afternoon, May 25, 1993 at 4:30 P.M. in the City Hall Council Chambers, 216

A Joint Meeting with the Oak Park Heights City Council has been scheduled for
Tuesday evening, at 7:00 P.M. in the Oak Park Heights City Hall, 14168 57th
St. No. to discuss issues of common concern.

Background
M E M O R A N D U M
Inasmuch as there have been changes in the City Council since the last budget
year, a meeting with this City Council to address your concerns is essential to
the budget process. A brief description of the current budget process, based
on past practice, is attached as Schedule A. The process may be modified or
changed by City Council, if it so chooses. In addition, there are timelines and
requirements imposed by state statues that the City needs to comply with to
continue receiving state aid.
Beginning with payable 1993 taxes, the City is no longer bound by levy limits
imposed on it by the state. Essentially, it is within the City's power to set
the tax levy at whatever level it chooses.
Analysis
In conjunction with the operating budgets, the City Council must review capital
outlay. Capital outlay is funded with bonding and will be added to the general
tax levy in the form of the debt service tax levy. With the recent adoption of
the Special Assessment Policy by the City Council, the debt service tax levy will
be used to finance the City's share of projects in addition to capital outlay.
The City has other sources of revenue that may be increased, if the City Council
chooses (those being licenses, fees, etc.). It has also been suggested by a
councilmember that the City may want to establish a sales tax.
Conclusion
I have prepared a schedule of projected debt service tax levies based on projects
approved by the City Council and proposed by the City Coordinator, which is
depicted in graphic form on Schedule B. Schedule C shows the financial impact
of the debt levies as estimated CITY TAXES ONLY for various properties. It is
very important that you are informed and aware of the estimated increase in City
taxes that these debt service levies will create. I am very concerned with the
City tax increases. City taxes will more than double in ten years. It has been
my experience that even small increases are not always warmly received by the
constituency.
Recommendation
City Council direction is requested for the following:
1) Special projects or items the City Council would like to include in
the 1994 budget.

3) Schedule B and C - City Council approval or changes.
4) Review and approve budget calendar
5) Any other items relating to budget as requested by City Council.

The Budget Process
Schedule A
1. Finance Director develops budget calendar, City Council reviews and
approves calendar.
2. Finance Department generates budget worksheets and distributes to
department heads with budget calendar.
3. The City Council may direct department heads as to the level of budget
requests (i.e., no more than a 5% increase) and other City Council concerns
or requests.
4. Department heads develop their operating budget requests and capital outlay
requests (excluding personnel costs).
5. Finance Department generates personnel costs based on direction from City
Coordinator for increases.
6. Finance Department develops revenue projections based on existing policy
and direction from City Council.
7. Budget worksheet requests, capital outlay requests, personnel costs and
revenue projections are compiled by Finance Department into preliminary
budget.
8. Preliminary budget is presented to City Council at a workshop and City
Council holds meetings with each individual department head to review the
budget requests.
9. Budget cuts may occur: as directed by City Council during meetings and /or
by City Council directing department heads to cut their budget and /or by
directing Admin /Finance to suggest budget cuts.
10. The City Council adopts a "proposed" tax levy and "proposed" budget prior
to September 15th and certifies this to Washington County.
11. Washington County prepares and mails parcel specific tax notices to
property owners in November.
12. The City Council holds a Truth -in- Taxation public hearing in December to
present the budget to the citizens and adopts the "final" levy and "final"
budget at this meeting.

Just a reminder that the City Council has agreed to a joint meeting with the City
of Oak Park Heights' Council at 7 p.m., Tuesday, May 25, 1993 (at Oak Park
Heights City Hall) to discuss issues of common concern. A workshop to update
the Council on the new bridge proceedings will precede the joint meeting.
Also, the City agreed to meet with Stillwater Township Supervisors at 7:30 p.m.
on June 2, 1993 (at Stillwater City Hall) to discuss community planning issues.

Re: County State Aid Highway 5 (CSAH 5) Reconstruction Project
We discussed at your March 9, 1993 meeting the reconstruction of CSAH 5 from TH 36
to Croixwood Boulevard. Our discussion was primarily to introduce the project and solicit
comments and concerns from you.
The meeting was concluded with it being determined that we would return to the Council
in May with additional information on traffic, including accidents and the operation of the
4 lane transition zones; "hard" city costs for the project; and advantages /disadvantages of
building the road in 1994 versus waiting for the MNDOT TH 5 Bridge project.
Since March we have been collecting data and meeting with city staff, developers,
MNDOT engineers, and Township officials so the project design could be refined. This
would allow us to provide proper and accurate information on your comments and
concerns. The complexity of this project combined with the many different parties
involved has forced us to delay our return to the Council. We anticipate that we will have
the information available for a July meeting.
The department is working closely with City staff in developing the project design. We
appreciate their cooperation and hard work in moving this project forward.

I am writing in support of Tom Linhoff for the position of Fire
Chief for the Stillwater Fire Department. My work with the
Stillwater Fire Relief Association started June 10, 1985. As a
member of the Board of Trustees for the Relief Association
Retirement Plan Tom has worked with me on the design and
implementation of the official investment policy statement and the
on -going monitoring of the investment results.
Through my experience working with Tom, I have found his follow
through and decision making to be thoughtful and consistent. He
has taken the time and energy to learn the difficult and often
tedious information that is necessary to make appropriate decisions
regarding the investments.
Tom takes his responsibility as a fiduciary for the relief
association seriously. He faithfully attends meetings and is loyal
to the needs of the entire membership in his responsibilities as
a trustee.
I recommend Tom for the position of Stillwater Fire Chief without
reservation.

Thank you for taking the first step, voting May 18th, to hold a
public hearing in June, that will bring our city's public utilities
into S.E. Stillwater in the waining years of the Twentieth Century.
Each of you are receiving with this note a colored 11" x 17" copy
of the northeast portion of the 1990 "Geologic Map of Washington County."
The original of this map was made by the Geology Department of the
University of Minnesota. It shows "Sensitivity of Ground Water Systems
to Pollution." Note that the dark red found in "Olde Towne" (19th Century
S.E. Stillwater) is the highest rating given, namely: "Contaminants will
almost certainly reach the system in hours to months." That should be
reason enough to require everyone in sewered areas to connect -up
immediately!
At the "Informational Meeting" held January 26, 1993, I mentioned that
S.E. Stillwater had scores of abandoned wells that resulted from most of
the area getting city -water in the mid- 1930's. With the advent of running
water, and the accompanying sewage -dry -wells (PITS) and drain fields at
that same time, S.E. Stillwater really started getting sewage- effluent
pouring into those uncapped wells and cracks in the limestone underlayment.
Since the City has NO Health Officer (which I have mentioned several
times in the past), and it is currently not mandatory to test private wells,
I strongly suggest that you have all private wells in the City checked
(by ordinance), and those in S.E. Stillwater connected to the city water
lines if necessary at this same time.
Note in the lower right corner of the map: "The two maps...," and
"The second (map) addresses primarily the Prairie du Chien - Jordan
aquifier, which is the most heavily used source of ground water in the
county." The second map also shows the identical area of S.E. Stillwater
in dark red (highest contamination rate).
