This is the day and time for the public improvement hearing on the Myrtle Street Ravine Drainage Project, L.I. 284. Notice of the hearing was published in the Stillwater Gazette on October 22 and 29, 1993 and mailed to affected property owners. 2. Any other business Council may wish to discuss. I suggested that the Chestnut & Union Streets location be used since it is too late to request approval from Mn/DOT for the Main St. locations and he agreed. Doerr, seconded by Seggelke, moved to schedule a public hearing Monday, November 22nd at 7:00 p.m. for a Conditional Use Permit and /or Commercial Planned Unit Development Zoning on the above request. 5 aye votes. Scott, Commander St. Paul District, U.S. Army Corps of Engineers Army Corps of Engineers Centre 190 5th Street East St. Paul, MN 55101 -1638 Dear Col. Scott: This is a request from the City of Stillwater, Minnesota to the St. Paul District to allow the City of Stillwater and their City Engineering firm, Short Elliott Hendrickson (SEH), to perform the final design and prepare the final plans and specifications for the emergency river wall and abutment construction. It is my understanding that this project has recently been authorized by Congress through the Corps of Engineers. The City of Stillwater is very concerned about expediting the design and construction to prevent further deterioration or failure of the existing abutments and walls. We feel that since SEH has previously performed the wall inspection and the preliminary design of the rehabilitation, that they are best suited to complete the final design. This would expedite the project at the lowest possible cost to the City of Stillwater as well as the Corps of Engineers. SEH has assured the City that they will perform the final design this winter and meet all of the engineering criteria and standards of the St. Paul District. The following are reasons to justify our proposal and use of SEH in the final design. • past. 1. Previous specific knowledge of the project through development of the original project inspection report by SEH in December, 1987 and updated in October, 1991. 2. Knowledge of the foundation, walls, past erosion and deterioration through preparation and construction of the downtown improvements in 1991 and 1992. 3. Extensive knowledge and experience in the community, associated utilities, other City features, community desires and future development plans; SEH has provided continuous service to the City over the past 36 years. 4. SEH recently assisted in the design and construction of the downtown area which abuts this project. This included streets, sanitary and storm sewers, water distribution and parking facilities. 5. Past experience in working with the Engineering Division in the St. Paul District will simplify engineering management, quality, control and cost effective of the final design. 7. Utilization of SEH employees with previous experience working in the St. Paul District to assure a quality design that will meet the St. Paul District standards. 8. Overall cost savings in design and construction for the reasons listed above. This proposal has previously been discussed with personnel of the District Planning Division and other staff of the District and SEH personnel. It is requested that I and SEH engineers meet with your Planning and Engineering Division Chiefs to discuss our proposal. If at all possible to expedite the project, the design could start immediately, and the Corps could reimburse the City after completion of the design.
