DISCUSSION OF MINNESOTA ZEPHYR PROJECT PLANS
BACKGROUND:
Last summer this City entered into a Development Contract with the owner of
the Minnesota Zephyr to purchase certain property from the state and resell
the property for. the developer to build a 'depot containing a kitchen, office,
reception area and parking. A map showing the original site plan is attached
marked Exhibit "B".
Based on the experience of the Zephyr over the past six months and smaller
parcel size, it has become apparent that the number of parking spaces provided
on the original site plan is inadequate. More like 120 to 150 parking spaces
are needed for Zephyr patrons and employees.
At one point parking north of the prison railroad spur was considered but
the downtown plan proposes keeping that in a green natural appearance as
a gateway to downtown Stillwater.
The new Zephyr includes the developer purchasing from the City land recently
purchased from MnDOT. The developer is proposing to use this property as part
of the project to provide adequate parking,'space for landscaping and has
expanded the concept of the development.
Other aspects of ,the new project are shown on the attached plans and 1 ~e
described by Mr. Paradeau at the workshop for review and discussion.

Stillwater City Council
The Minnesota Zephyr has asked the city council to make available some time
during the workshop session on May\24th for a presentation on the Minnesota
Zephyr project.
The presentation will contain detailed information concerning the property
availability, building proposals, utility needs, financial arrangements, timing
. of the project and the benefits derived from a joint cooperative effort.
The enclosed information will help prepare each of you for the forthcoming
presenta ti on.

MINNESOTA ZEPHYR
L Property:
The Minnesota Zephyr is in need of additional property. The current area
now occupied does not have adequate parking facilities.
The city has indicated that the property north of the rail sper would be
better suited as a natural entrance to the city from the north.
The parcel south of the Zephyr that the city owns (Minndot building) could
be available for expan'sion and development. (See layout.)
2t~ Depot - Railroad Museum
This proposal site plan would contain a beautiful depot-railroad museum.
The bui ldi ng would be the home of the Minnesota Zephyr with administration
and kitchen facilities but more important an attraction available for all
the cities guests. The museum would contain artifacts and history of the
railroad industry and also serve as a tourist information center. This
touri st center facil ity could be maned by the Zephyrs employees with the
assistance and cooperation of the downtown Business Association.
The site would have parking facilities in access of 170 vehicles.
For both the city and Zephyrs guests. (See site plan)
3. Utilities:
The Zephyr is requesting that the city investigates the possibilities of
putting all utilities starting at the north end of town under ground.
There also is a need for proper drainage and sewer systems in this area.
Sidewalks should also be considered.

4. Financial
The ci ty of Stillwater is aggressively seeking long term development plans
and proposals, and we would like to suggest that the Zephyr be the catalyst
to those development plans. But to do it right, financial assistance from
the city is necessary.

5. Benefits:

The ci ty of Still water is a tremendous benefit to the Minnesota Zephyrs
operation. We in turn hope that the Zephyr can be beneficial to the city.
The Zephyr si nce bei ng located in Stillwater has entertained over 26,000
guests. From January 4th 1988 to May 18th we have made reservations for
over 16,000 people. Our projections indicate that the Zephyr will host
well over 40,000 poeple by the end of the year.
With the completion of the rail road museum and depot the project can
attract well over 150,000 visitors annually.
The Minnesota Zephyr employes over 50 people and spends over $1.2 million
in goods and services yearly.
The Zephyrs project can beautify the north end of Stillwater and encourage
future development to the south. We can and will be an attraction the city
will be very proud of.
Timing is of the essence, we snould make the necessary decision to get this
entire project underway.

Dear Mayor and Council Persons;
The Stillwater Elks Lodge #179 requests that the City Council
of Stillwater gives to our lodge p,ermission to extend our
Charitable Gambling license to two bars within the city
limits of Stillwater.
We want to rent space to sell additional pull-tabs in two
locations otber than our own with the understanding that we
would use our own personnel for sales and accounting. It is
our request that we would operate five evenings per week,
four hours per evening.
Stillwater Elks has been in existence since May 12, 1891
located in downtown Stillwater. During our long history we
have been known for our benevolence. With the expansion of
our Charitable Gambling we can expand our donations within
our area. By law 55% of all proceeds have to be used for
Charitable donations.
The members of Stillwater Lodge appreciate your time in
considering this request and will await your response.

We the members of the Towne at Oak Glen Homeowners Association are petitioning
the City Council of the City of Stillwater to change the name of our street.
Currently, there are 11 townhouse owners living on "McKusick Road Circle North",
Stillwater, MN 55082. This name is not only much too long, it is often changed
by dropping either the "Circle" or "North" from the name. It is also being
confused with McKusick Road, McKusick Lare Circle North and McKusick Circle
North. All of these streets are within a mile of each other. (see attached
plat map).
The U. S. Postmaster and his employees support this change, as well as the
emergency people of the City of Stillwater.
The street name our residents are requesting is:
"TOWNE CIRCLE"
All street numbers will remain the same.
Your approval of this request will be appreciated.

Re: Comments on Waste Water Policy Plan.
The City of Sti llwater has reviewed the Waste Water Policy Plan and offer the
following comments for Metropolitan Council review. The Cit~of Stillwater is
supportive of the regional concept for sewer service but"want to ensure that
Stillwater's specific concerns are addressed in that regional approach.

Concerns identified in reviewing the Waste Water Policy Plan are in the
following areas; growth projections and service capacity, 'infiltration and
inflow CIII),.,interceptor extensions and use of SAC charges. '
The Waste Water Policy Plan, on page 31, discusses development and delivery of
sewer service issues. The section describes the close relationship between the
Development and Investment Framework and Waste Water Policy Plan. The
framework provides the guiding direction and the Waste Water Policy plan
implements the framework. Here is where Stillwater's concern lies. The
Development and Investment Framework forecasts a Stillwater population of
13,200 in 1990 and 13,300 in 2000. The Waste Water Policy Plan extends the
forecasts to 2010, 14,500. These figures are very low. "The-1988 Sti llwater
population estimate of 13,800 is equivalent to the Metropolitan Council
forecast.for Stillwater population in 2005. This is of particular:,concern:at
this time because plans are being drawn forthe early 1990's expansion of:the
Stillwater Waste Water Treatment Facility: It is very:possiblectha~ if
ex i st i ngMetropo 1 itan Counc i1 forecasts are used, inadequate sewer capacity

The reduction of excessi;ve III as stated in Policy 5 is an important policy .
for the efficient use of ~he Waste Water Treatment System. The City agrees
with Metropolitan Waste IControl Commission (MWCC) comments supporting the
reduction but oppose withhplding improvements to communities not in com~liance
with the policy. The lower cost of III reduction is sufficient incentive for a
community to reduce excess~ve III.

Policy 7 addresses the ~ocation and extension of new interceptor sewers to
adjoining communities. ]nsofar as the City of Sti llwater has already
constructed a sewer ove~sized for future interceptor use to serve Stillwater
Township west of the City to County Road 15, the City snould be assured by the
Metropolitan Council yhat this sewer will indeed be classified as an
interceptor in the future.i The 36" di ameter sewer was constructed as a p art of
the Oak Glen Project alo~~ McKusick Road and terminating near Brown1s Creek at
the west City limits. T~is interceptor provides one connection point for
future use by the TownsHip for an extended area approximately between County
Road 5 and County Road 15 land Trunk Highway 36 and Trunk Highway 96.
Policy lOA addresses th~ sewer service area. This policy also states that
sizing of the MetroPOlitanl1 sewer serVices. will be based on 'population, housing
and employment forecast prepared by the Metropolitan Council. The City should
be assured that the Metropolitan Waste Control Commission will base the design
of the Stillwater Waste IWater Treatment Plant at least on the population
projection as indicated in a letter from the Metropol itan Counci 1 dated
February 29, 1988. (attached)
If there is a surplus inl the SAC-charge fund, the City of Stillwater would be .
interested in a redi.Jcti~n in SAC-charges that could be provided by the
Metropolitan Waste Control! Commission to lower the cost of construction.
