Lily Lake . Washington Following the park tour, Park Commissioners will be meeting at the home of Rob MCGarry at 1101 Broadway Street N for their annual summer social. No official business will be conducted at that time. City of Stillwater Parks and Recreation Commission May 18, 2009 Present: Linda Amrein, chair David Brandt, Scott Christensen, Rob McGarry, Solveg Peterson and Sandy Snellman Staff: Assistant Public Works Superintendent Tim Moore Ms. Amrein called the meeting to order at 7:05 p.m. Approval of minutes: Mr. Brandt questioned the language attributed to Mr. Christensen in the second paragraph of the discussion regarding the McKusick Lake trail. It was decided to change the language "adding dysfunctional trails, little segments of trails of little value," to "converting dysfunctional trails ... to functional trails." Ms. Amrein pointed out a typo in the paragraph related to the Minnesota Waterfowl Association on page 2, "at" should be "and." Ms. Amrein, seconded by Ms. Snellman, moved approval of the minutes of April 27, 2009, as corrected; motion passed unanimously. Action Items Postal Park - Mr. Moore presented a proposal to maintain the water feature in Postal Park, the small open space between the old post office building and Connelly Shoe on North Second Street. The water service to the park was discontinued in the summer of 2008, he said. Mr. Moore said the proposal is to operate the water feature with a recirculation pump. There is no electrical service to the site, but Greg Gartner, owner of the old post office building, has agreed to allow the City to make an electrical connection off his building, Mr. Moore noted. He also stated he had looked at the possibility of utilizing a solar-powered pump, but that technology is not reliable at this time. Mr. Moore said a fairly firm estimate of the cost of purchasing a pump and installing electrical service and water line is $1,440; he noted there is money in the budget. Mr. McGarry asked if the Water Board might be willing to participate; Mr. Moore said that is not an option. Ms. Snell man asked what would happen should the old post office building change ownership; Mr. Moore responded that this is not a permanent solution -- it's a temporary measure until solar pumps are more reliable. Ms. Snellman said she thought this was a nice amenity, especially since the small park behind the new parking ramp will be less accessible to folks. Ms. Snellman moved to accept the proposal of the purchase of a pump and installation of electrical service to the water feature in Postal Park as presented. Ms. Amrein asked if the pump would be turned off at night; Mr. Moore stated a timer could be installed. Mr. McGarry seconded the motion; motion passed unanimously. Dog Park - There was discussion of a number of possible locations for a dog park. Mr. Moore noted that staff had looked at the possibility of using some space by the former City dump on Myrtle Street as directed at the last meeting, but there are some drainage issues with that space. Mr. Moore described a possible site near the skate park behind Brine's and the Rec Center off Curve Crest Boulevard. He stated the site has the advantage of being pretty well separated from other uses and the availability of parking, but it is a fairly small site, 1-2 acres; Mr. Moore pointed out the City could do a bit of grading and berming to make the site more attractive. Ms. Peterson said she favored this site as it seems to be the least contentious of the potential sites mentioned during discussion. Mr. Christensen stated a dog park would likely be well used, but expressed a concern about cost. Ms. Snellman asked about liability issues. After discussion, it was consensus to direct staff to continue to look at the possibility of developing a Park and Recreation Board Minutes May 18, 2009 Page 2 of 2 dog park at the site by the skate park, to look at cost and liability issues, and to contact Friends of Stillwater Parks regarding their commitment to possible funding of a dog park. Eagle Scout project - McKusick Park - Mr. Moore stated he has been working with an Eagle Scout candidate who is proposing to construct a pergola style seating area at McKusick Park, along the east side of the proposed trail. Mr. Moore said the Scout's den master wants him to build two of the structures; he said he had suggested some berming or plantings as an alternative. Ms. Amrein suggested that if the Scout wants to construct two of the structures, place a second one along the trail in the area of Meadowlark; Ms. Peterson suggested the old trolley trail would be a good place for another seating area. Mr. McGarry asked Mr. Moore if he is comfortable with the proposed design; Mr. Moore responded in the affirmative, noting the structure is pretty sturdy and maintenance free. On a question by Ms. Snellman, Mr. Moore stated the structure will be placed on a brick paver pad. Ms. Amrein moved to approve the preliminary plans and direct staff to work with the Scout on a possible second location and any needed modifications to the plans. Ms. Snellman seconded the motion; motion passed unanimously. Informational Items CIP - Mr. Moore reviewed his memo and suggestions for 2010 capital improvements expenditures. He said he suggested these improvements - continue with trail improvements as outlined in the 2009 CIP, new roof at Lowell Park and Lily Lake Park restrooms, new roof at Lily Lake picnic shelter, new roof for Northland park warming house and moving the warming house to the south side of the parking lot, and upgrade of Lily Lake bathroom - because some of the buildings are in need of attention. He said without some repairs, the buildings likely will need to be replaced entirely; with repairs, he said the buildings likely will last another 15 years. He stated he would like to budget the replacement of one playground structure next year, and noted that he is working on a playground and equipment survey. Mr. Moore asked members to forward any suggestions regarding next year's budget to him. Mr. Christensen said he favored trails as a priority. Mr. Moore noted that staff has been directed to prepare two budget scenarios for 2010 - a 0% increase budget and a budget with a 10% decrease. Special event reauest - Mr. Moore reviewed a request by Trek to ReEnergize America to use Pioneer Park on June 24, 2009. He pointed out this is a non-profit group; the event will include a small bluegrass band, with attendance of no more than 50 people anticipated. Ms. Snellman noted there are local people involved in this effort of biking across the country. It also was noted this use will not conflict with any other events. Mr. Brandt, seconded by Mr. McGarry, moved to approve the special event request as presented. Motion passed unanimously. June meetino - It was agreed to try to start the June 22 meeting at 6 p.m., followed by the annual park tour and picnic. It was agreed to add the skate park and potential dog park site to the tour, along with Lily Lake, Washington Square and, time permitting, Northland Park. Armory land - Mr. Polehna arrived shortly before adjournment and suggested that staff contact National Guard officials regarding an agreement that stated the Guard will give back the land in front of the Recreation Center if it is not to be used for an Armory. Meeting was adjourned at 8:35 p.m. on a motion by Ms. Amrein, second by Ms. Snellman. City personnel replaced the clock and controls and had the lights working on June 2nd. The City Council received complaints from residents and the lights were turned off on June 8th. DISCUSSION Council has requested that the Parks and Recreation Commission discuss the lights at Staples tennis courts and develop a recommendation to have lights remain off or on. The current rates are as follows: Rec. Center Ice Lily Lake Ice Full Field House Half Field House Prime Time $160/hour $155/hour $220/hour $125/hour Non Prime Time $140/hour $140/hour $160/hour $85/hour Open Skating and Open Field Rate: $3.00/kid, $4.00/ adult Doug Brady from the Rec Center has obtained the current rates from our peer facilities and our rates remain below and competitive to these facilities. The following table illustrates current rates for comparable facilities for each of our facilities. The event is held each Tuesday for 7 weeks and consists of a market from 4:30-8:30, music from 7:30-8:30 and then a movie at dusk. Because this event starts on Tuesday July ih, it went before Council at their June 16th meeting and was approved. This application will also be going before the Downtown Parking Commission. St Croix Harvest Festival The Greater Stillwater Area Chamber of Commerce has made application for a Harvest Festival and Giant Pumpkin Weigh-off to be held on Saturday, October 10th in Lowell Park. This event was held last year with no issues. This application will also be going before the Downtown Parking Commission and City Council for consideration.
