HomeMy WebLinkAbout2007-07-02 HPC MIN City of Stillwater Heritage Preservation Commission July 2, 2007 Present: Jeff Johnson, V ice chair person, Phil Eastwood, Gayle Hudak, Roger Tomten and Scott Zahren Absent: Howard Lieberman, Larry Nelson and Council Liaison Robert Gag Mr. Johnson called the meeting to order at 7 p.m. Approval of minutes: Mr. Tomten, seconded by Mr. Eastwood, moved approval of the minutes of June 4, 2007, as submitted. Motion passed unanimously. PUBLIC HEARINGS Case No. DEM/07 - 35 A demolition request for a carriage house /garage at 601 Fourth St. S. in the RB, Two Family Residential District. Tim and Amy McKee, applicants. It was noted the applicants had requested that this request be continued to the August 6 meeting. Mr. Johnson opened and closed the public hearing. Ms. Hudak, seconded by Mr. Eastwood, moved to continue this case to the Aug. 6 meeting. Motion passed unanimously. DESIGN REVIEWS Case No. DR/07 - 31 Design review of signage located at 219 Main St. N. in the CBD, Central Business District. David Wakely, appli cant. Mr. Wakely and building owner Tom Wortman were present. Mr. Johnson noted that the Heritage Preservation Commission had looked at several signage requests for tenants of this building in the past and had requested that an overall signage plan be sub mitted. Mr. Pogge stated two building signs currently are out of compliance with the City ordinance, the Merrill Lynch sign which is placed higher than the maximum allowable 15’ and the Yacht Broker signage which was placed in a location other than the loc ation indicated in the sign plan – between the first and second floors. Mr. Pogge recommended reviewing this request and then consider pursuing possible action on the signage that is out of compliance. Mr. Wortman noted that the placement of the Merrill L ynch sign was approved by the HPC. Regarding the Yacht Broker signage, he said there was a misunderstanding and the deck was taken as the base for measuring the height. He stated he had talked with the business owner and it has been agreed to move the sign down to the approved level, between the first and second floors. Mr. Zahren suggested the possibility of moving the Merrill Lynch signage slightly to the left to obtain a more symmetrical appearance. Mr. Wortman said moving that sign would be difficult be cause of the way it is fastened on the building. Mr. Johnson asked if the new Watermark sign would be centered between the center and north windows. Mr. Wortman said he wasn’t sure there is enough room to do that. There was some discussion about the color s and white background of the proposed signage, with Mr. Johnson noting the lettering might stand out more if there is a border to the sign or another background color is used. Mr. Wakely said he would be comfortable with utilizing a more off - white backgro und. It was agreed that the applicant could submit the final colors to staff for approval rather than having to submit revised artwork. 1 City of Stillwater Heritage Preservation Commission July 2, 2007 Mr. Eastwood moved approval as conditioned, with the additional conditions that the Yacht Broker signage be lowered to an elevation between the first and second floors of the building, that the Watermark Initiative signage be placed at the same elevation as the Yacht Broker sign and centered between the cent er and north windows with the understanding that the sign might not be perfectly centered due to the placement of the Merrill Lynch signage, and that final colors be submitted to staff for approval. Mr. Johnson seconded the motion, verifying that the signa ge will not be lighted. Motion passed unanimously. Case No. DR/07 - 34 Design review of awnings at 101 E. Olive St. in the CBD, Central Business District. David and Michelle Plocher, applicants. Ms. Plocher was present and briefly explained the request to install awnings over three locations on the third floor. Mr. Johnson asked whether the awnings would be placed at the same level from the parapet. When the applicant said that wasn’t planned, Mr. Johnson explained that because of the strong lines of the bu ilding with deck and parapet, placing the awnings at the same level would finish off the top of the building. The applicant was comfortable with that suggestion. Mr. Johnson stated he thought the color selection, included with the packet material, was a go od one. Mr. Johnson moved approval of the installation of the three requested awnings as conditioned, with the awnings to be placed at the same elevation on the building and include a valence or not at the discretion or the applicant. Mr. Eastwood seconde d the motion; motion passed unanimously. nd Case No. DR/07 - 36 Design review of Millbrook 2 Addition, Townhouses. Jay Liberacki, US Home Corporation, applicant. Jay Liberacki and Teresa St. Amant, corporate architect, were present. Ms. St. Amant reviewed t he elevations of the end units, which she noted had been redesigned at the request of the HPC to provide more balance and interest. She noted there would be 6 - 8 color palettes for the 12 buildings. Mr. Johnson asked if the roof colors would be different; M s. St. Amant said the roof colors would be different and match the color package of the individual buildings. Mr. Liberacki pointed out that with the change in design of the end units, there are now fronts on all four sides of the buildings. Mr. Liberacki noted that sidewalks to the street have been provided, as conditioned. Mr. Liberacki reviewed the landscape plans, with evergreens placed near the curb to screen the parking. On a question by Mr. Tomten, Ms. St. Amant briefly reviewed the side elevations of the end units, with double - hung windows and bump out above that varies 1 - 2’. It was noted that air conditioning units will be at grade and screened by fencing; there will be some recessed exterior lighting on the units. Mr. Tomten asked about exterior m aterials. Ms. St. Amant said all siding, including shakes, will be vinyl; she also indicated that customers prefer stone rather than brick. Mr. Johnson suggested that the move to providing four - sided architecture was a real step forward; he also noted the applicant had increased landscaping since the last reviews. Mr. Tomten said it appears the only thing the applicant has fallen short on is the variety of the end units – the HPC had asked for three of four elevations, while the applicant has basically 2 Ci ty of Stillwater Heritage Preservation Commission July 2, 2007 provided two different elevations. However, Mr. Tomten agreed that the color palettes and variety of stone and landscaping helps give the appearance of variety. Mr. Tomten noted that the appli cant has not provided any color chips or material samples and asked whether there would be any additional review. Mr. Pogge stated there would be no additional review but noted that staff signs off on plans when the application is made for building permits . Mr. Pogge suggested that if the HPC has any specific concerns they be addressed at this time. Mr. Tomten moved approval as conditioned, with the additional conditions that there be 6 - 8 color palettes and six different roof colors to be approved by staff ; that the applicant submit overall development plans with color scheme/panelization for review and approval by staff and that overall development plans indicate the placement of sidewalks to the units and placement of landscaping. Mr. Johnson clarified th at approval is for Phase 1 of the development only. Mr. Eastwood seconded the motion; motion passed unanimously. OTHER BUSINESS ? Mr. Pogge told members that RFPs for the Heirloom/Landmark homes program had been mailed June 15. He said about 25 RFPs were ma iled; responses are due July 13. Mr. Pogge asked for volunteers to serve on a sub - committee to review the responses and make a recommendation regarding the consultant choice. Ms. Hudak and Mr. Johnson volunteered to serve on the sub - committee. ? Mr. Pogge no ted that the City Council had appointed Mr. Eastwood and Mr. Zahren to the parking ramp committee. ? Mr. Pogge stated Mr. Turnblad, Mr. Zahren and he had attended the annual state HPC conference. There was discussion of funding for restoration and how to enc ourage local restoration efforts. Mr. Pogge stated he had applied for and received scholarship money to attend the National Trust Conference, which will be held in St. Paul in October. Mr. Pogge asked members to let him know if they would like to attend. ? M r. Zahren initiated a discussion of the HPC’s approval of an infill house at Willow and North Second and questioned how the HPC approved the project, given concerns indicated by staff and members in the minutes. Mr. Zahren suggested that in the future, mor e time be taken between discussion and vote. Mr. Eastwood, seconded by Ms. Hudak, moved to adjourn at 9:05 p.m. Motion passed unanimously.
