HomeMy WebLinkAbout2005-01-11 HPC MIN CITY OF STILLWATER HERITAGE PRESERVATION COMMISSION January 11, 2005 Present: Howard Lieberman, Chairman, Phil Eastwood, Jeff Johnson, Brent Peterson and Roger Tomten Others: Planner Sue Fitzgerald, Christina Morris and Lisa Weissman of the National Trust for Historic Preservation and Michael Koop (arrived about 8 p.m.) from the State Historic Society Absent: Diane Hark and Patte Kraske Mr. Lieberman called the meeting to order at 7:10 p.m. Case No. DR/05 - 01 this c ase was tabled until a later date. Case No. DR/05 - 02 Design review of signage for a Karate business at 122 New England Place. Troy Lewis, applicant. The applicant was present. Ms. Fitzgerald pointed out that a year ago, the size and placement of signage for a Karate business were approved. Mr. Johnson noted the proposed signage is a little larger but fits the size of the building, as does the contemporary style. It also was noted this site is part of a PUD. Mr. Peterson moved approval as submitted and con ditioned; Mr. Johnson seconded the motion. Motion passed 4 - 0, with Mr. Tomten abstaining. Review of comments from Melissa Pfannenstein, Stillwater Mills architect Mr. Lieberman stated the Ms. Pfannenstein had some concerns regarding “discrepancies” in the meeting minutes of Dec. 6, 2004. Mr. Johnson moved to amend the minutes of Dec. 6, 2004, addressing Ms. Pfannenstein’s comments as follows: remove reference to ornamental metal on Main Street; approval of Norman brick on Façade H, north elevation; correc tion of spelling of Glen - Gery on west elevation/plaza; removing Conditions of Approval No. 15 and No. 16; changing the working of Condition of Approval No. 21 to indicate that any exterior modifications be approved/reviewed by the Community Development Dir ector or the Heritage Preservation Commission. Mr. Eastwood seconded the motion; motion passed unanimously. Jack Buxell and Mike Russ, representing The Lofts and Terra Springs, requests Mr. Buxell appeared with several requests. He asked that he be allowe d to place signage with his firm’s name, J. Buxell Architects, at both The Lofts and Terra Springs while the projects are under construction. The signage would be attached to fencing at the sites and be removed before construction is 100 percent complete, he said. Mr. Peterson moved approval of the requested signage to be placed adjacent to the construction sites, with the condition that the signage be removed before a Certificate of Occupancy is issued. Mr. Johnson seconded the motion; motion passed unanim ously. 1 CITY OF STILLWATER HERITAGE PRESERVATION COMMISSION January 11, 2005 Mr. Buxell also requested approval of a revision to Terra Springs Building 4, currently under construction, adding a condominium unit on the upper corner of the south elevation. T he additional unit would not change any rooflines or exterior lines, he said; the only massing change would be to the stairway. The City’s Building Official has no problem with the proposal, he said. Members were in agreement the additional unit completes the look of the building. Mr. Johnson moved to approve the proposed revision to Terra Springs Building 4 based on drawings submitted to date. Mr. Peterson seconded the motion; motion passed unanimously. Mr. Buxell also requested a revision to the four mas onry corner columns at The Lofts, using a steel beam to open up the center of the decks. Mr. Buxell stated he thought the proposal keeps an industrial look. He also stated he would be willing to bend the beams, if the HPC preferred. Mr. Johnson said he wou ld be more favorably inclined to approve the revision if the beams are curved to maintain the geometric shape of the entry. Mr. Tomten expressed a concern about how the revision would tie to the rest of the building and cautioned against having the change “look like a mistake.” Mr. Johnson moved to approve the requested revision to the four corner units of the fourth floor, removing the corner column and replacing it with a curved steel beam of the same steel phalanx as the building entry. Mr. Eastwood sec onded the motion; motion passed unanimously. North Main Street banners Ms. Fitzgerald said she had worked with the Chamber on the design of the banners. She called the banners “critical” to those businesses at the north end of Main Street. She said the ba nners could be up for as long as two years. Mr. Johnson noted the banners are in essence directional signs. Midwest Lumber signage A drawing of the proposed monument sign was included in the agenda packet. Mr. Johnson asked about the lighting. Ms. Fitzger ald said the signage would not be interior lighted. Mr. Johnson moved approval to the revision of the Midwest Lumber signage with the condition that the lighting units be reviewed and approved by staff with input from Mr. Tomten. Mr. Tomten seconded the mo tion; motion passed unanimously. The recording secretary left at 8:10 p.m. after which members met with Mr. Koop and the National Trust for Historic Preservation representatives.
