Mr. Lieberman called the meeting to order at 7 p.m.
Approval of minutes: Minutes of March 2, 3008, were approved as submitted.
PUBLIC HEARINGS
Case No. DEM/08-08 Demolition request for a garage at 1104 Third St. S. in the RB,
Two Family Residential District. Adam Johnston, applicant. Continued from the March
HPC meeting.
Mr. Lieberman stated after reviewing the application, it appears the applicant met all
nine steps required for the issuance of a demolition permit and moved to approve the
permit. Mr. Zahren seconded the motion; motion passed unanimously.
DESIGN REVIEWS
Case No. DR/08-10 Design review of a paint sign band area for Enterprise Rent-a-Car at
14454 N. 60th St. in the BP-C, Business Park Commercial District. Ben Bonde, applicant.
Mr. Lieberman reviewed the request and staff findings. Mr. Lieberman moved approval
as conditioned. Mr. Eastwood seconded the motion; motion passed unanimously.
Case No. DR/08-11 Design review for Oh-Sus-anna at 402 N. Main St. in the CBD,
Central Business District. Ann Tschida, applicant.
Mr. Lieberman reviewed the request and staff findings. It was noted that according to
ordinance, based on the size of the applicant's retail space, the requested sign is 5.5
square feet larger than permitted. Mr. Johnson asked a representative of the applicant,
if there would be a problem reducing the size of the sign to meet the ordinance
requirements; the representative said they would not be opposed to doing that. Mr.
Johnson moved to approve the requested sign as submitted and as conditioned, with
the additional condition that there is no lighting. Mr. Zahren seconded the motion;
motion passed unanimously.

Case No. DR/08-14 Design review of exterior renovation and signage for 201 S. Main
St. in the CBD, Central Business District. Joe Heinen, applicant.
The applicant was present. Mr. Pogge noted the current signs would be removed and
replaced with the new signage; he pointed out the sign on the Chestnut Street
elevation will be smaller than the existing sign. Mr. Pogge stated at this time, the
building houses just one tenant. As the new owners get into their planned renovations
to house additional tenants, a sign plan will have to be developed and approved. Mr.
Johnson suggested adding a condition regarding submission of a sign plan; Mr. pogge
agreed that would be good to add. Mr. Johnson suggested language that this approval
becomes null and void if an additional tenant comes in and requests signage, at which
time a sign plan must be submitted. Mr. Lieberman moved to approve Case No. DR/04-
14 as submitted and conditioned, with the additional conditions that the signage not be
lighted and if at any point in the future, one or more additional tenants lease a portion
or all of this building a complete new sign package must be submitted to the
Commission, which may necessitate the removal of one or more of these approved
signs to accommodate the new sign package. Mr. Eastwood seconded the motion;
motion passed unanimously.
Case No. DR/08-1S Design review of new construction in the Neighborhood
Conservation District at 1905 Second St. N. in the RA, Single Family Residential District.
Boyd Knudsen, applicant.
Mr. Knudsen was present. Mr. Tomten questioned the proportion of the
transom/windows, saying it seemed a bit out of character with the simplicity of the
original house. Mr. Knudsen noted there are higher ceilings in the new structure. Mr.
Johnson asked if the applicant would be carrying some of the characteristics, such as
the five-sided windows, of the original structure to the gables of the addition, to which
Mr. Knudsen responded in the affirmative. Mr. Knudsen said he would be using 4" lap
siding for the exterior; he also reviewed plans for the corner boards and trim details.
Mr. Eastwood moved to approve as conditioned; Mr. Zahren seconded the motion.
Motion passed unanimously.
Case No. DR/08-16 Design review of sign age for 223 Chestnut St. in the CBD, Central
Business District. Cecilia Loome, applicant.
Mr. Lieberman reviewed the request and staff recommendations. Mr. Tomten asked if
there was an existing bracket that would be utilized; Mr. Pogge said he did not believe
so. Mr. Lieberman moved approval as conditioned with the additional condition that the
sign not be lit. Mr. Tomten asked that there be an additional condition that if a new

bracket is installed an attempt be made to utilize the existing bracket holes. Mr.
Johnson suggested that the sign background be an off-white, with a paint chip
submitted to staff for approval. Mr. Lieberman agreed to incorporate both Mr. Tomten's
and Mr. Johnson's suggested conditions in his motion for approval. Mr. Zahren
seconded the motion; motion passed unanimously.
Case No. DR/08-17 Design review of four-level parking structure at 200 N. Second St. in
the CBD, Central Business District. City of Stillwater, applicant.
Community Development Director Turnblad reviewed the project. He noted the plans
include, or will include, the seven conditions the HPC stipulated when it granted concept
approval of the plans in February. He reviewed how the seven conditions have been or
will be incorporated. Mr. Turnblad reviewed comments from the Council pertaining to
the southern tower/elevator tower and to the industrial-look of the fa<;;ade. He also
reviewed comments from Rivertown Commons primarily pertaining to the park area. He
concluded by saying staff believes the design team has created a facility in keeping with
the bulk of the downtown design guidelines and is sensitive to a lot of the public
discourse that has been received. He said approval is recommended with 13 conditions.
There was brief discussion of lighting and storm water runoff/treatment. There was
discussion about keeping the park open to the public, with Mr. Johnson noting that,
according to the City Charter, there is a process that must be followed should the
Council decide not to keep the park open to public use. Mr. Tomten pointed out that the
park is shown as a pedestrian link and pedestrian amenity in the downtown and
Comprehensive plans and is one of the things that make Stillwater unique. Mr. Johnson
spoke of the historical significance of the site and suggested, from the HPC's
perspective, it would be preferable to at least preserve the site and provide some
interpretive information on the site.
Mr. Eastwood asked if there is any way to make the north tower look unique. A
representative of the LSA design team replied that would be possible, making it look
similar to the south tower but with a little more differentiation, and he suggested
possible treatments, saying these are levels of detail that will be looked at in final
design. Mr. Johnson and Mr. Tomten also suggested possible treatment details. Mr.
Johnson pointed out that in plans approved earlier by the HPC, the north tower was a
very different shaped building than the south end, with a different color parapet and
other differences.
On a question by Mr. Lieberman, the design team reviewed the treatments on the Third
Street, and north and south elevations. Mr. Eastwood asked about sign age. Mr.

Turnblad noted they would come back later with a sign package. Mr. Eastwood asked
whether a proposed banquet room at the Lowell Inn would require significant changes
to what is being approved; the LSA spokesperson responded some changes will be
required, but they are not significant changes. Mr. Turnblad briefly reviewed two
options for the expansion, noting a separate design review will be required for any
expansion plans.
Mr. Johnson moved approval with the 13 conditions recommended by staff and the
additional conditions that the north tower be very different and with no characteristics
of the south tower, and that there be every effort made to preserve the park and an
interpretive element denoting its significance to the City's lumbering era be included
and that the park not be used for water retention. Mr. Eastwood seconded the motion;
motion passed unanimously.
OTHER BUSINESS
Request for one-year extension of design review permit for Cub Fuel Center - Mr.
Johnson, seconded by Mr. Lieberman, moved approval of the requested one-year
extension. Motion passed unanimously.
Request for extension of demolition permit DEM/06-04, Maple Island - Mr. Johnson,
seconded by Mr. Eastwood, moved approval of the requested extension. Motion passed
unanimously.
Annual preservation awards - Mr. Johnson spoke of recognizing residential renovation
efforts in view of the City's Heirloom and Landmark homes program. Mr. pogge noted
this is the state's sesquicentennial year and he suggested giving an award recognizing
the ongoing preservation efforts at the Historic Courthouse in keeping with the
sesquicentennial observation. Several members spoke in favor of recognizing the mural
at Pulp Fashion. Mr. Johnson moved to recognize the residential renovation efforts to
the homes at 502 W. Churchill Street, 411 S. Sixth Street, and 907 Willard St., Pulp
Fashion for signage, and an award recognizing the ongoing restoration efforts at the
Historic Courthouse in honor of the sesquicentennial. Mr. Lieberman said he would like
the three residential awards presented separately to emphasize the efforts the
homeowners have put forth to meet the spirit of what is trying to be accomplished with
design guidelines.
Other Items:
Mr. Pogge reported that 20 applications have been received for the Heirloom Homes
program. He said postcards and letters have been sent out to solicit more interest in
participating.

Mr. Pogge referred to a sign brochure in the agenda packet and stated staff has been
directed to look at signage issues in the downtown area. He spoke briefly about
sandwich boards and said any program would be intended to reduce clutter, promote
pedestrian circulation and safety. He asked for Commission feedback. Mr. Johnson
suggested perhaps the Chamber should develop proposed guidelines. There was
discussion of the issue of enforcement of a Chamber-developed program and the need
for such signage. Mr. Lieberman suggested that clutter isnt all bad and sometimes
promotes a feeling of vitality in a city. Mr. Lieberman said he thought this was an issue
that should be revisited and suggested a possible workshop with the Chamber. Mr.
Johnson questioned how much of a stance the HPC should take on this matter.
Mr. pogge noted that Mr. Johnson had suggested that the City utilize more historically
correct curbing type in street projects that occur in the historic sections of the City. He
said Public Works has agreed to a 12" gutter, with 6" square curb style, as opposed to a
standard 45 degree curb, in the historic section included in this year's street project
area. Mr. Johnson spoke of the possibility of using different color street signs to further
denote the historic districts.

The applicant is requesting design review and approval of a new sign face on an
existing 30 foot tall pylon sign. The sign head is proposed to be 6 feet 9 inches tall by 11
feet 9-3/4 inches wide for a total of 80 square feet. The background of the sign will be
blue with the text" Americans Best Value Inn" in white and a white, red, and blue logo.
The pole supporting the sign will be black in color.
Freestanding signs in the BP-C zoning district are allowed to be 100 square feet in size
and no taller than 25 feet in height. A variance was granted in 1995 (Planning Case
1995-49) allowing a 30 foot tall freestanding sign on this site.
The proposed sign meets the requirements of the code and the approved variance.

DISCUSSION
The applicant is requesting design review and approval for exterior building fac;ade
changes and the re-opening of the existing second floor windows.
Building facade
The property at 132 Main St S is part of the core Stillwater Commercial Historic District
as listed on the National Registry of Historic Districts. The building is circa 1904. The
building itself is a contributing building to the district.
The Secretary of the Interior's Standards for Rehabilitation provides for the
Alterations/ Additions of building entrances for a new use.
The standard recommends. . .
Designing and installing additional entrances or porches when required for the new use in a
manner that preserves the historic character of the buildings, i.e" limiting such alteration to non-
character-defining elevations,

Installing secondary service entrances and porches that are incompatible in size and scale with
the historic building or obscure, damage, or destroy character-defining feahlres.
The existing storefront has been previously modified/ altered. The proposed changes
will only alter the non-historic previous modifications that were completed to the
building. The changes will add a consistency to elements that currently appear on the
building and will clean up the overall appearance along this stretch of Main Street.
Reopening of windows on the second floor
A number of window openings on the second floor of the Main Street Square have been
blocked closed over the years. The applicant is now seeking approval to reopen these
areas and install windows. Historically, the windows in this building were double
hung wood windows. Staff would recommend approval of this request subject to
approval of the window plans by City Staff prior to the issuance of a building permit.
ALTERNATIVES
The Heritage Preservation Commission has the following options:
1. Approve the requests in whole or in part.
2. Deny the requests.
3. Continue the request for more information. The 60 day decision deadline for
the request is June 17, 2008 and the next Heritage Preservation Commission
meeting is scheduled for June 2, 2008.
STAFF RECOMMENDATION
Approval as conditioned.
CONDITIONS FOR APPROVAL
1. All revisions to the approved plan shall be reviewed and approved by the Heritage
Preservation Commission.
2. The colors for the kick plates must match the color of the store front panels that
current exist on the buildings.
3. The windows on the second floor shall be historically accurate double hung wood
windows. The applicant shall submit plans for the windows to City Staff for review
and approval prior to the issuance of a building permit.

Dear Mr. Pogge:
Attached are all submittal materials requested to apply for the Design Review of fac;ade
treatments at 132 S. Main St. The owner is proceeding with the renovations ofthe retail
commercial spaces after the roof collapse.
As you know, this property is a previous spatial conglomeration of three original
buildings facing Main St. and two buildings facing Union Alley. We request your review
and approve of the following alterations:
1) Phased Re- opening of all existing second floor window openings in their
existing dimensions with double hung windows and transoms where
applicable. This involves 12 openings on both streets and will be done as phases
of the buildings are completed. You can observe, from the photographs attached,
all openings are currently bricked up and only the rough perimeter frame boards
of the original windows remain inside. This however facilitates the use of custom
built replacement windows in similar manner to the old Simonet furniture store,
now antique mall, on south Main Street. The Planning staff will have the
opportunity to review the final configuration of the windows as the building
permits are applied for.
2) Replacement of the existing storefront system on Main S1. Three separate lease
spaces are now planned for the main street fac;ade as illustrated:
A) The height of the storefront will not be altered any further than it already
has been in previous modern renovations. Structural installations from that
period, unfortunately make it infeasible to increase the height of the glass.
B) The individual appearance of the three separate building facades involved
shall be further redefined with the storefront alterations we propose as
illustrated. This is in compliance with the downtown guidelines.

C) The space under the windows is currently brick veneer in front of block.
This brick shall be removed and replaced with wood spandrel panels to
match the character of the existing wood on the building as shown. The
north and south lease space doorways shall be recessed to allow outward
door swings and appear more traditional in appearance. Storefront glass in
at the entry doors and side lights shall be full ht. glass with transoms
above.
D) The storefront glass and door systems shall be similar to those recently
approved by the HPC for Whitey's Bar on South Main St. The mullion
configuration is illustrated in elevation and plan attached. The glazing
shall be clear and the metal shall be dark bronze anodized.
Signage shall be applied for by individual tenants, with the city and HPC by future
submittal

DISCUSSION
The applicant is requesting design review and approval to modify an existing wall sign
at 2510 Curve Crest Blvd. The current sign is comprised of channel letter that reads
"Greg's Transmission". The applicant is requesting to replace "Greg's" with
"Certified". Additionally, they are proposing to add the text "Full Service Automotive
Repair" in white non-illuminated letter. The existing sign is 30' x 22" for a total of 49,8
square feet in size. The red" certified transmission" lettering will be comprised of 1'9"
tall letter with a total length of 34'6". The white letters will be 9" tall letter with a length
of 18'. The total new sign are will be 74 square feet.
For retail wall signage the West Business Park design standards provide that the
signage shall be consistent with the Sign Ordinance. The zoning ordinance states that
for a wall sign, 'the gross surface area of a wall sign may not exceed one square foot for
each foot of building, parallel to the front lot line'. The applicant's retail space has 74
feet facing Curve Crest Blvd. The total sign area of the proposed sign is 74 square feet,
which is meets the square footage allowed by the ordinance.

The applicant is requesting design review and approval for new signage and exterior
building fa<;ade changes.
Building sign
The building wall sign is proposed to be located on the south wall and replaces the BT
Doyle's Rib Joint sign. The sign will contain the business name Smalley's Caribbean
Barbeque. The coloring for the signs lettering will be orange for Smalley's, brown for
Caribbean, and faded red for Barbeque. The proposed sign is 8 feet wide and 3 feet tall
for a total area of 24 square feet. A sign is technically not permitted on this side of the
building under the current sign code. Since there has been a sign in this location
historically prior to the current code the site is' grand-fathered' thus this sign is
permitted.
For retail storefront signs the Commercial Historic District Design Manual provides the
size of signs shall be consistent with the Sign Ordinance. The zoning ordinance states
building signs in the CBD '.. .may have an aggregate area not exceeding one square foot
for each foot of building face...'. The applicant's retail space facing Main Street is 40

feet long. The total sign area of the proposed sign is 24 square feet, which is smaller
than the square footage allowed by the ordinance.
Projection signage
A new projection sign is proposed to replace the previous B.T. Doyle's projection sign
along Main Street. The proposed sign is 44-inches by 26-inches for a total of 7.94 square
feet. The sign is proposed to contain the business name "Smalley's Caribbean
Barbeque". The color of the letter will be the same as the building sign. The
background will be tan.
For retail storefront signs the Commercial Historic District Design Manual provides the
size of signs shall be consistent with the Sign Ordinance. The zoning ordinance allows
projecting signs of up to six square feet in size. The total sign of 7.94 square feet is
larger than what permit by the zoning ordinance. The previous B.T. Doyles sign was
approved 2' x 3'. The proposed sign should be reduced in size in order to meet the
requirements of the zoning ordinance.
New exterior French doors
The applicant is also seeking approval to install new French doors that exit from the
banquet area to the back patio. The doors will replace the windows that currently
overlook the patio area. This area is on the east elevation of the building and is not
viable from Main Street.
Air handling
Finally, the applicant is requests approval to install an additional air handling unit
related to improvements being made to the kitchen. They propose to install the vent
adjacent (south) of existing roof-top vents on the east side of the building. This vent
will be similar to existing vents on the building and will be visible from Main Street.
ALTERNATIVES
The Heritage Preservation Commission has the following options:
1. Approve the requests in whole or in part.
2. Deny the requests.
3. Continue the request for more information. The 60 day decision deadline for
the request is June 17, 2008 and the next Heritage Preservation Commission
meeting is scheduled for June 2, 2008.

CONDITIONS FOR APPROVAL
1. The projection sign be reduced to be no more than six square feet or secure a
variance from the Planning Commission to allow the sign area to exceed the
allowable square footage. If the sign is reduced in size the new sign design shall be
reviewed by City Staff before installation.
2. All revisions to the approved plan shall be reviewed and approved by the Heritage
Preservation Commission.
3. No additional signage.

Smalley's Caribbean Barbeque HPC Submittal

The sign that we are proposing for the south facing wall of Smalley's Caribbean Barbeque
(located in the Brick Alley building) will be made of distressed wood and aged metal and be
approximately 24 square feet in area (2.25'xlO.75'). The metal letters will be affixed to the wood
using 3" pegs that would set the letter out slightly from the sign.
A gooseneck fixture, as similar to the existing fixtures as we can find, will illuminate the sign.
The accompanying rendering shows several sign placement options. The image in the lower
right-hand comer shows the proposed sign in the space that B.T. Doyles sign was formerly
located. The image in the lower left-hand comer shows the proposed sign that would be located
on the Main St. side of the building. The lower center image shows the proposed temporary sign.
This would be in place for the first 30 days of business.
The south facing sign will be affixed to the building using masonry anchors. We would install as
few anchors as possible.
The south facing sign will be hung at the same elevation as the former B.T. Doyle's sign, which
is approximately 18' from ground.
The Main Street sign would be constructed out of painted wood, with the logo painted in aged
lettering in warm orange and faded red. The dimensions of the sign will be approximately 44"x
26" (these were the dimensions if the B.T. Doyle's sign that would be replaced), This sign will
attached to the existing metal brackets on the building.
The temporary sign will constructed of painted canvas or vinyl and would have the same
placement as the permanent signage.
Patio Doors
Smalley's Caribbean Barbeque would like to add in two sets of new french doors into the
exterior fayade of the back patio space. The historical nature will be maintained by bringing in
the same design elements that are used on the surrounding exterior and interior finishes of the
423 Main St. South building. The typical mullion style that is featured on the existing windows
will be incorporated onto these doors. The doors will recreate the same shape of square glass that
is formed by these mullions. The mullions, doors, and door frames will match the existing wood
finish that is used throughout the interior of the building. The design that will be used for the
doors will be modeled after the original garage-type doors that were originally used on the Main
Street side of the building. The size of the doors will fit into the existing opening size of the
windows so the existing CMU block of the exterior fayade will not be altered.
Ventilation
The additional ventilation fan would be placed on the roof along with the existing ventilation. It
should not be any more distracting, aesthetically, than the existing mechanicals.

DISCUSSION
The applicant is requesting design review and approval to paint a portion of the brick
exterior wall, a new building wall sign, a new awning along Main Street, and to add
additional column features and paint both the new and existing columns in order for
them to ma tch.
Building signage
The sign is proposed to contain the business name "Savories bistro". The Savories
lettering is proposed to be a copper orange color with a white outline on a black
background. Bistro is proposed to be white lettering on a copper orange background.
Under the Savories letter is proposed to be a sculpted fork. The proposed sign is 4'1-
1/4" tall by 9'9" wide for a total area of 40 square feet.
For retail storefront signs the Commercial Historic District Design Manual provides the
size of signs shall be consistent with the Sign Ordinance. The zoning ordinance states
building signs in the CBD '.. .may have an aggregate area not exceeding one square foot
for each foot of building face...'. The applicant's retail space is 46 feet long facing Main
St. The total sign area of the proposed sign is 40 square feet, which is smaller than the
square footage allowed by the ordinance.

Brick Painting
The applicant is also seeking approval to paint the brick of the infill building at 108
Main St N black. The infill building at 108 Main St N is a modern infill building that
was built in within the last 50 years. The building is located in the core Stillwater
Commercial Historic District as listed on the National Registry of Historic Districts. The
building itself is a non-contributing building to the Historic District.
The Downtown Design Manual Guidelines provide that the painting of buildings and
specifically masonry is prohibited. This requirement is in place for two fold. First the
long term durability of masonry is far superior to paint. The second reason is once
brick is painted, brick itself becomes susceptible to moisture damage through spalling.
Brick spall occurs when the brick absorbs and retains water which then can freeze and
expand breaking away the brick surface. When painted moisture will became trapped
winthin the brick and over the long term damage will occur. An example of this is the
building which Whitey's is located in.
For these reasons staff would recommend denying the request to paint the building.
Awning
The applicant is also proposing to add awnings on the front fa<;ade that also ties
together to space they lease in the former bank building and the infill building at 108
Main St N. The proposed awning is similar in style to those recently added to the
building by Pulp Fashion. The colors are proposed to be terracotta and beige. The
applicant's representative has indicated to staff that the proposed valance will continue
the terracotta and beige strip as the main awning contains. The applicant has not
indicated the type of material that will be used. The guidelines recommend that water-
repellent or vinyl-coated canvas be used in order to keep with the awning of the time.
Staff would also recommend that the awning be the same shape and have the same
projection as the existing Pulp Fashion in order for the new awning to aesthetically tie
into the existing awnings on the building.
Columns
The final proposed change is to repaint the existing column features and to add others
to the front of the building. The aim of this by the applicant is to tie together the space
in the two different buildings. The proposed colors are copper orange and terracotta.
The building as 102 Main St N has lost much of its historic character with the addition
of the limestone fa<;ade and the loss of the third floor the building. However, the
proposed columns caused the lower right corner of the building to become
disconnected from the remaining portions of the building. Staff believes this would
make a bad situation worse. A better alternative would be to pull elements from the
102 Main St N building and incorporate them into the 108 Main St N building, Staff
believes that the proposed columns should be denied.

ALTERNATIVES
The Heritage Preservation Commission has the following options:
1. Approve the requests in whole or in part.
2. Deny the requests.
3. Continue the request for more information. The 60 day decision deadline for
the request is June 17, 2008 and the next Heritage Preservation Commission
meeting is scheduled for June 2, 2008.
STAFF RECOMMENDATION
Approve the requested building signs and awning as conditioned. Deny the requested
brick painting and column changes.
CONDITIONS FOR APPROVAL
1. All revisions to the approved plan shall be reviewed and approved by the Heritage
Preservation Commission.
2. The awnings shall use a water-repellent or vinyl-coated canvas. The awnings shall
also be similar shape, height and projection as the existing Pulp Fashion awnings.
The awnings shall not have a valance.
3. No additional signage.
FINDINGS
The proposed building signs and awnings meet the intent of the Downtown Design
Guidelines and the zoning ordinance, as conditioned. The proposed building painting
and would impact the integrity of the overall historic district and is inappropriate.
