui lding should be increased to twenty feet minimum from fourteen
feet and seventeen feet.
RECOMMENDATION: Approval.
CONDITIONS OF APPROVAL:
1. A sold wood fence or solid evergreen hedge shall be planted to screen
the loading area from the properties to the south.
. 2. The minimum driveway clearance shall be twenty feet.
3. The one-way driveway area shall be signed NO PARKING FIRE LANE.
.
.
.
CONDITIONS OF APPROVAL - CONTINUED
4. All mechanical equipment shall be roof mounted or located at the rear
of the building.
5. Any change of building use from 4,500 square feet office and 18,500
square feet warehouse shall require Community Development Director
review.
6. No signage is approved. A sign program for the building shall be
submitted for Planning Commission review.
7. The trash enclosure shall be constructed of masonry material similar
in color to the building.
8. All landscaping shall be installed before building occupancy.
9. The final plans for building permit review shall incorporate comments
of City Engineer (attached).

PLANNING CASE SUP/88-46
PLANNING CASE REVIEW FILE
Mr. Steve Russell
Community Development Coordinator
City of Stillwater
216 North Fourth Street
Stillwater, MN 55082
Dear Mr. Russell:
.
Pursuant to your request, we have reviewed the grading and
drainage plan for the above referenced planning case. This plan
is for CON-SPEC Corporation for a proposed building on Curve
Crest Boulevard. The building will be on Lots 1 and 2, Block-2
Kern-Pauley Addition.
We find the grading plan to generally meet the City standards.
The proposed grading plan does provide for drainage and storm
sewer out to Curve Crest Boulevard. However, the developer is
proposing to excavate Curve Crest Boulevard and install a manhole
over the existing storm sewer. Instead of excavating the street,
it would be better if he were to install the pipe behind the
existing curb and gutter on Curve Crest into an existing catch
basin located approximately 85 feet west of the proposed
driveway. This will require the developer to secure an easement
for the installation and maintenance of storm sewer from' the
adjoining property to the west of the proposed development. We
have recalculated his drainage figures on the enclosed print that
you provided for us. We have indicated invert- elevatIOns of the
pipe and the pipe grade. We have circled this information in
red. The contractor could break into the back of the existing
catch basin.

The developer should also remove the existing concrete opening
that he will not use and install concrete curb and gutter to
match the existing curb and gutter on Curve Crest Boulevard. In
the event the proj ect was not completed, we estimate erosion
control consisting of seeding, mulching and straw bales around
the storm sewer inlet to be approximately $550.

Enclosed with your Council Agendas is a resolution appointing Election Judges
and fixing their rate of compensation. At the 1986 Election the Chairman
Judges were paid $5.50/hr. and the Judges were paid $5.00/hr.
I surveyed several cities and their rates are as follows:
Oakdale
$5.00 - Judges
5.50 - Chair
5.00 - Judges
Primary - 5.50 - Ch air
Gener a 1 6.00 - II
4.00 - Judges

Since I do have some difficulty in obtaining people to work as Judges during

Chairman Judges.

12 local health agencies, of which tne MSPH/PH is one. Other .sc.\l~\~\.\c.,u:J ~ ~\
members include Multiple Sclerosis, the American Lung ~~~ ~\vC~,
Associations, Leukemia Society, Children's Cancer Research, Fund, ~ ~~V~\I'~\~
and othe rs . Like the Uni ted Way, the CRA seeks to solici t suppor t ()v ,JJJ f./
for its member agencies through a work place campaign utilizing ~
payroll deduction. By focusing solely on health, the CRA
complements the United Way drive which benefits primarily social
service agencies.
There are many benefits to including a CRA campaign in your annual
fund-raising drive, and the enclosed brochure highlights a few of
them.
I and the CRA's executive director, Lynne Hansen, would like to
talk with you about the potential for including the CRA in your
fund drive this fall. I will call you in a few days to arrange
for an appointment.
Sincerely,

Dear Nile:
We are making our financial plans. When might we expect payment of the $5,000.00
pledged by the City of Stillwater.
Your donation will be used as a "parachute", if we cannot make "Graffiti" self sus-
taining. Your money will be used for operating expenses only.
Your donation will be placed in a C.D. and we will try' to use only the interest
earned.
If "Graffiti" would close or not be used for a Teen Center, we would reimburse any
money left on a pro-rated basis.
